According to the provincial government's “10-year greening and beautification of Jilin land” planning, Qianguo County has pioneered the construction of greening and beautification projects in the water conservancy department, which has become a new work for me in the past 20 years. The main tasks faced by the Director of Water Resources. After in-depth practical investigation and demonstration, our leadership team has clearly understood and formed a consensus: First, it is clear that the “10-year greening and beautification of Jilin land” proposed by the provincial government is a major measure to strengthen the construction of dikes and ensure long-term stability. The second is to clearly recognize that the greening and beautification of dikes is an important part of the construction of the entire river embankment. The green vegetation can not only effectively resist the raindrop splashing, rainfall runoff erosion, wind and wave elimination, slow down the river water, and protect the slope, solid foundation, and defense. The role of waves and other aspects can effectively improve the ecological landscape of the dike project area, realize the use of trees to raise dikes, protect the dikes with trees, and promote the economic, social and ecological benefits of the dike project to provide a comprehensive realization of the well-off society. The necessary support and guarantee.

With the clear understanding and the formation of consensus, we decided to take the construction of the dike greening and beautification project as a major event, and formulate it into a special plan for reporting to the superior water conservancy department and the county party committee and county government, so that it can be included in the county. In the overall planning of water conservancy projects, it has become a constant and unremitting work. In order to strengthen leadership, after the leadership team research, it was decided to define this project as the “top-ranking project”, and the leading group for the construction of the Songnen Liangjiang dike greening and beautification project with the director as the leader was established, and the organization responsible for the project construction was fully responsible. Lead and coordinate the implementation of the work. As a result of strengthening the leadership, the entire greening and beautification project construction, whether it is planning and design, fund raising, or implementation, the top leaders and the leadership team are all in place, and relying on the former command, take the lead in operation, thus accelerating the construction of the Songnen two river embankment greening and beautification project pace. We concentrated on the good opportunities of the two springs of XX and XX, and planted trees, planted flowers and planted grasses on the Songnen two river embankments in our county. It has invested 2 million yuan, greening embankment 14.18 kilometers, total area of 1275 acres, planting more than 300,000 trees, including poplar, willow, apricot, clove, jenna, spruce, sea buckthorn, saponin, hedgehog, thorn Waiting for 13 varieties, it also planted 30,000 square meters of lawn. 10 mu of new poplar varieties were tested and 16 species of trees were introduced. Second, scientific implementation, good barriers to ensure the quality of dike greening and beautification project construction

We have achieved phased results in the construction of dike greening and beautification projects. We reviewed and summarized the work we have completed, mainly in scientific implementation, and we have ensured each gateway to ensure quality. This is the key to building a dike greening and beautification project. Dike greening is different from street greening and land afforestation. The land is basically full of vegetation destruction. The gravel cement blocks are everywhere, the battle line is long, and the prominent features are reflected as the five most, namely: the hardest soil; the least moisture; the largest sand; the lowest water content; The construction conditions are the worst. After expert investigation and demonstration, especially in the preliminary design of the second Songhua River main stream dyke greening test section of Qianguo County approved by the Provincial Water Resources Department, the current situation, overall project layout, engineering measures, plant measures, construction management and maintenance, The project budget has been scientifically detailed, which provides a basis for our scientific implementation. To this end, in the implementation, we strictly follow the principle of design and construction, adhere to the principle of appropriate land, decided to plant poplar trees in the embankment sand dune, plant willow trees on the water side and the squatting ground, plant pine trees, cloves, Jurchen and Flower trees, planting apricot trees on the dam slope.

In order to ensure the quality of the greening and beautification project construction, and to prevent the recurrence of the phenomenon of "only inactive, labor and wealth", we strictly put "five customs": the first is to design a good design. In order to ensure the actual needs of the construction of dikes for the construction of dike greening and beautification projects, our engineering design is undertaken by qualified design units. The second is to close the land. Due to poor land conditions in the dikes, land preparation has become a key process before planting. For land preparation, we mainly use the combination of artificial and mechanical methods to level the ground in the autumn of the previous year, so as to eliminate weeds and maintain the moisture and nutrients in the soil. Before planting trees, we will do a good job in digging the pits and carry out digging pits strictly according to the design requirements. The third is to close the seedlings. Before the seedlings are planted, we will send special personnel to select the seedlings according to the specifications required by the design, and the specifications will not be removed. At the same time, there are plans to allocate and transport saplings. The fourth is to put a good "fake plant" off. Following the "fake planting" is related to the law of the survival rate of afforestation, we make detailed arrangements in the "fake planting" process. After the saplings were shipped to the construction site, several wet and close to the construction site were selected, and the “fake planting” was carried out in strict accordance with the afforestation regulations to prevent air drying and water loss to ensure the survival rate. The fifth is to shut down the water supply. Because our county is located in arid and sandy areas, and planting trees on the dikes, coupled with the decline of river water in recent years, the soil has no sufficient water, and the survival rate of afforestation has become a key issue that must be solved. To this end, we took a look at the wells every 400 meters on both sides of the embankment, a total of 53 wells. Before planting, each tree pit is first watered with water, and then the trees are fully infiltrated before planting trees. The first watering is thoroughly poured, and the water is poured again every other week, and then water is poured again for about half a month. After each watering, the floating soil is covered to protect the water.

