Community education research report



The 16th National Congress of the Communist Party of China will build a lifelong education system, build a learning society, and promote the all-round development of people as one of the goals of building a well-off society in an all-round way. This is a strategic decision made by the party and the government under the new historical conditions. Today's human society, whether it is to improve the country's overall national strength, participate in international competition, or to develop the economy, promote social progress, build a harmonious society, and promote sustainable economic and social development, is inseparable from the improvement of the overall quality of the people, and the key to improving the quality of the people. It lies in education and learning. As an important carrier for building a lifelong education system and building a learning society, community education has received the attention of experts at home and abroad and the government at all levels. In the implementation of the "two accelerations and one overall planning" strategy in our district, the construction of the urban center of the metropolis has a realistic and far-reaching significance. It will play a positive role in cultivating the humanistic spirit of the urban area and improving the urban taste. Under the leadership of the district committee and district government, and with the efforts of all relevant departments, in recent years, the district has made some work in promoting the development of community education, and has achieved certain results. It has also been affirmed by the provincial and municipal education administrative departments. It was identified by the Provincial Department of Education as the first batch of provincial-level community education experimental areas. The main work and achievements are as follows:

First, the propaganda concept, raising awareness

In 2002, the District Education Bureau and the District Civilization Office jointly planned and organized the Jianggan District Community Education Forum, and invited provincial and municipal experts to make special speeches. District leaders, departments, towns, streets, and grassroots cadres participated in the forum, initially understanding the concept of community education and its significance, and gradually attracted attention. In 2003, some street communities under the guidance of the Education Bureau carried out community education festivals and community education publicity and consultation activities. In 2004, the District Education Bureau and the street jointly launched a large-scale square community education and publicity week. Through various forms such as cultural performances, newspaper propaganda, consultation activities, and live paintings and calligraphy, we will promote the concept and create an atmosphere. More than 180 full-time and part-time volunteers participated in the event, which attracted the general public to visit. A community education webpage was also established on Jianggan Education Network to promote community education, report on community education information and advanced deeds in educational activities. Through these activities and carrier publicity, good results have been achieved. Community education has gradually gained popularity in our district.

Second, build a community education three-level network

Building a network is the foundation for community education. In October 2003, community education in our district was established on the basis of the original adult education and training center and approved by the Municipal Education Bureau. The community college was named Jianggan District Community College. A community school was established around the gate of Zhalongkou Street, Caihe Street and Kaixuan Street. A community school has been established in the grassroots community. So far, 49 grassroots communities in the district have established 41 citizen schools. The four towns rely on adult culture schools to expand the function of community education. Villagers' schools have also been established in 46 villages across the district, initially forming a three-level network of community education covering the urban and rural areas of the region.

Third, the establishment of a team of dedicated part-time and volunteers

Our district attaches importance to the construction of community education and adult education. A cadre team consisting of three parts consisting of full-time, part-time and volunteer has been established. At present, there are 16 full-time staff in the district, including 6 district community colleges, 6 towns and 4 streets. 15 cadres were appointed by the District Education Bureau. 1 was settled by the town. Part-time staff are mainly served by grassroots communities and village cultural and educational committee members. At present, there are 49 community cultural and educational committee members and 46 village cultural and educational committee members, totaling 95. In 2004, two training sessions for cultural and educational cadres were held to improve their educational theory and practical work ability. The rest are external faculty and volunteers who are hired to participate in the work according to the content needs of the educational activities.

1. The District Education Bureau reports to the district government for the application for community education special funds and agrees to include the per capita income of the resident population of the district for 1 yuan per year.

2. The District Education Bureau drafted and implemented the “Implementation Opinions on the Education and Training of “Double Certificate System” for Enterprise Employees in Jianggan District”

3. The District Education Bureau, together with the Civilization Office and the Civil Affairs Bureau, issued the “Opinions on the Evaluation and Appraisal of the Jianggan District Model Citizens School” and issued the “Evaluation Rules for the Demonstration of Citizens in Jianggan District”.

