Kong Fansen, a resident of Wulidun Village in Liaochengtang, was enlisted in the Liaocheng Technical School in July 1961. In 1968, he returned to Liaocheng in demobilization and served as deputy director of the Revolutionary Committee of Liaocheng Technical School. In 1971, he worked at the production headquarters of the Liaocheng Geophysical Committee. He served as member of the Standing Committee of the Communist Youth League. In March 1975, he served as deputy director of the Propaganda Department of the Liaocheng District Committee of the Communist Party of China. In July 1979, he went to the Tibet Autonomous Region. He served as deputy secretary of the CPC Gamba County Committee. In April 1981, he returned to Liaocheng. He served as deputy secretary of the CPC County Committee, deputy director of the Liaocheng Administrative Office, member of the party group, secretary of the Liaocheng District Forestry Bureau, party secretary, deputy commissioner of the Liaocheng Administrative Office, and member of the party group. In 1988, he went to Tibet again and served as deputy mayor and deputy secretary of the party group of the Lhasa Municipal People's Government. In November 1992, he was transferred to the secretary of the Ali Committee, the first secretary of the Ali Army Division Party Committee, and the Chairman of the Ali District Committee of the CPPCC. In September 1994, it was awarded the title of “National National Unity and Progressive Individual” by the State Council. On November 29, 1994, when he led the working group to visit the Tacheng area of ​​Xinjiang, he was unfortunately killed. In order to commemorate Kong Fansen and carry forward the spirit of selfless dedication of Kong Fansen, the CCP’s Liaocheng District Committee and Liaocheng District Administrative Office, the CPC Tibet Autonomous Regional Party Committee, the Shandong Provincial Party Committee and the Shandong Provincial People’s Government successively made the decision to study with Comrade Kong Fansen. The People’s Daily published an editorial entitled Learning from Comrade Kong Fansen. General Secretary of the CPC Central Committee, xxxx, Li Peng, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Premier of the State Council, Qiao Shi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, wrote an inscription for Kong Fansen and gave a very high evaluation to Comrade Kong Fansen. The Organization Department of the Central Committee of the Communist Party of China has awarded the title of "model party member" and "excellent leading cadre" by Kong Fansen.
After entering Tibet, Kong Fansen was appointed as the deputy director of the Propaganda Department of the Shigatse District Committee. The local party committee considered that he was young and capable, and after seeking his own opinions, he was sent to the higher-level Gamba County as the deputy secretary of the county party committee. During his three years at Gamba, he ran through the villages and pastoral areas of the county, visited the poor and asked for help, and harvested and played with the local people to do farm work and repair water. In 1981, Kong Fansen was transferred back to Shandong. He served as deputy secretary of the county party committee, deputy director of the office of the administrative department, regional forestry director, and deputy commissioner of the Liaocheng District Administrative Office.
Kong Fansen still overcomes difficulties when his mother is old, three children are still underage, and his wife is weak and sick. He once again led the team into Tibet and served as deputy mayor of Lhasa, where he was in charge of culture, education, health and civil affairs. In order to develop local education, he traveled to all public schools in more than 8 districts and counties in the city and more than half of the townships and villages. The enrollment rate of school-age children in Lhasa increased from 45% to 80%. The 56 nursing homes and nursing homes in the city, he visited 48, sent the widowed elderly to the warmth of the party and the government. Due to poor medical and health conditions in remote areas of Tibet, he often took a medical kit every time he went to the countryside, and bought hundreds of dollars of commonly used medicines for the urgently needed farmers and herdsmen. Although a medical kit can't solve all the problems, it is often the life-threatening of the patients who receive treatment.
In 1979, Kong Fansen first entered Tibet as the deputy secretary of the Gamba County Party Committee. After three years of work in Gamba, he ran all over the county's rural and pastoral areas and formed a profound friendship with the Tibetan people.
