On April 4-10, the county party committee office and the county government office dispatched personnel, and conducted two special investigations on the soft environment of economic development in the south and middle of China. In the investigation, we found that in recent years, our county attached great importance to the reform of the administrative examination and approval system, adopted effective measures, and established an administrative service center. It has cleaned up the administrative fee collection twice and made a certain contribution to the convenience of enterprises and residents. The results have clearly improved the level of service economy and social development, service enterprises, and serving the public. However, in practice, there are still many problems. To this end, we conducted in-depth thinking, drawing on the experience of advanced regions, combining with the actual conditions of our county, and exploring some measures for the reform of the administrative examination and approval system of our county for the reference of the leaders.
I. Main Issues At present, the overall situation of the administrative examination and approval reform work in our county, although the operation is relatively stable, compared with the advanced developed areas, compared with the economic development of our county, compared with the expectations of investors and residents, and the county party committee Compared with the requirements of the county government, there is still a large gap, which leads to a lack of depth and breadth of reform. Most enterprises and citizens have a lot of opinions on administrative charges and complicated procedures, mainly in the following aspects. :
A small number of units do not know enough and lack enthusiasm for reform. A small number of units responsible for the overall situation awareness, organizational discipline awareness is weak, too much emphasis on difficulties, habits, the county party committee, county government relevant approval projects to enter and handle policies, regulations are not implemented, implementation is not in place.
The functions of administrative service center management are not strong. The administrative service center and each window unit are only a kind of coordination service. Although the county party committee and the county government have given certain management power, it is actually difficult to use it.
The phenomenon of “front shop and back square” still exists. Some units did not set up windows in the center for centralized office work and open services. A small number of units have to maintain their own powers of examination and approval, and some important examination and approval items have not yet been fully implemented. There are “small powers and no powers”, and important service items and key service links are still placed in this book. The unit handles the administrative service center window as the “receiving and receiving room”, and the phenomenon of “two-head acceptance and different charging standards” still exists, which seriously weakens the service function and service quality of the center. For example, the local tax department has set up a window in the administrative service center, but the national tax does not. The project setting is unreasonable, and the comprehensive function is not obvious. At the beginning of the establishment of the administrative service center, it was understood as a centralized charge. The project was overly considered in the project setting, and the administrative examination and approval function was relatively weak. The internal management of the very small window units was lax, the mechanism was not smooth, and the front and back offices lacked connection; The station-based service function cannot be fully utilized. In the project connection, there is a phenomenon of “broken chain”. The centralized, efficient and coordinated service chain and network have not yet been fully formed, and the centralized and integrated comprehensive service functions have not been fully utilized.
There is a general lack of initiative in reform. According to relevant state regulations, the administrative examination and approval matters are set and cancelled, and their power lies in the administrative organs at or above the provincial level. The county and below are only specific implementers, and they have no right to stipulate or adjust the approval procedures set by the higher authorities, let alone cancel the approval items or carry out other processing. Based on this situation, reform is actually a top-down behavior. For a few units, some of the projects that do not need to be approved by them require their superior authorities to have their approval opinions. For the same examination and approval matters involving pre-approval, especially the operation and approval of civil explosive equipment, mines, and chemical dangerous goods, the state has clear approval conditions and deadlines, and it is difficult to emphasize the simplified procedure and compression time limit.