1. The District Education Bureau drafted and issued the “Establishment Opinions on Strengthening Community Education and Promoting the Construction of Learning City” in the Jianggan District and convened the Jianggan District Community Education Work Conference.

2. The District Education Bureau issued the Notice on the Method of Issuing Community Education Voucher.

In order to implement the relevant files, the following measures have been taken.

1. Since 2002, the District Education Bureau has dispatched full-time cadres to the streets of Zhaongkou, Kaixuan and Caihe to undertake the guidance of grassroots community education. From the work of the past two and a half years, the results of the work are obvious. They have received certain results in guiding network construction, activity development, and standardized management, and have also been welcomed by the streets and communities.

2. Since 2002, resources such as China's small venues have been opened to the community. The District Education Bureau unified the production of bronze medals to the public and unified the printing of citizen activity cards. Most schools open their jobs better and are also rewarded by the Municipal Education Bureau.

3. Strengthen the management of grassroots citizens' schools. The Education Bureau uniformly prints the workbook for community education, standardizes the formulation of grassroots work plans, records the work process and annual work and summary, and understands grassroots work and strengthens work guidance through regular meetings and research. In 2004, through the creation of demonstration citizen school activities and evaluation, the first batch of ten district-level model citizen schools were selected. The district education bureau awarded bronze medals and awarded 5,000 yuan. The implementation of these measures has played a better role in promoting the development of grassroots citizen schools in a standardized and healthy direction, and has greatly enhanced the enthusiasm of grassroots communities.

4. In 2004, the community education voucher system in Jianggan District was piloted. The learners will use their own methods, and the community education vouchers will subsidize a little to encourage the citizens to participate in the study and improve their quality. A total of 160,000 yuan of community education vouchers were issued throughout the year, which has been basically recovered. Community education vouchers are mainly used for training in the public. More than 1,000 citizens benefited, and 600 of them received training certificates issued by the Municipal Education Bureau. From the trial situation, we have received certain results. The enthusiasm of the citizens has been mobilized, and the enthusiasm of community colleges and colleges and community schools has been mobilized.

V. Education and training activities are flourishing, and the quality of members and citizens of our district has been improved.

With the formation of a three-level network for community education, various levels of education and training activities have been carried out at all levels. In the past year, the district community college has held 11 adult amateur high and medium education, with more than 500 students. The e-government training class for civil servants in our district has been carried out for 9 sessions, and more than 360 trainees have been trained to complete the business. "Road" training, 1997 citizens completed the training through training; also held training courses for grassroots cultural and educational cadres and so on.

Under the guidance of the District Education Bureau, all street community schools also hold various training courses for the citizens, including three trainings for the citizens, middle and old aged painting and calligraphy classes, literature and history knowledge, and foreign languages. The participation rate of citizens has been continuously expanding. Some class students have been in short supply, and a large number of learning activists and moving stories have emerged. The grassroots citizen schools have also launched “100 lectures” on civic ethics, legal knowledge, environmental protection, scientific development concepts, health education, and so on. All streets, towns and communities incorporate the education of young people into the community education, and use the summer vacation to organize young people in the jurisdiction to carry out ideological and moral education and social practice activities. The rich content of the event has attracted the participation of young people. According to statistics, the participation rate has reached more than 80%. There are many innovations in the form of activities. For example: "Tao Bar at the doorstep", "Small Citizens' Moral Forum", "Youth Moot Court", "I Love Homeland Speech Contest", give a good education to young people, and are also reported by the media. Since the launch of community education activities, there have been some relatively fixed learning teams in the region. For example, the painting and calligraphy club of Jingxin Community and the philatelic culture night school of Qingchunmen Community have a reputation in the city. In 2004, rural colleges and universities only held 298 adult amateur secondary school graduates, 135 junior college students, and 1,690 other training courses. They also cooperated with relevant departments of the town to carry out various trainings of 12,500. 1099 people who have obtained the quality training of farmers have obtained the skills certificate or diploma, which greatly exceeds the 200 indicators issued this year. The development of community education activities has played a positive role in improving the quality of urban and rural personnel in our district and promoting economic and social development.