In 1988, Kong Fansen was the second time to adjust his work as the deputy mayor of Lhasa. He was in charge of culture, education, health and civil affairs. When Kong Fansen took office for only four months, he ran all the public schools and half of the eight counties in the city. The above-mentioned village-run small schools are working hard to develop the educational undertakings of ethnic minorities.
Kong Fansen also made the same investment in the health and civil affairs work in charge. In order to end the history of the three townships in Nimu County, who were susceptible to Kaschin-Beck disease, he climbed several times to collect water samples from the top of the mountain at an altitude of nearly 5,000 meters. Help the people solve the problem of drinking water.
At the end of 1992, Kong Fansen’s second collection of labor expired. The Tibet Autonomous Region Party Committee decided to appoint him as the secretary of Ali’s party committee. This appointment means that Kong Fansen will continue to work in Tibet and face another major choice in the path of life. Do not hesitate to obey the party's decision, the needs of the people. Located in the northwestern part of the Tibet Autonomous Region, Ali has an average elevation of 4,500 meters and is known as the “roof of the roof of the world”. The area of ​​Ali is equivalent to two Shandong provinces, and the population is only 60,000. The area is very sparsely populated. The temperature here is below zero for a long time, the lowest temperature is below 40 degrees, and the winds of 7 to 8 grades per year account for more than 140 days. The natural environment and hard living conditions have discouraged many people.
In 1993, Kong Fansen’s entry into Tibet was full, but he continued to stay in Tibet and served as secretary of the Ali delegation. In order to find out the actual situation, he conducted in-depth investigations and studies, seeking solutions and seeking ways to lead the people out of poverty and get rich. In less than two years, he ran through 98 of the 106 townships in the region. Ali is the most remote and average elevation in Tibet, and often does not see a figure when going out. When they are hungry, they eat the dried beef and mutton. When they are thirsty, they drink the snow that flows down the mountain. Although the journey was tough, Kong Fansen was full of optimism and said to the entourage: "Try it, this is the finest mineral water. There is no pollution on the plateau. When we develop it, let foreigners spend dollars to buy it! ”
Under the hard work of Kong Fansen, Ali's economy has developed rapidly. In 1994, the gross national product of the whole region exceeded 180 million yuan, an increase of 37.5% over the previous year; the national income exceeded 110 million yuan, an increase of 6.7% over the previous year. In order to formulate a plan to bring the economy of Ali to a new level, he is prepared to work hard in the most promising border trade and tourism. To this end, he led the relevant departments and personally went to Xinjiang Tacheng to conduct border trade inspections. On November 29, 1994, when he completed his mission and returned to Ali, he was unfortunately killed in a car accident. He was 50 years old. After his sacrifice, General Secretary xx wrote the inscription "To Comrade Kong Fansen" on April 29, 1995. Li Peng, then Premier of the State Council, also inscribed "Learning Comrade Kong Fansen's love for the people and the spirit of selfless dedication".
In 1992, an earthquake occurred in the counties of Heizhu and Gongka in Lhasa, and Kong Fansen, deputy mayor of Lhasa, rushed to the disaster area. There, he adopted three orphans, Tunis, Qu Yin and Gong Sang, aged 12, 7 and 5. Kong Fansen took them back to Lhasa, took care of their lives, taught them to read and literate, and at night, Kong Fansen huddled with the children to sleep on a big bed. Young children often wet the bed at night, and he does not bother to wash the sheets. As long as the holidays are available, he said that he would take them to the park, go shopping, and buy clothes for them. Although Kong Fansen is the deputy mayor, every time he goes to the countryside, he always has to bring his own money to the people who have difficulties in living. Often, just over half of the month, the salary will be spent, and sometimes even a meal is not enough. He often eats mustard and bibimbap, but he is not willing to let the child suffer the same crimes as him. What should I do? Kong Fansen donated blood for money to add nutrition to his children. Mayor Gesangton Zhu saw that Kong Fansen was too burdened and took away from Cheney. However, unfortunate things happened. On November 29, 1994, Kong Fansen was detained in a car accident on the way to the border town of Tacheng in Xinjiang. He was only 50 years old.
