According to the E-consultation [2005] No. 17 file notice, the County Education Bureau and the Finance Bureau conducted a serious self-examination of the county's “two exemptions and one subsidy” work in accordance with the archives requirements. The self-inspection report is now as follows:
I. Basic Situation Jixian County is located at the junction of Hubei, Henan and Shaanxi provinces. It is a key county for poverty alleviation and development in China. It is old, young, side, poor and well-stocked. There are 20 townships and towns in the county, nearly 600,000. The per capita net income of farmers in the previous year was 1,924 yuan. The county has a total of 91,423 Chinese students in the compulsory education stage, with 45,883 small Chinese, 45,485 nationals, and 55 special schools. Through surveys, there are 35,000 poor students in Ganxian County, accounting for 38% of the total number of students in compulsory education.
In the spring of 2005, our county enjoyed 19,314 people in the national “two exemptions and one subsidy”. Its Chinese small 11,805 people, 7400 in the middle school, 109 special education, accounting for 21.1% of the total number of students in the county compulsory education stage. The implementation of the "two exemptions" funds of 2.29 million yuan, of which the state free of textbooks 640,000 yuan, the province free of miscellaneous fees 1.65 million.
In the fall of 2005, the province issued a total of 19,514 people in the “two exemptions and one subsidy” subsidy. The number of Chinese small 10,531 people, 8,874 in the middle school, 109 special education, an increase of 200 people over the spring. We strictly follow the "Interim Measures for the Work of Two Students and Two Supplements for Poor Families in Rural Compulsory Education in Hubei Province" and the "Detailed Rules for the Implementation of "Two Exemptions and One Supplement" for Poor Families in Rural Compulsory Education in Pixian County). The funding quotas are all implemented to students from poor families.
Regarding the subsidy for boarding students, the county finance has arranged 100,000 yuan this year, and subsidizes 100 yuan per student per year. A total of 1,000 boarding students are subsidized, and the subsidy is required to be put in place by September 20. The recipients and standards are strictly operated in accordance with the document No. 109 [2005].
Second, the work is carried out to strengthen leadership and improve the organization. Since the implementation of the "two exemptions and one subsidy" work in our county, the county party committee and the county government have attached great importance to it. The deputy head of the school, Liu Xueqin, was appointed as the leader of the poverty-stricken funded management work, and the county magistrate Liu Changyi presided over the government standing. At the meeting, listen to and study the funding of poor students, and go deep into the implementation of township inspection and guidance work. Beginning this spring, deputy magistrate Liu Xueqin led the heads of the education and finance departments to inspect the implementation of the "two exemptions and one subsidy" work in some townships and towns throughout the county. The County Education Bureau also formally established a poverty-stricken funded management center in March this year, and two people were appointed. In June of this year, our county also uniformly printed 30,000 copies of the “two exemptions and one subsidy” policy, distributed to the poor students of the county and the parents of poor students and the general public, creating an active participation and joint management of the whole society. Serious policy, standard operation. The "two exemptions and one supplement" work is a hot spot of concern to the society and the general public. The county finance bureau, education bureau and compulsory education stage schools of all levels have earnestly implemented serious policies and standardized operations.
The first is to strictly apply for personal application. We require all townships and schools to declare poor students to submit written applications from students and parents, and village committees, financial offices and grassroots schools to sign opinions on the student application form.
The second is to strictly control the funding conditions. In June of this year, the County Education Bureau and the Finance Bureau formulated and issued the "Provisional Measures for Poor Families in Rural Compulsory Education Stages in the County of Compulsory Education in Hubei Province". Complement the "Working Regulations." The "Rules" clearly stipulates the scope, targets, basic conditions and definition standards of poor students, and guarantees the priority of orphans, disability priority, children of single-parent poor families, and the priority of children with family poverty caused by emergencies. The third is to strictly publicize the announcement. The fourth is to strictly control the funds. The county finance bureau has set up a special fund for poor students. The operation procedure is: after the provincial miscellaneous fees are in place, the county finance bureau will allocate funds to the township finance offices within 10 working days, and then the financial center and the center. The school jointly organized on-site refunds, and signed the signatures of parents, students, teachers, and principals to ensure that the county's fee-free funds were cleared and the funds were not found, and no funds were deducted, misappropriated, or crowded.
The fifth is to strictly enter information. In order to record all the information of impoverished students into the information management system for poor students in the province, the County Education Bureau and the Finance Bureau held a training meeting in a timely manner, issued information input files and operation methods, and compiled a “Handbook for the Entry of Poor Students in Jixian County”. The sixth is to strictly check the signature. We require all townships and schools to report to the poor students to implement the "five signatures", that is, the signature of the class teacher, the signature of the principal of the primary school, the signature of the staff of the township and county straight schools, the signature of the principal of the central school, and the signature of the person in charge of the financial office. Do a layer of review, check all levels.
Implement responsibility and strengthen supervision. The county clearly stipulates that the township finance director and the central school principal are the first responsible persons for the implementation of the "two exemptions and one subsidy" work in the township; the accounting office, the central school accounting and the general education cadres are implementing the "two exemptions and one supplement" work. The specific responsible person; the principal of each school is the first responsible person for the school to help the poor students. At the same time, it is stipulated that the township finance center and the central school should send special personnel to participate in the evaluation process of the school evaluation teams, review the application of the students and their parents and the school account, and supervise the fairness and rationality of the evaluation process of each school. III. Existing Problems and Work to Be Improved Our county is a key county for poverty alleviation and development in the country. There are many poor people and there are more poor students who need assistance. Due to the limited number of places in the country's "two exemptions and one subsidy", a small number of people have seen a good fight and have had a certain impact on the normal development of financial assistance.
Most of the peasant families in our county are relatively poor, and the economic income gap is not large. The criteria for defining poor students are difficult to determine, causing misunderstandings among a few people.
The financial resources of our county are limited, and the number and standards of subsidized boarding students' living expenses are different from those of other counties and cities.
The implementation of the national "two exemptions and one subsidy" work time is short, the management measures of townships and towns are not enough, and the funding files need to be further improved.
The participation of townships and villages in townships and villages has not been enough, and the joint efforts of party and government, departmental support, and joint management have yet to be further strengthened.
Fourth, several suggestions Because the economic development of our county is lagging behind, coupled with the construction of the South-to-North Water Transfer Project and the Yinwu Expressway, the county's cultivated land will be reduced, the number of poor farmers will increase, and the number of poor students will increase. It is recommended that the Provincial Department of Education and the Department of Finance decompose poverty. The amount of funding and funding will be tilted.
Poverty students are earmarked for special funds, but in the implementation process, they need to invest a lot of manpower, material resources and financial resources. Due to the implementation of the “one fee system” and limited office expenses, it is recommended that the provincial finance department and the education department arrange certain funds for local funding. Office expenses to promote the normal implementation of funding.
At present, the number of subsidies for poverty-stricken students in the province is slightly larger, and it is recommended that they be tilted to the middle of the country when they issue subsidies.
