2、教學管理信息的暢通和時效性我校先後投入二十多萬元人民幣建成二十五台計算機多媒體網路教室,,多媒體教室和各科室都能通過代理伺服器訪問INTERNET 網際網路,同時學校內部通過區域網路實現資源共享。我校派專人負責接收VBI信息並及時下載中央電大、省電大網上教學信息、資料,將下載內容儘快傳送給各輔導教師及學員手中。另為每星期讓學生定時瀏覽所下載的信息,把他們所需要的資料拷貝到自己的軟碟上以便隨時查閱,保證教學信息的暢通。

2000年秋季我校開始試點開辦開放教育,當年招生計算機科學與技術、英語、法律三個專升本專業。計畫招生75人,實際註冊錄取66人,目前這三個專業在校註冊39人,陸續淘汰25人,流失率37.8%。今年預計畢業31人,預計畢業率46.9%。2001年春季我校招收工商管理專業計畫招生40人,實際錄取註冊48人,超計畫20%,目前在校註冊21人,淘汰27人,流失率56.2%。2001年秋季招收高護專業計畫招生30人,實際錄取註冊34人,超計畫13.3%,目前在校註冊20人,淘汰14人,流失率41%。2002年春季招收工商管理專業, 計畫招生20人,實際註冊錄取12人,目前在校註冊8人,淘汰4人,流失率33.3%。這幾年考試及格率維持在80%左右。2002秋季、2003年春季未招生,2003年秋季預計招生機電和會計開放本科兩個專業。
開辦開放試點近三年來,在省電大的正確領導和指導下,在廠上級主管部門的關心和支持下,經過全校教職員工的的共同努力和辛勤工作取得了一些成績,現將主要做法匯報如下:
1、統一思想認識,確保開放試點辦學的工作地位現代遠程教育是隨著信息技術的發展而產生的一種新型教育形式,是構築知識經濟時代人們終身學習體系的主要手段,從這層意義上說是人才培養模式的改革。遠程教育是指學生和教師、學生和教育機構之間主要採用計算機網路以及多種媒體手段進行通信聯繫和系統教學的教育形式。
電大“人才培養模式改革和開放試點”教育為我們提供了難得的發展機遇。學校領導班子及時統一思想認識,確定了今後幾年學校要以開放教育試點辦學為重點的思路,爭取實現到2005年全面開放所有專升本專業,使在校生達200餘人的規模。試點工作地位的確定,為我校開放教育試點的開辦奠定了基礎。
2、儘快建立一支適應遠程開放教育的教師隊伍現代遠程開放教育對教師提出新的要求,因此對教師的培訓必須提到議事日程。我們的具體做法是:一是加強學習,轉變觀念。根據輔導教師、責任教師過去接受的是傳統教學方法,現在還是運用傳統教學方法的實際情況,組織輔導教師、責任教師看錄像、聽錄音、學習有關檔案以及遠程教育的文章,展開討論,轉變觀念,逐步形成了“以學生為中心”,“以學生自主學習為主”,“為學生服務”的思想,注重培養學生的素質和能力。二是鼓勵在職教師學習,以提高學歷層次和進修專業知識。現在學校有9人通過不同方式正在進修本科;我們根據開放專業的特點外聘一些學歷高,實踐經驗豐富的兼職教師。三是所有專兼職教師和學校管理人員針對開放教育特點進行計算機套用技術培訓,經過培訓學習都基本掌握了利用現代計算機多媒體學習的技術。
3.注重培養學生自學的意識和能力,以實現學生自主化學習

“老師講,學生聽”傳統的教學方式給了學生太深的烙印,這深刻說明培養學生自學的意識和能力是建立以學生為中心的教學模式的關鍵。我們的具體做法是:一是注重入學教育,調動學生自主學習的積極性。在新生開學典禮上,在指導教師的第一次指導活動和輔導教師的第一次教學活動中,反覆給學生講解“試點”的學習模式,學習支持服務系統,教學管理方式,使學生了解什麼是開放教育,明確開放教育與傳統教育、函授教育的不同特點,從而為學員入學後轉變觀念打下基礎。同時對學員進行專業及課程介紹,使學員對所開課程有清醒的認識,能夠自主地、科學地、合理地選擇課程。 