Enterprise statistical work system

Chapter I General Provisions

The first one is to adapt to the needs of the development of Lantian enterprises, further strengthen and improve the management level of enterprises, constantly standardize the management of enterprises, and establish a statistical work system for Lantian enterprises.

The establishment of this system shall be carried out in accordance with the spirit of the national statistical laws and regulations and in conjunction with the relevant archives requirements of the Group.

The basic requirements of the second statistical work are: to ensure the authority, accuracy and timeliness of statistical data, and statistical work should serve the management and development of enterprises.

Article 3 Enterprises must provide statistical data to the Group in accordance with the "Statistics Law", "Regulations on Statistical Management of Shandong Province" and the statistical system. They shall not falsely report, report, refuse to report or delay reporting, and may not forge or falsify statistical data.

Article 4 Enterprises shall strengthen their leadership and supervision of statistical work in the following aspects:

Lead and support statistical agencies, statisticians and other relevant personnel to implement statistical regulations and statistical systems, complete statistical tasks in an accurate and timely manner, and strengthen the modernization of statistical work;

Absorb and organize statisticians to participate in business management and play a statistical service and supervision role;

Effectively guarantee the personnel, working conditions and working hours necessary for statistical work.

Chapter II Statistical Institutions and Statistics

Article 5 An enterprise shall establish a statistical agency according to the needs of statistical tasks, or set up full-time or part-time statisticians in the finance department to establish and improve the internal statistical network of the enterprise.

Article 6 The main duties of the enterprise statistical organization or the person in charge of statistics are:

Organize and coordinate the statistical work of the unit, complete the tasks of group statistical surveys, enterprise statistical surveys and departmental statistical surveys, collect, organize and provide statistical data;

Conduct statistical analysis and statistical supervision on the production and operation of the unit;

Manage the statistical survey form of the unit, establish a sound statistical account system, and establish a sound original record system with relevant agencies or personnel.

Article 7 The statistical work of the person in charge of the enterprise shall be carried out. The person in charge of statistics refers to the principal responsible person who performs the duties stipulated in the "Statistics Law" on behalf of the enterprise, and is generally the person in charge of the comprehensive statistical agency of the enterprise. The responsible person of statistics bears the overall responsibility for the quality of statistical work. If there is no statistical agency, the person in charge of statistics shall be a person with considerable statistical professional technical qualifications. If a person is not restricted by the size of the unit, the person in charge of other relevant departments shall concurrently serve.

The person in charge of statistics shall be designated by the enterprise and reported to the Group's Enterprise Management Department for the record.

Article 8 Enterprise statisticians shall remain relatively stable, and generally should not be transferred from statistical posts or from statistical work at will. The transfer of the person in charge of corporate statistics shall be subject to the opinions of the Group's Enterprise Management Department. The changes of other statisticians shall be subject to the approval of the person in charge of the statistical agency of the enterprise.

The adjustment, transfer or resignation of statisticians must be taken over by those who can assume the prescribed duties, and the handover procedures must be completed.

Article 9 Enterprise statisticians must conscientiously study statistical laws and regulations, strictly implement the statistical system; study the statistical business painstakingly, master the statistical work skills, be familiar with the meanings and accounting methods of various statistical indicators, and submit statistical data according to the standardized procedures.

Chapter III Original Records, Statistical Accounting and Statistical Reports

Article 10 An enterprise must establish and improve various types of original records that are compatible with production and business activities, meet the needs of statistical accounting and business accounting, establish and improve statistical accounting accounts, and do a good job of the original records of production and business operations of enterprises.

Article 11 The enterprise statistical report shall be reported monthly. The report is reported before the 5th of the following month.

Article 12 The records of the original records, internal statements and statistical accounts must be true, complete, continuous and accurate, the writing should be clear and correct, and the signing procedures must be complete.

The original records, internal reports, and statistical accounts should be gradually adopted in the form of electronic documents.

Chapter IV Management and Reporting of Statistical Data

Article 13 Enterprises must report to the statistical departments and relevant departments of the government on time the statistical reports and statistics and data required by the relevant departments. The statistical information provided must be reviewed, signed or sealed by the leader or statistical person in charge of the unit. Newspaper. Relevant financial statistics are provided by financial accounting institutions or accounting personnel, and are reviewed, signed or sealed by the person in charge of financial accounting.

Article 14 The statistical statements and financial statements must be true and reliable, and the scope and accounting results of the same indicators must be consistent.

Article 15 The statistical data used by enterprises in news release, publicity and other reports must be reviewed by the enterprise statistical organization, and false statistical information may not be provided and distributed.

Article 16 The various statistical data formed by an enterprise in the course of production and operation shall be filed by the enterprise statistical organization in conjunction with the enterprise file management organization according to the importance of the data.

Chapter V Statistical Analysis

Article 17 While reporting statistical reports, an enterprise must report statistical analysis along with it. Statistical analysis requires accurate, methodological, thorough analysis, and forward-looking, forward-looking conclusions and recommendations.

Article 18 Statistical analysis shall closely follow the various economic indicators issued by the Group, and combine the progress and development prospects of the enterprise to carry out measurement, comparison and demonstration, and must have something that conforms to the regularity of the enterprise's current situation.

Article 19 The production text of statistical analysis shall be standardized and unified for the convenience of the group.

Chapter VI related legal responsibilities

Article 15 The statements and materials submitted by the enterprise to the government statistical department must be strictly in accordance with the relevant regulations of the National Bureau of Statistics and the Provincial Bureau of Statistics, and verified by the Group's Enterprise Management Department and the Ministry of Finance. After the President approves the report, it shall be uniformly reported. However, the person responsible is responsible for the punishment, and the group will investigate the responsibility of the responsible person according to his circumstances.

According to Article 14 of the "Regulations on Statistics and Management of Shandong Province", if the enterprise has one of the following violations of the regulations, the Group's Enterprise Management Department will give a warning and pursue the responsibility of the relevant personnel:

1. False reporting or reporting of statistical data;

2. Forging or falsifying statistical data;

3. Refusal to report and repeated reporting of statistical data.

According to the regulations of the National Bureau of Statistics, if the statistical data submitted by an enterprise has no relevant original records, internal statements, statistical accounts, etc., it shall be treated according to forged statistical data.

According to the regulations of the National Bureau of Statistics, if a company accumulates statistics for more than three times in a statistical year, it shall be subject to repeated statistical reports.

If the leaders of the enterprise modify their own statistics, fabricate false data or make orders, instruct statistical institutions, statisticians to falsify statistical data or fabricate false data, the Group's Enterprise Management Department shall inform and criticize it, and suggest that the relevant departments give corresponding punishments.

If a business leader retaliates against a statistician who refuses, resists tampering with statistical data, fabricates false data, falsely reports, or reports statistical data, the group will investigate the responsibility of the relevant personnel according to its circumstances.

If the statisticians of the enterprise participate in tampering with the statistical data and fabricating the false data, the Group's Enterprise Management Department will inform the criticism and suggest that the relevant departments should give corresponding punishment.

Enterprises are subject to violation of statistical laws

If the fine is handled, it shall be borne by the relevant responsible person.

Chapter VI Supplementary Provisions

Article 16 These Measures apply to all types of enterprises belonging to Shandong Lantian Group Co., Ltd. The standardized management of statistical work of all subordinate units of the Group shall be implemented in accordance with these Measures.

Article 17 These Measures shall be interpreted by the Group Enterprise Management Department.

Article 18 These Measures shall come into force as of the date of promulgation.
