2. Some rural people have returned to poverty due to disasters. Poor villages have poor natural conditions, are prone to drought, have weak agricultural infrastructure, and have low ability to withstand natural disasters. Every year, there is a phenomenon of poverty caused by disasters and returning to poverty due to illness.

3. The village collective economy is poor and the project funding gap is large. The key villages in our county basically have no collective economy. At present, these villages have more work in the implementation plan, and the more they owe money.