The second is to help students master the technology of using a variety of media to enhance students' awareness and confidence in self-directed learning.當學生掌握和利用現代化多媒體學習技術,能夠得心應手熟練使用計算機、使用網路及各種媒體資源之後,自主學習將成為他們自覺行動。新生入學後,我校專門安排了對學生的計算機上網培訓,使大多數同學儘快掌握網上瀏覽、收發電子郵件、下載教學內容和信息。另外學員還可以通過其它網站索取一些學習信息和其它信息,增加了學員的學習興趣,效果較好。三是發揮指導教師的作用,指導學生自主學習。我們選派了學歷層次高,責任心強的教師擔任指導教師。要求指導教師必須熟悉教學計畫,了解各門課程之間的內在聯繫,了解學員的個體情況,溝通學員與任課教師的聯繫,有的放矢的指導學員自主學習。指導教師指導學生根據自己實際制定個人學習計畫;配合輔導教師不斷改進學習方法;要學生明確學習評價系統,以利於完成形成性考核和期末考試任務。四是變“教學”為“導學”,輔導學生主動學習。輔導教師使用多種教學媒體,提供學習資源,講重點,解難點,釋疑點,講評作業,指導學習方法。要求指導教師必須深入鑽研教材,編寫相關的輔導材料,與學員建立電話及其它聯繫方式,指導作業及小組學習等。五是組織好學習小組,相互探討,促進自主學習。通過學習交流,探討問題,溝通信息,取得了很好的互學助學和共同提高的效果。
4、落實實踐教學、重視形成性考核開放式教育試點把安排適量的平時作業作為重要的學習內容,並將作業按一定比例計入期末總成績,應該說是一項非常有效的監督教學,控制管理的舉措。為此我校對開放式各專業專門制定了“平時作業及平時成績的管理辦法”,嚴格按各門課程的教學要求和教學進度布置,並由責任教師認真批改,給出成績,做好記載。由於形成性考核成績以作業為主,因此學員都比較重視。但目前也存在一些問題,有些科目作業量太大,學員難以承受;有些作業下發不及時學員只能趕抄作業,失去了平時作業的意義。期中考試是檢查學生學習進度和檢驗平時學習效果另一個重要措施我校能堅持定期進行,並作為平時成績的考核的重要組成部分。為了提高學員的綜合素質,除了抓好平時考核以外,還要根據課程自身的特點,落實實踐教學。例如計算機專業的部分課程的教學可搬到機房,採用邊講邊練,精講多練的方法。法律專業的課程實用性較強,教師收集一些案例,供學生在輔導課上或者小組學習中討論,鍛鍊學生解決實際問題的能力,培養了學生主動學習和參與意識。
5、重視教學支持服務系統建設,
學校領導針對教學資金缺乏,教學設施落後,教師隊伍知識老化等困難,提出必須儘快改進現有設備先後投入資金對閉路電視兩條線路進行了改造,安裝衛星接收系統、及時訂購了開放教育教學錄象帶、錄音帶、給圖書館配置電腦,圖書管理人員將學校開放教育教學資料輸入電腦,並與校園區域網路相連。學校還專門編輯了《評估知識問答》小冊子對全校教職工進行了培訓,並要求各責任教師、輔導教師能獨立運用各種教學輔助手段,儘快學會製作CAI課件,豐富自己的知識,為學生解惑答疑,提供良好的支持服務。二是通過座談會,發放教師、學生、管理人員調查表徵求學生及教師的意見。經過整理後及時處理。教師對學生的意見及時反饋給學生,督促改進;學生對教學管理及輔導教師的意見,也能及時反饋給有關方面。這樣做暢通了教學相互溝通渠道,保證了教學的順利進行。
6、嚴把考試關口我們知道開放式教育的期末考試採取的是同一試題、統一考試時間、統一評分標準的方式,考試是檢驗學生學習效果的重要途徑,放鬆考場紀律就等於放棄了教學質量,絕不能用放鬆考場紀律來穩定短期的生源,這必將導致最終喪失辦學的競爭力。所以,每次考試前都先要對全校教職工進行學習省電大有關考試紀律要求的檔案,進行培訓;各班利用班會進行考前教育,促進良好學風、教風、考風的形成。