Although the community education work in our district has received some results, there are still some problems that restrict development. It requires the party committee, the government and relevant departments to seriously study and solve them. The summary is as follows:

First, the management and operation mechanism is not effective enough and needs to be improved.

Community education aims to improve the quality of the people in the jurisdiction. It is a systematic project. It depends on the joint efforts of the whole society, the implementation of the goals and tasks at all levels, and the improvement of effective mechanisms. At present, the streets, towns and grassroots are generally unbalanced. The main reason is that the work is mainly based on the awareness and importance of leadership. Therefore, there is a great deal of arbitrariness in the implementation of community education personnel, funds, venues, facilities, and work. Individual districts have not yet established community schools to conduct community education normally. With the adjustment and management of the compulsory education management system, the focus of education in all towns and streets should be promptly transferred to community education to improve the overall quality of the members of the jurisdiction. The district government should play a leading and coordinating role in the community education work in the district, implement the responsibility of work objectives at all levels, and establish a line that conforms to our district and town.

Fourth, community education tertiary network needs to be further improved

In October 2003, the Municipal Education Bureau approved the Community College of the district, but still borrows the small venue of the Four Seasons Youth. The new venues for further education schools and community colleges are under construction. Internal planning needs to fully consider the characteristics, scale and function of community education. According to the assessment index of the community college for the community college, the building area should reach 4,000 square meters. The design should consider the integration of functions, so that the actual use and the smooth assessment of the city education bureau can be passed. Three of the four streets have established community schools, and the remaining one has not yet established community schools. At the same time as it is necessary to increase the intensity of guidance, the street community education work should be included in the district-level work assessment target system for each street. All streets must integrate resources to build community schools and improve management systems and operational mechanisms. The school committee system in charge of the leadership of the director is implemented. At the same time, the head of the school is in charge of the leadership. The education bureau assigns a full-time cadre to serve as the executive vice president of the community school management mode to ensure the development of street community education. The District Education Bureau shall implement a supervision and evaluation system for each street community school and identify qualified community schools. With the urbanization process, the towns and universities will gradually integrate into the community education. At this stage, the adult schools must pass the supervision of the District Education Bureau to evaluate and increase the brand of the community school in the town. All streets and towns should also strengthen the construction of grassroots citizen schools in the jurisdiction, integrate community resources, establish and improve citizen schools, and carry out community education. The District Education Bureau should continue to implement the evaluation and identification of district-level model citizen schools and further promote the construction of citizen schools.

V. Breaking down the division and realizing the integration of educational resources and education and training

Community education is a lifelong education system for all members within a certain region. Community education has the characteristics of “comprehensive, full-featured, full-course”. That is to say, the education content is comprehensive and comprehensive, including academic education, vocational skills education, social life education, culture and art education, leisure and entertainment education, etc.; the educational objects involve cadres, employees, farmers, citizens, migrants, etc.; Early education, youth education, adult education, and middle-aged education. At present, there are problems in the education resources and education and training in our district. Schools must be established at the grassroots level in all aspects of educational resources. For example, elderly universities, women's schools, population schools, group schools, etc., although the names do not actually have the necessary conditions of people, finances, things, etc., and all the lines have to organize assessments, etc., so that the grassroots have to Being busy with coping, not only wastes limited resources but also greatly increases the human and energy burden at the grassroots level, and also promotes formalism.

Districts, streets, and grassroots communities should be integrated in terms of educational resources and education and training. Xiaoshan, Yuhang and other brother districts integrated various education and trainings such as TVU, vocational training center and senior university, and unified the construction of a district community college. Large-scale, full-featured, with great educational and training advantages, better meet the needs of training for all types of people in the jurisdiction. Our district should break the division and build the Jianggan District Community College, making it a lifelong education platform for the scale, facilities and functions of the cadres, employees, citizens and middle-aged people.

