Continue to do a good job in the unified prevention and control of red fire ants in the district, to ensure that there is no epidemic situation in the jurisdiction, and the prevention and control rate of red fire ants in forest land is over 90%. Strictly approve the approval of forest land acquisition, strictly manage the basic ecological control line, and increase law enforcement. Implement various measures for forest fire prevention, and control the mountain fires in the “double control” task indicators of the province and the municipal government. Protect the abundant wildlife resources in our district and create a beautiful ecological park with evergreen seasons and birds and flowers.
4. Strengthen ties with the units of the East China Overseas City Scenic Area, increase the cultivation and protection of valuable tree species, and further enhance the greening grade.
Increase efforts to ensure safety against the three.
1. Strengthen the safety management of the reservoir. Reservoir safety involves the safety of people's lives and property in the jurisdiction, and the economic development and social stability of the jurisdiction. In 2009, the bureau will continue to intensify its efforts and pay close attention to the safety management of the reservoir. First, further strengthen the centralized management of the reservoir. On the basis of recovering the management rights of the six reservoirs in 2009, we will strive to recover the management rights of Zhengkeng Reservoir in the first half of 2009. After the district government completes the land acquisition of Enshang Village, we will strive to recover the management rights of Enshang Reservoir. . The second is to cooperate with the Municipal Water Affairs Bureau to complete the reinforcement of small reservoirs in the area and improve the construction of reservoir dam observation facilities. The third is to actively seek funds, plan and design the reservoir fence network project, and strive to achieve closed management of the reservoir. The fourth is to improve the reservoir information platform, improve the level of application, and increase the rain data, dam observation data and reservoir water source measurement information based on the existing water level data.
