Further strengthen the leadership in the initial stage of rural informatization, only the government can assume the role of organization, leadership and promotion of rural informatization. The construction of rural science and technology information network system is a complex system engineering. It involves more than ten government departments and industries. It is very important to strengthen communication and coordination between government departments at all levels. The provincial government should introduce corresponding policies and measures in this regard, and establish an efficient and authoritative agricultural information management and coordination system with cross-department, cross-industry and cross-regional science and technology as the main body.

Its contents should include agricultural natural resources, agricultural policies and regulations, resource information, scientific and technological information, agricultural product market information, and human resources information. In the construction of information resources, the provinces and cities must have a rational division of labor and resource sharing. It is necessary to organize the establishment of a large-scale agricultural science and technology information resource guarantee system. The province is responsible for establishing a large-scale agricultural science and technology information resource library in the province, and each city has established agricultural science and technology information resources with local characteristics and resource location advantages. In the construction of information resources, uniform technical standards should be formulated, and information resources between provinces and cities should be shared.
