In accordance with the unified arrangement of the Pingluo County Committee, in May 2004, the Office organized a special person to conduct in-depth investigation and research on the issue of “people-oriented, comprehensive improvement of the physical fitness and health of the whole people”. The investigation report is as follows:

First, the basic situation

1. As of May 1, the county has 2 county-level general hospitals, 1 hospital, epidemic prevention station, 1 health center, 21 township health centers, 1 Chengguan defense station and 1 Taole protection station. There are 14 factories and mines, 35 individual clinics and 180 village medical stations. They have basically met the medical needs of the general public and laid a solid foundation for the establishment of a rural “three-level” healthcare network.

2. In addition to some township health centers, the county township health centers have basically completed the transformation and construction of houses and equipment, and basically guaranteed the infrastructure and conditions needed for public health and basic medical services. Some township hospitals are also equipped with ambulances to meet the emergency needs of the general public.

Second, the current achievements in medical and health

In recent years, with the care and support of the county party committee and the county people's government, the health department has focused on the professional level of medical technology under the premise of consolidating and improving the results of primary health care, and vigorously strengthened the technical level of on-the-job professional and technical personnel. We will continue to educate professional and technical personnel in a multi-form and all-round way. At the same time, we will continue to deepen health reform, increase the management of township hospitals, improve the system of directors' responsibility, implement open selection and final elimination, actively explore new ways of health reform, and implement rural integrated management of village medical stations. The standardized construction and management of rural and village medical institutions has continuously improved the comprehensive service functions of medical and health institutions, and basically met the medical prevention and health care needs of the general public in the county, laying a solid foundation for comprehensively improving the physical fitness and health of the whole people.

Third, the existing problems

1. Some rural health centers are outdated, with poor infrastructure, incomplete equipment allocation, and lack of advanced medical equipment, such as biochemical analyzers and urine detectors. This can increase the rural environment even if the medical environment in rural hospitals cannot be improved. The difficulty of screening for diseases in hospitals. It has seriously hindered the development of the normal business of rural health centers. At the same time, it has brought hidden dangers to the prevention, control and early diagnosis and treatment of diseases of the people.

2. Since 2003, due to financial constraints, the county government has implemented differential subsidies for rural health centers, and has not allocated funds for the newly injected rural health workers since 1999, all of which are self-supporting. Since township health centers mainly focus on preventive health care, many workers are providing services free of charge, and health care income is reduced, drug profits are decreasing year by year, and official expenses such as coal, electricity and water are increasing year by year. In this way, the economic burden of township hospitals has been aggravated, and the situation of lack of talents and talents has been aroused, which has led to a large loss of health talents in our county, which has seriously affected the rapid development of township hospitals. The wages of the in-service professional and technical personnel are not paid in full. Some staff members can only get a salary of more than 300 yuan per month in the case of relatively poor work and living environment. The rural health center can not guarantee the normal business. Do not focus on medical care, busy with income generation and neglect disease prevention and control work, thus lacking a sound public health emergency response mechanism and medical treatment system. Once major public health events occur, it is difficult to cope with it, in order to comprehensively improve the physical fitness and health of the whole people. Brings hidden dangers that cannot be ignored.

3. The new rural cooperative medical care system is of great significance for safeguarding farmers' basic medical care, implementing various health care tasks, preventing poverty due to illness, and returning to poverty due to illness. It is a popular project, and the Pingluo County New Rural Cooperative Medical Leading Group is based on me. The county has actually formulated specific management measures, and designated some medical and health units as designated medical units for rural cooperative medical care. However, the Huangquqiao Central Health Center is the designated unit for cooperative medical care. Since there is no capital investment, the expansion project of the inpatient department has not been carried out so far. It has restricted the long-term and stable development of the new rural cooperative medical care in our county.

4. Our county is an advanced county for rural Chinese medicine work. The Chinese medicine work has been fully recognized and strengthened in all levels of medical institutions in our county. However, with the increasing living standards of the people, the medical care service has also been raised. Requirements. The original traditional Chinese medicine diagnosis and treatment method can no longer meet the health care needs of the broad masses of the people. It needs to invest more manpower, financial resources and material resources to protect the advantages of Chinese medicine in our county. However, the traditional Chinese medicine diagnosis and treatment instruments of most medical units in our county are relatively backward. Chinese medicine professionals are relatively scarce and cannot guarantee the development of traditional medicine in the motherland in sync with social development.

Fourth, recommendations and countermeasures

In order to reverse this situation and truly meet the requirements of "people-oriented, comprehensively improve the health of the whole body", we must do the following work:

Strengthen the construction of rural health organizations, improve the county and rural level three-level medical preventive health care network, focus on the three constructions of township health centers to improve the comprehensive service functions of health centers, and complete Huibei, Tongfu, Baofeng during the 11th Five-Year Plan period. The renovation of the houses of Chonggang, Xiamiao and Huangquqiao Health Centers, expansion and renewal, supplementing the medical equipment of the township hospitals, and basically achieving “one without three supporting”.

Further stabilize the rural health team in rural grassroots health centers, actively strive for policies, and recommend that the county government adjust the county government's subsidy policy for township hospitals, restore the full appropriation policy for township hospitals as soon as possible, and stabilize the rural health team. The newly injected health professional and technical personnel will also support the finance, reduce the economic burden of township hospitals, and ensure the healthy development of rural health.

Increase the amount of health investment, the increase rate is not lower than the growth rate of fiscal expenditure, so that the development of health care is coordinated with the national economy and social development, the welfare level of people's health protection is in line with the level of economic development, and the basic construction of various institutions organized by the government and The purchase and maintenance of large-scale equipment shall be arranged by the government in accordance with the requirements of the health plan.

It is to promote the reform of the operation mechanism of township hospitals, improve the employment mechanism and distribution incentive mechanism, attach importance to the appointment, management and training of the presidents of township hospitals, and fully mobilize and play their leading role.

It is to strengthen the cultivation of suitable talents for rural health. On the one hand, we must proceed from the actual situation of our county, adhere to both academic education and non-academic education, improve the environment, improve wages, and cultivate and build a sanitation, use, and retention of health that is compatible with rural health development. team of genius. On the other hand, it is necessary to formulate preferential policies and do everything possible to introduce talents to fundamentally solve the problem of lack of rural health talents.

County finance increased investment in Chinese medicine work, increased special funds for the development of Chinese medicine, and adapted the development of Chinese medicine to social development.

All medical and health units actively expand the channels for health financing, run projects, attract funds, and strive for health investment funds in various channels to promote the healthy and orderly development of health in our county.
