In order to effectively improve the effectiveness of employee safety publicity and education, further standardize and quantify employee safety publicity and education, and gradually realize the organic unification of the forms and contents of safety publicity and education, and through the study of mines, the “Measures for Implementation of Safety Publicity and Education Assessment for Certain Mine Workers” is formulated as follows:

I. Leadership and job responsibilities

The mine established a safety publicity and education leading group, a certain team leader, and an office under the leading group. The office personnel are composed of certain personnel, certain XX, certain XX, and other relevant personnel.

The leading group held a special meeting on safety publicity and education within 5 days before and after the end of each quarter to summarize the safety publicity and education of the quarter, study and resolve major issues of safety publicity and education in the next quarter, and deploy quarterly work priorities.

Before the 10th of each month, the office organized the relevant personnel of the Ministry of Safety Supervision, the Ministry of Industry and Engineering, the Enterprise Management Department, the Ministry of Finance and other departments to inspect, score, rank, evaluate and report on the safety publicity and education of the whole mine base units in January.

Second, the form and process of assessment

The assessment takes two forms: weekly and monthly assessment.

Weekly assessment and process

1. Every Friday, the relevant personnel designated by the department and department shall take the “List of Safety Promotion Education Assessment Rules for a certain coal mine employee” to the insurance organization for inspection, assessment and scoring.

2. The staff of the department and department will provide the results of the assessment together with the “List of Safety Promotion Education Assessment Rules for a certain coal mine employee” to the mine safety publicity and education activity office in advance.

The assessment contents to be provided include: the organizer of the safety activities of the insurance organization, the activity time, the content of the activities, the number of participants, the actual number of participants, the attendance rate, the situation of the classmates who were absent from class last week, and the main problems. 4. The mine safety publicity and education activity office will summarize according to the feedback from the insurance policy personnel, and the department head will inform the early dispatch meeting. One of the wells was notified by the Minister of Political Affairs at the dispatch meeting every Monday morning. Monthly assessment and process

The monthly assessment is led by the Mine Safety Publicity and Education Activity Office. The Ministry of Safety Supervision, the Enterprise Management Department, and the Ministry of Labor and Industry are responsible for supervising the inspection of small components of Mitsui for inspection and assessment.

1, monthly assessment time: the last week of the month.

2. Monthly assessment content: basic information of safety publicity and education and safety education effects. The basic information includes the number of safety activities, safety activity time, safety activity host, safety activity content, safety activity name, safety activity preparation book, safety activity attendance rate, absence of class replenishment, safety activity record book, etc. Safety education effects include sampling Achievements, “three violations” governance, safety incidents, production accidents, major safety hazards, and innovative effects of safety education.

3. The method of monthly assessment is divided into: listening to reports, checking data, turning records, playing scores, spot checks, etc., focusing on the actual effects of employee safety education through examinations. The exam is divided into the following five programs:

Prepare a review question. The Ministry of Political Affairs, the Department of Safety Supervision, the Ministry of Production and other functional departments will issue 20 review questions for different job types and different types of work for the cadres and workers of the grassroots units to organize their study. The content of the review questions mainly includes the knowledge and safety basic knowledge of the job types. The scope of "three violations", the three major regulations of coal mines, and the spirit of related archives.

Edit the test paper. The examination team will issue questions. The examination questions are all the content of the review questions. The number of questions is no more than 50% of the number of review questions in the month. In order to achieve new knowledge, the review questions that have been arranged before or the content that has been tested can be used as a question bank to repeat the selection according to the actual situation.

Determine the test subject. The examination targets are party and government leaders, technicians and ordinary employees at the grassroots level. The party secretary of the unit party shall be appointed by the secretary of the mining party committee; the person in charge of the unit shall be appointed by the mine manager; the technical personnel shall be appointed by the chief engineer of the mine; the ordinary employees shall be randomly named by the Ministry of Political Affairs according to the roster of the unit staff provided by the Ministry of Finance.

Examinations. The inspection team arranges personnel to go to the designated examination room of the mine to conduct the examination. The examination is completed by the respondent in the form of a closed book, or it can be scored on the spot in the form of a question and answer.

