According to the deployment of the County Agricultural Work Office, our Luohe Town Agricultural Economics Service Center recently surveyed the “three funds” of the village-level 2005 project planning, recruitment and training. The survey results show that the village-level expenses are higher than before. There is a downward trend, but because the village-level income sources are generally narrow and the income-increasing space is small, most of the village-level main income depends on three funds for financial transfer, with an average of less than 60,000 yuan per village, while planning for childbirth, conscription, and training. These three costs are mandatory for village-level non-productive expenses. The following is an example of the analysis of the amount of surveys in three villages:
First, the expenditure on family planning is obviously exceeding the standard. From the comparative analysis, it is not difficult to see that the per capita burden of the plan for the village is 4.36 yuan, which is 2 yuan more than the county standard, exceeding 2.36 yuan. Among them: travel expenses such as going out to find migrant workers' gynecological examinations accounted for 40.3% of the total cost of family planning. With the large-scale transfer and export of rural labor, it is difficult to bring new work to the planning and birth management of mobile workers. To ensure the level of rural planning and childbearing management, management funds will be increased.

Second, the cost of conscription is increasing year by year. In 2005, the average cost of recruitment for the three villages reached 2,118 yuan. Among them, the special assessment fees for village cadres were not included in the statistics, and the burden on the people was 0.8 yuan. It is expected that with the reduction of military resources in 2006, the outflow of young people of the appropriate age will bring certain work difficulties to the recruitment work. In order to complete the recruitment task, some villages will find people to bring people at any cost. The bicycle expenses are quite considerable. The county has 34 people in the output of the army, and the cost is calculated at 1,000 yuan per person. The estimated cost is 34,000 yuan, plus the requirement of 1:3 for the number of physical examinations at the station. The number of medical examinations in the town is increased by 70. 800 yuan calculation, up to 56,000 yuan, two total expenses of 90,000 yuan, the town's people's burden of up to 1.5 yuan. It can be seen that the recruitment work is a hard expenditure to increase the village level in the new period.

Third, the training costs have not been controlled. According to the county's relevant archives regulations, the training of rural cadres should be organized and who should not increase the burden at the village level. This is not the case. The relevant departments at higher levels, under the banner of new rural construction, train various cadres and collect so-called costs. The cost will inevitably increase the village-level burden. From the statistics of the village-level cadre learning and training expenses in 2005, the village expenditure is still more than 2,000 yuan.