Streets and grassroots communities also integrate limited resources, build and improve community schools and citizen schools, and include other types of schools as a lifelong education platform at all levels. After the integration, each line should strengthen coordination and integration in management, form a good operational mechanism, promote the orderly conduct of various education and training activities, and truly play a role in improving the overall quality of members and citizens in the jurisdiction.

Sixth, the community education market needs further development, and the training surface needs to be expanded.

Since the establishment of the district community college, it has continued the academic education of the original adult education and training center and the advanced school, and also expanded some training content, such as 100,000 family online. But overall, the training surface is not wide, and it is mainly a government-driven project. From the perspective of training objectives and content, part of the community education is public welfare, that is, the government's education and training activities for citizens to improve the level of civilization, legal awareness, and comprehensive quality; the other part is for citizens to improve their academic qualifications, skills, expertise, and life. Quality training, this part should introduce market mechanisms and make some paid services. District community colleges must strengthen market awareness, service awareness, go deep into enterprises and institutions, go to the grassroots level, understand needs, do a good job in curriculum development, and improve education services to continuously raise awareness. In addition to carrying out a large number of public welfare education and training activities for citizens in the jurisdictions, the town community schools in each town should also give play to their geographical advantages, strengthen cooperation with community colleges and various training institutions, and carry out educational services. The grassroots public schools mainly carry out public welfare education activities for citizens in the jurisdiction to improve the quality of the citizens and promote the civilized construction of the jurisdiction. Through the joint efforts of all levels, we will continue to expand the participation rate of citizens.

7. Give full play to the role of community education network in farmers' quality projects

The three-level network of community education in our district has taken initial shape. This is the main force for improving the quality of urban and rural residents in our district. Community colleges and rural colleges in our district have training and training venues, facilities for education and training, special classrooms for computers, and specialized cadre teachers. The predecessor adult education and training center of the community college and the rural college have more than 10 years of training in running classes. Not only have they advanced adult and middle education, but also carried out vocational skills training for more than 10 types of work, and also with provincial and municipal colleges. The technical college and the functional skills training department have established a good cooperative relationship. It is fully capable of undertaking and organizing the training of labor quality in our district and the skills training of farmers who have lost their soil. However, in 2004, the training of farmers who lost their soil in our district was approved by private education institutions through bidding. It is understood that private education institutions also have no special training personnel, basically external personnel, and there is no sound network and base in our district. Finally, they rent the venue facilities of adult schools in our district and are managed by adult schools. To carry out training work. Since the district has built a three-level network for community education, the district government and relevant departments should integrate training resources and give play to the role and benefits of our own network.

8. Strengthen leadership in the creation of learning organizations

The 16th National Congress of the Communist Party of China proposed to build a learning society, and the construction of a learning society began with the creation of a learning organization. It is necessary to promote the improvement of the quality of all types of personnel and the general public in our district through the creation of learning organizations. This is a systematic system of society. It is difficult to work through the efforts of individual departments. Party committees and governments must strengthen leadership and coordination in this work. Our country's national community education experimental area, Chenzhou City and Xiacheng District, have good experience and can be used for reference. Their experience is to set up party committees, government-led community education committee leaders and co-ordinate community education work, formulate implementation opinions for the establishment of learning organizations, and implement the duties of relevant departments, responsible for guidance, inspection and evaluation. For example, the agency is guided, examined and evaluated by the district party working committee, the school by the district education bureau, the enterprise by the district planning bureau, the street, and the community by the civil affairs bureau and other functional departments.

This year, our district also set up a community education work leading group, which is led by the district government in charge of leadership and played a greater role in strengthening the leadership of community education. However, there are still some difficulties in the role of learning organization creation, especially in the creation of learning institutions. It is suggested that the community education leading group increase the leadership of the district committee, and introduce the goals and assessment system created by different departments and system learning organizations, and further strengthen the guidance and inspection to play its due role in the creation of learning districts in our district.