Reading. The assessment leading group arranges relevant personnel to independently review the papers, and uniformly summarizes the test scores according to the unit and the score.

4, scheduled rankings. The Mine Safety Publicity and Education Activity Office has separately rated each of the three top and bottom units in Mitsui, and submitted the assessment results to the mine leadership for review in a timely manner.

5. Departmental notification. The Enterprise Management Department will report according to the assessment results provided by the office and publish it in the open list of the mine business.

6. Assessment cashing. The incentives for subsidies and guarantees are included in the special funds for mine safety, and are accounted for by the Ministry of Political Affairs. They are issued after approval by the Ministry of Finance and Finance, and the fines are uniformly enforced by the Enterprise Management Department.

7. Summary and commendation. The year-end mines ranked the employee safety education winners according to the monthly rankings, and awarded comprehensive rewards.

Fourth, accountability

The weekly assessment is organized and implemented by each insurance department; the monthly assessment is organized and implemented by the mine safety publicity and education activity office; the examination is organized by the Ministry of Political Affairs, the Ministry of Industry and the Ministry of Production; the review questions are compiled, the test papers are printed, the papers are reviewed, and the results are summarized by the safety supervision. The unit provides; the assessment results are submitted by the Safety Publicity and Education Office; the assessment report is the responsibility of the Enterprise Management Department.

Award rules

1. The monthly insurance subsidy is provided for the staff of the department and department, and each unit is guaranteed to pay 50 yuan per person per month.

2. The agency and the insured personnel and the insured unit shall carry out the bundling assessment, that is, the unit that is notified by the mine within the monthly reward, the perpetrator shall reward 100 yuan per person per month, otherwise the per person will be fined 100 yuan per month.

3. Inspectors and appraisers must be fair, just, and open. It is strictly forbidden to engage in retaliation and beating. Once found, the party is fined 200 yuan each time, and it is treated three times a year in accordance with the general “three violations” procedure.

4. For each person who submits the statement late, the person responsible for the penalty is 20 yuan, and the person who fails to pay the statement is 50 yuan for each penalty. If the content of the submission does not meet the requirements, it will be treated according to the late payment statement.

5. The staff of the activity office shall provide the party and government directors of the unit with a fine of 500 yuan on the basis of the summary of the safety activities provided on time.

7. Other problems in the safety education found during the assessment process are strictly assessed according to the spirit requirements of Pang Mine [~] No. 9 file.

8. For the three units ranked by Mitsui, the top three units will be awarded XX yuan, 1,000 yuan and 800 yuan respectively according to the scores; the three units ranked lower will be fined 1,000 yuan, 800 yuan and 500 yuan respectively. Those who are ranked in the last three places for three consecutive months will be fined 3,000 yuan for the unit and 500 yuan for the party and government directors of the responsible unit, and the annual evaluation qualification will be cancelled.

Five, several requirements

We must do a good job in improving the safety education effect of employees, use their brains, and find ways to combine and implement the "Small Coal Mine Intrinsic Safety Publicity and Education Outline" to creatively carry out safety education activities and effectively serve the safety production. At the same time, it is necessary to establish a corresponding self-examination system, organize a self-examination and self-correction every month, find problems in time to rectify, and carefully do all kinds of basic work, actively cooperate with the inspection and assessment of mining organizations, and create as many conditions as possible. .

The political and economic departments should organize safety activities that employees like to see and hear in a timely manner. At the beginning of the year, they must formulate specific plans to eliminate the time, progress, content and effects of the activities. The annual target has a total goal, the quarter has a theme, and the monthly climax. There are activities in the week and tasks every day. At the same time, the staff of each insurance department should go deep into the grassroots units to investigate the development of employee safety activities, collect and sort out feedback information, urge problems in rectification, and promote the safety education of mine workers to a new level.

The implementation rules shall be implemented from October 1 of the following year. Where the previous files and regulations conflict with these rules, the rules of this appraisal shall prevail and the interpretation shall belong to a certain coal mine.
