三、切實加強領導班子建設，發揮班子整體效能一年來，省局領導班子以黨的十六大和十六屆四中全會精神為指導，堅持科學的發展觀，圍繞實施“維持xx健康生命”新理念，以創新和發展統攬全局，抓大事，抓重點，攻難關，促進全面發展，提高了科學決策、民主決策和依法決策的能力，發揮了班子整體效能。
注重加強理論學習培訓，提高各級領導幹部素質。省局黨組始終把理論學習培訓作為加強領導班子和領導幹部思想政治建設、提高幹部素質的首要任務，年初專門制定了《關於加強理論學習的意見》和《關於加強和改進宣傳思想工作的意見》，明確學習重點，落實學習制度。省局為局管領導班子主要負責人統一訂閱了《領導科學》雜誌，為處級以上幹部購買了全國幹部學習專業知識讀本，各級領導幹部均建立了讀書筆記。班子成員帶頭學習、自覺學習，理論學習中心組堅持每月1—2次集中學習交流，系統學習了“三個代表”重要思想、十六屆四中全會精神和“維持xx健康生命”新理念。同時，著力加大培訓力度，創新培訓方式，拓展培訓內容。全局選送12名廳、處級和82名科級幹部參加了各級黨校進修。專題舉辦了“貫徹十六屆四中全會精神，加強能力建設”培訓班;連續舉辦了“維持xx健康生命及模型xx”、“科學發展觀”等一系列講座，全局1000多人次聽取了授課。針對今年艱巨的工作任務和面臨的新形勢、新問題，還重點強化了基層單位一把手的學習培訓，用一周的時間，對全局29名縣局長、106名河務段長、閘管所長全部進行了學習培訓。
切實加強能力建設，發揮班子整體效能。今年以來，面對複雜的治黃局面和嚴峻的經濟形勢，省局班子謀劃全局，著力提高科學決策、民主決策和依法決策的能力，全面發揮了整體效能。一是堅決貫徹中央、水利部和xx的治水新思路、新理念，不折不扣地執行上級指示，創造性地開展工作。年初，省局提出了實踐“維持xx健康生命”，抓好十項重點工作，落實八項保障措施的工作思路和目標措施，建立了涵蓋各個工作層面的新理念體系，積極研究治黃重大問題，不斷開拓創新。通過一年的不懈努力，水管體制改革和河口研究體製取得了較大進展，尤其是在河口研究體制上，探索了資源、資金、技術、人員、管理上的新模式，地方政府出土地，勝利油田出資金，xx水科院與xx局優勢互補，為河口的研究治理確立了思路和途徑；科技、經濟、供水、財務等管理體製取得新突破；一些治黃重大課題取得了新成果。二是以科學的發展觀統領全局，一手抓治黃，一手抓經濟。在強力抓好標準化堤防建設、審計整改、防汛等重點工作的同時，加大力度，千方百計加快經濟發展。專門召開了經濟工作現場會和工程局長聯席會議，立足自身優勢，明確發展思路。創新經營開發模式和運行機制，提高土地資源開發的規模和效益，壯大施工企業發展，特別在淤背區開發和林權管理體制上創出了新的模式，實現了單位和職工“雙贏”，保證了職工基本工資發放，穩定了基層隊伍。三是深入開展調查研究，察實情，出實招。對治黃重大問題以及工程管理、經濟、供水等重要工作，省局都分別組織了專題調研。省局班子重視和關心基層，經常深入基層一線，調研了解實際情況。省局兩次專門組織了職工生活狀況調研，均由局領導班子成員帶隊，認真了解全局經濟和職工收入、生活等情況，對職工關心的熱點、難點問題，及時加以分析、引導，有針對性地提出解決措施。四是堅持實事求是，工作務實，狠抓落實。省局班子成員經常不打招呼，直接到一線現場查看，掌握第一手資料，發現問題及時整改。另外，對審計中存在的問題、對發現的違紀違規行為不掩飾、不迴避、不護短，實事求是地予以糾正。特別是對個別違法違紀的幹部，分析原因，提出警示，教育幹部引以為戒。對涉及土地賠償、保險統籌等職工一時不夠理解的敏感問題，落實部門責任，深入到職工中間去，面對面地進行交流，廣泛宣傳政策，解除職工疑慮，保證各項政策落實到位。五是班子成員嚴格要求自己，率先垂範。基本上不過節假日，長年放棄休息時間，早出晚歸，加班加點，做到以事業為重，以大局為重，重大工作*前指揮，盯上*上，敢於吃苦，敢於承擔責任，積極發揮影響帶動作用。