While doing our best and strictly guaranteeing the quality of the “five customs”, in order to ensure the progress of the greening and beautification project construction and seize the favorable opportunity to complete the task, we have adopted a combination of professional team and voluntary tree planting to organize three teams. Implement greening and beautification project construction. These three teams are: a professional tree planting team. This team is mainly responsible for afforestation of tree species that are difficult and technically strong, such as pine trees, fruit trees, lawns, and grass flowers. One is a volunteer tree planting team. This team is mainly responsible for some popular tree species for afforestation, and the tree species are willow varieties. These tree species are relatively easy to survive. The personnel of the volunteer tree planting team mainly come from Chinese small students and government cadres; one is the tree planting team of the water conservancy system. This team is mainly responsible for the sporadic and technical work in planting trees. Before the afforestation, the water conservancy bureau first trained the water conservancy system staff by forestry experts, then how to plant trees, watering, fertilizing, weeding and pest control. Key aspects such as trimming and drying are fully implemented. In short, due to scientific implementation, strict control, every step of the greening and beautification of dikes, the survival rate of afforestation reached more than 90%, and the survival rate of some varieties reached 95%.

Third, strict management, responsibility to people, to maintain the results of the construction of dike greening and beautification project

A green dragon has been extended on the Songnen Embankment, a green milestone that we are proud of. However, how to strengthen the hard-won conservation and management is indeed a difficult task. As the saying goes: "It is hard to make trees, and it is more difficult to manage trees." As a veteran who has worked as a forestry front for many years, I can say that I have deep feelings and experience. In order to maintain the achievements of the project construction, our leadership team's determination is: "Water can flow eastward, the state's funds can not flow eastward, the people's blood and sweat can not flow east!" To this end, we mainly took four measures, powerfully The results of the construction of greening and beautification projects were maintained, and the test of “making difficulties in tree making and making trees more difficult” was accepted.

First, the implementation of three-system management. That is, the project legal person responsibility system, bidding and tendering system, and construction supervision system. In the past two years, we have determined the construction team by means of open tendering for all the greening main projects, and determined the afforestation survival, quality standards and guarantee period in the form of contract, which played a major role in safeguarding afforestation.

Second, formulate a responsibility system for the management and protection of urban dikes. The county river embankment management station, in accordance with the "Water Law of the People's Republic of China", "Forest Law of the People's Republic of China", "Regulations on River Regulations in Jilin Province", "Regulations on River Regulations in Qianguo County" and corresponding laws and regulations, combined with urban areas According to the actual situation of dike management, the “Responsibility System for the Management and Protection of the Dikes of Qianguo County” was formulated. The responsibility system is divided into nine articles. The responsibility, rights and interests are clear, and the rewards and punishments are clear. This will incorporate the management and protection of the greening of the dike into the scope of the responsibility system and the institutionalized track to ensure that the construction of the project is maintained by the system.

Third, strengthen the construction of the dike greening management team. The original management personnel of the river dike management station in our county is 15 people. In order to strengthen the dike greening management and protection work, 5 people were drawn out, the urban dike station was set up, special management work was carried out, and the management and protection contract was signed with each management and maintenance personnel. . While strengthening the team building, it also invested 60,000 yuan to build a 100-square-meter management room for the management and maintenance personnel, equipped with transportation, which not only stabilized the team, but also solved the worries for the management and protection personnel, so that they can work in peace of mind. .

Fourth, implement management and contracting. In order to achieve the purpose of raising trees by trees and protecting the banks with trees, we contracted some of the inter-forest vacant land to local farmers. During the saplings, we planted short crops, and the contractor was responsible for shovel, hoeing and part of the management work. For the management and protection of the contractor, we send special personnel to conduct regular or irregular inspections. If the management is found to be in place or damaged by humans and animals, the contract will be honored or terminated according to the contract, ensuring the results of the project construction. For plots without intercropping conditions, we will implement four implementations to the relevant units of the subordinates. Namely: fixed plots, fixed tending standards, fixed fees, fixed rewards and punishments. By adopting the above measures, the results of the greening and beautification project construction have been effectively maintained.
