Water is the element of human survival and the energy necessary for social development. Water, food and energy are equally important three strategic resources and have an extremely important position in economic, social development and national security. As early as 1977, the United Nations Water Conference issued a warning to the world: "Water, will soon become a serious social crisis, the next crisis after the oil crisis is water."

China's total freshwater resources ranks sixth in the world, but its per capita possession is only one-fourth of the world's average. It ranks 109th in the world and is recognized by the United Nations as one of the 13 poorest countries in the world. With the rapid development of social economy, the contradiction between supply and demand of water resources will become increasingly prominent. Therefore, vigorously strengthening water conservation work is of great significance for the coordinated and sustainable development of society and economy.

Last year, most of China's regions continued to suffer from drought, and the drought continued to spread. The 15 provinces and cities suffered severe drought. The drought-affected area of ​​the country's crops reached 161 million mu. Many places even had difficulties in drinking water for humans and animals. Drought. The drought-affected area in our province is 35 million mu, and 400,000 people have difficulties in seasonal drinking water. The production of summer grain is facing severe challenges, and people's lives are affected to some extent. The disaster is very serious. According to the statistics of the National Flood Control and Drought Relief Headquarters Office, as of March 2 this year, the country's cultivated land was affected by a drought area of ​​65.67 million mu, and 15.1 million and 9.23 million large livestock were suffering from dry drinking. It has invested 750 million yuan in drought-resistant funds and 89.98 million labors, and temporarily solved the drinking water difficulties of 7.44 million and 3.57 million large livestock. According to the Office of Flood Control and Drought Relief Headquarters of Hebei Province, at present, there are 480,000 people suffering from drinking water in Hebei Province due to drought. On February 28, rain and snow weather occurred in Baoding, Langfang and south of Hebei Province, most of the counties and cities. The precipitation is between 5-10 mm, which is conducive to soil conservation and winter wheat regreening. However, the drought in the north of Zhangjiakou and the three cities of Chengde, Qinhuangdao and Tangshan did not drop, and the drought will continue to develop as the temperature rises.

At present, the Ministry of Construction and the Ministry of Education have called on us to actively carry out and promote the construction of a conservation-oriented campus. As the main force of urban water and water conservation, colleges and universities undertake multiple missions such as education, publicity, and promotion of water-saving science and technology. Here we propose the following initiatives:

First, fully realize the importance of strengthening energy conservation and water saving work in promoting the construction of a conservation-oriented campus.

Water saving work is an important part of building a conservation-oriented campus. As college students, we must fully develop the sense of ownership, start from me, start from the small things around us, and save water.

Second, actively explore effective means and strive to improve the water-saving capacity and level of the campus.

It is possible to detect and eliminate the phenomenon of running, running, dripping and leaking in time. Use water in moderation at the right time.

Third, strengthen water-saving propaganda, influence and drive more teachers and students of the school to invest in water-saving activities.

Carry out water-saving education and publicity activities, and organize good water-using habits by holding water-saving lectures, posting water-saving posters and slogans, and playing water-saving feature films to form a good situation of common concern, joint supervision, joint protection, and common water conservation.

Water conservation is an eternal topic. It is our unshirkable responsibility to actively promote the construction of a conservation-oriented campus in colleges and universities and strive to do a good job in water conservation.