抓好作風建設，堅持貫徹民主集中制。局黨組制定了《關於加強領導班子思想政治建設的意見》，要求各級領導幹部牢固樹立大局意識、責任意識、創新意識和團結意識，做到求真務實、真抓實幹。省局對各單位、各部門工作任務完成情況實行了督辦通報和跟蹤督查，對重要工作及時進行督促協調。今年，局機關被省委、省政府表彰為“省直機關作風建設年活動先進單位”。
堅持貫徹民主集中制原則，切實加強制度建設，實行集體領導和分工負責相結合。認真執行黨組會議事和局長辦公會議制度，對涉及全局的重大問題或職工關心的熱點問題，班子成員都多次專門聽取匯報，及時交流溝通，反覆醞釀，集體研究決策。凡是研究決定的事項，班子成員都能認真主動地抓好落實。凡是省局出台的制度、辦法，班子成員都要集中討論，廣泛聽取意見。在重大問題上做到思想統一，齊心協力，密切配合。同時，把開好民主生活會作為交流溝通思想、增進班子成員團結信任、增強班子凝聚力和向心力的有效方式，省局領導班子切實重視民主生活會的質量，會前認真徵求意見，會上實事求是地總結回顧，開誠布公，認真開展批評與自我批評。同時，指導督促各單位加強民主生活會的制度化、規範化建設，著力提高民主生活會的質量。
嚴格執行《黨政領導幹部選拔任用工作條例》，選好乾部，配好班子。一是完善幹部選拔、管理和監督工作機制，召開了幹部監督工作聯席會議，發揮了人勞、監察、審計、黨委等有關部門在幹部管理和監督中的作用。二是進一步最佳化各級班子結構，嚴格程式。三是推進競爭，加大年輕幹部選拔力度。四是不斷創新年輕幹部交流鍛鍊方式，選派了部分年輕幹部到上級機關和下屬單位進行掛職鍛鍊。全局受省部級表彰的先進集體34個，先進個人104名。全局幹部職工上下一心，團結奮鬥，以創新的精神和務實的作風，確保了各項工作的健康發展。
回顧一年來的工作，我們之所以在大事多、難事多、任務艱巨、各種困難非常大的情況下，順利完成各項目標任務，並在許多方面有創新、有發展，一是得益於各級領導的關心和支持；二是得益於堅持科學的發展觀，用發展的辦法解決前進中的困難和問題；三是得益於積極探索，勇於創新；四是得益於廣大幹部職工的團結奮鬥，無私奉獻。
一年來，我局按照xx的總體部署，以科學發展觀為指導，求真務實，狠抓落實，確保了各項工作的順利進行。但是，一分為二地看，也存在不少問題。主要表現在思想還不夠解放，觀念轉變還比較慢，搶抓機遇、加快發展的意識還不夠強；創新的力度還不大，科技治河的手段和措施還不完善；經濟創收壓力大，面臨的經濟形勢比較嚴峻；管理工作中還存在薄弱環節，依法行政和黨風廉政建設需要進一步加強等等。這些問題我們必須在今後的工作中認真加以解決。
在新的一年裡，我們決心在xx和xx省委、省政府的正確領導下，以鄧小平理論和“三個代表”重要思想為指導，認真貫徹落實黨的十六屆四中全會精神，加強執政能力建設；牢固樹立科學發展觀，大力實踐“維持xx健康生命”新理念，突出抓好防洪保全全工作，繼續強力推進標準化堤防建設，搞好水資源管理調度，深化水管體制改革，堅定不移地走依法治河、科技治河之路；加快經濟發展步伐，深入開展精神文明創建活動，提高改善職工生活水平，營造良好和諧的工作生活環境，努力開創xx治黃事業新局面。