2. Improve flood control and drainage facilities.一是加強鹽田河管理，確保行洪安全，完善河兩岸景觀設施，實施燈光工程、分段蓄水工程，加強兩岸綠化管護。二是依據現有防洪設施的建設情況，新規劃、實施沙頭角、鹽田片區的山水引流排洪體系，將山水引入排洪溝渠。三是做好汛前易澇點排查、整治，完成西山嚇村、沙頭村的排洪系統整治，解決內澇問題。四是做好防洪排澇設施管理。做好轄區水毀工程的修復工作，特別要配合工務局做好大梅沙萬科後山截洪溝的修復；做好轄區各排洪溝渠、箱涵的清淤工作，加強日常巡查、檢查，及時消除影響行洪安全的隱患，保證安全度汛。
3.提高三防應急處置能力。完善區、街道、水庫管理單位各級防洪防風和抗旱應急預案；加大防禦颱風暴雨的宣傳和培訓力度，強化三防隊伍建設和應急演練；做好三防物資儲備；狠抓各級三防責任制落實，確保全全度汛。
繼續抓好排水、節水管理工作，鞏固清源行動成果。
1.全面完成排水達標小區創建。市政府下達我區三年排水達標小區創建任務216個，07、08兩年累計已完成131 個達標創建任務。09年將以街道為主體組織排水達標小區普查整改驗收工作，我局將繼續做好總協調總服務，堅持“八個不”的原則，加強宣傳培訓，組織普查、整改、驗收，做好檢查、督促，完成市政府下達的剩餘85個排水達標小區創建，力爭實現排水達標全覆蓋。在完成全覆蓋的基礎上，申報水環境治理達標示範區。
2.開展中水回用的研究探索；實施雨洪利用2個示範點建設，實現用山水作為城區景觀綠化用水和鹽田河補水。
3.加強節約用水工作。大力實施計畫用水、定額用水管理。做好年度用水計畫的下達，對用水總量三萬立方米以上不足五萬立方米的重點單位用戶的用水計畫的調整進行核定，對年度計畫用水總量不足三萬立方米的一般單位用戶用水計畫調整的備案。加大節約用水宣傳力度，提高居民節約用水意識。做好三個創建抓好水土流失監測，加強水土保持監督執法。
1.進一步做好水土保持日常監測。對轄區各在建項目進行水土保持監測，確保監測覆蓋率達到100％。重點做好裕泰地產項目、鑫群實業百富鑫倉庫項目、東部華僑城項目等大型建設項目的水保監測和跟蹤督促。加大對09年新建項目的水保方案報批、水保措施落實、水保設施驗收的監管工作。
2.繼續做好水土保持執法工作。由於執法人員不足、執法力度不夠等原因，重大建設項目的執法工作提請市水政監察支隊前來執法。繼續採用條塊結合的方式，以局內聯合執法的形式開展一般違法項目的水保執法工作。
3.加大水土保持法律法規宣傳力度。一方面通過加強宣傳，從正面增強各施工單位和轄區民眾學習、遵守水土保持法律法規的意識，引導他們自覺做好水土保持工作。另一方面通過對典型案件的新聞曝光，加強社會監督，從反面促進其自覺遵守法律法規的行為。
加強農產品質量和動物防疫監管，保障公共衛生安全。
1.繼續抓好三大農產品質量指標的落實。確保蔬菜農藥殘留抽檢合格率、肉品“瘦肉精”抽檢合格率、水產品違禁藥物抽檢合格率均符合市、區政府下達的指標要求。一是加強農產品日常監管。重點對轄區38家市場超市和鹽海肉聯廠的蔬菜、水果、水產品及肉品質量進行監督抽查和跟蹤改進。二是加強實驗室建設。擴大實驗室檢測項目、檢測範圍，提高檢驗檢測能力。三是完善監測網路建設，強化企業是農產品安全第一責任人的地位，加強企業檢測員隊伍建設和自檢工作，加強農檢站對市場、超市抽檢頻度，加大執法力度。
2.探索農產品安全監管新路子。一是引導和鼓勵企業從質量穩定的生產基地或批發商採購農產品，促使農產品採購基地化、定點化，切實提高農產品質量水平。二是結合對口扶貧工作，探索與對口扶貧地區建立生豬、蔬菜供應渠道，強化農產品質量安全源頭管理。
3.防範重大動物疫病發生。一是加強日常消毒滅源與監督檢查，嚴格落實動物防疫責任制，切實做好重大動物疫病防控，提升公共衛生安全水平。二是做好家庭寵物和旅遊景區觀賞性動物的免疫和疫病監測，及時對公共衛生安全進行預警和評估，防範人畜共患病。三是強化重大動物疫情應急管理培訓。加強應急物資的科學管理以及應急隊伍的培訓，提高應急處置能力。
4.健全亞運、大運會前農產品安全及動物防疫安全保障體系。為確保亞運會、大運會期間的農產品安全和動物防疫安全，全面部署準備，重點加強監管，完善各類登記備案制度，日常檢查、抽檢制度，安全追溯制度，動物防疫免疫、監測、評估制度，開展應急實戰演練等。
加大力度，力爭在難點工作上實現新突破。
1.力爭在執法機構和執法隊伍方面有新突破實施水務一體化管理後，全區的水務執法以及農產品、林業、海洋漁業執法都歸口我局負責，但一直以來沒有執法機構、沒有執法人員，只依靠我局僅有的幾名工作人員兼職進行。為徹底解決執法力量薄弱、執法不到位的問題，切實規範和加強執法，2019年將加大工作力度，力爭實現在我局加掛區農林水務綜合執法監察大隊牌子，並爭取從城管綜合執法部門劃撥2－3名編制到我局專門從事執法工作，形成有專門機構、有專人負責、有規範管理的良好執法局面。
2.力爭在農林水務綜合信息系統建設方面有新突破。
建設農林水務綜合信息系統，實現全區林業、供水、排水、防洪設施、水庫地理信息的集中統一和信息化管理，為數字林業、數字水務奠定基礎，是有效降低行政成本、節約資源、提高工作效率的良好途徑。該項目的前期設計我局已向區發改部門申報區政府09年政府投資計畫，完成前期調查設計後，將向市局申請建設經費，力爭在09年年底前初步建成。
3.力爭在項目清理、資金清理、“三不管”清理三個方面全面完成。
針對以前年度遺留的水務工程項目資金互相挪用、占用問題，以及部分水務工程項目尚未辦理竣工結算或財務決算問題，在09年清理工作的基礎上，進一步加大工作力度，力爭09年年底前全面理順上述遺留問題。針對09年普查出的轄區“三不管” 地帶排水管網問題，在09年已進行現狀移交的基礎上，加強與水務集團的協調，督促其儘早完成整改，力爭09年年底前整改完畢並正式移交給水務集團管網分公司鹽田管理所
