IV. Management System and Operation Mode of Help Center In the management system, the Difficult Workers Help Center of our city has been affiliated to the Ministry of Social Security since its establishment. 5. The establishment of a communication and coordination system between the help center and relevant government departments.

6. Funding for raising funds, raising and managing funds is the basis for establishing a long-term mechanism for assistance, and it is also a guarantee for the development of assistance activities. At present, the funds available for the Difficult Workers Help Center in Luohe City are composed of three parts: 200,000 trade unions at the same level, 820,000 social donations, and 300,000 warm funds, totaling 1.32 million. The Help Center is not a legal entity. It has no right to manage funds. It only has the right to use. All the help funds are managed by the municipal finance department and earmarked. However, the Help Center does not have a stable source of funds, and the municipal finance has not given the necessary support. 7. Analysis of the reasons for the difficulties of visiting the workers in difficulty, the situation and the effect of the assistance.
