According to the requirements of the County Finance Bureau, the Audit Bureau and the Supervision Bureau on the “Notice on Doing a Good Job in Government Procurement Supervision and Inspection”, the County Administrative Service Center Management Committee has organized a serious self-examination of the government procurement implementation since 2004. The report on self-inspection is as follows:
First, the basic situation:
The County Administrative Service Center Management Committee Office was established at the end of 2003. After intense preparations, the County Administrative Service Center, the County Comprehensive Bidding Center, and the County Development Environmental Complaint Center officially entered the administrative service building in September 2004. The source of funding is financial allocation. No vehicles have been purchased yet.
Second, the situation in 2004:
In 2004, the “center” was in the preparation stage. At the beginning of the year, in accordance with the "central" construction design plan, according to the requirements of the "Government Procurement Law" and the "Measures for the Implementation of the County Government Procurement Management", the procurement budget for the goods, engineering and services to be purchased was 3.28 million yuan. During the construction of the “Center”, all the required goods, works and services were purchased through government procurement. The tender was conducted 20 times with an amount of 2,784,870 yuan. During the bidding process, the bidding procedure shall be strictly followed, the winning bidder shall be selected according to law, the government procurement contract shall be signed in accordance with the requirements of the bidding archives, and the acceptance shall be carried out according to the regulations. The office supplies are all purchased at the government procurement designated units, and the procurement funds are directly paid by the finance. In all procurement activities, there is no unauthorized change of contract phenomenon.


Third, the situation in 2005:
In 2005, the “Center” was officially launched. Compared with 2004, the amount of goods to be purchased has been greatly reduced. At the beginning of the year, according to the requirements and annual arrangements, a procurement budget of 50,000 yuan was prepared, mainly for the procurement of office supplies. In the procurement process, fixed-point procurement was carried out in accordance with the regulations, and the procurement funds were directly paid by finance.
From 2004 to 2005, the “Center” paid attention to saving money and carefully treated every procurement activity, achieving the goal of doing more and better things with as little capital as possible. The archives of each procurement activity are organized and archived in accordance with the requirements of file management. However, due to the fact that the “central” construction funds are not fully in place, there is a phenomenon of not performing the contract on time.
