The Baode County Legal Aid Center was established in August 1999 and is a subsidiary-level institution of the County Judicial Bureau. Until I took office in 2002, my county's legal aid work is still in the exploratory stage, just like other brothers and counties. There is no valuable experience to learn from, and everything needs to start from scratch. In addition, because the farmers in our county are more important and most of the cultures are lower, the county economy is lagging behind, the living conditions of the people are poor, and the transportation is convenient. There are many foreigners. Most people do not understand the law, and they do not know how to use the law to protect their legitimate rights and interests. To solve the problem of the government, the legal aid work for the people to solve problems has become a work that is necessary to fill the gaps.

At the beginning of my tenure, the first thing I faced was how to broaden my work ideas and improve the thinking and understanding of the central staff. Through concentrated learning, I finally realized that as long as we add a social responsibility, legal aid work can solve big problems; as long as we use the true heart to change the truth, use the right to change the position, and pass a successful case, A drop of hard sweat, in the hearts of the people to create a "people's interests above all else" monument, will certainly enhance the status and prestige of legal aid work in the hearts of the people.

In my first year in office, I climbed the mountains and waded, and went to the villages to spread legal aid materials and typical aid cases to the society, especially to the vulnerable groups. After nearly half a year of hard work, the local people finally got a certain understanding of legal aid work. As a result, many people are beginning to know how to find a legal aid center to help them resolve various disputes.

In September 2003, a middle-aged disabled person with a cane in his hand walked into my office. Upon inquiry, he was told that he was Zhang, who was a temporary worker at a calcium carbide factory in Fugu County, Shaanxi Province. He was injured when he was ordered to repair the faulty cable on the cross lane. He was seriously injured in the head and suffered a chest fracture. Has become a disability, almost lost the ability to work, and the condition has not been stable. This led to the wife's unrestrained departure and the two minor children's lives drifting everywhere. He himself claimed several times from his employer, but he only received a small medical fee if he was forced to agree. Zhang’s speech is tearful and painful. After I was deeply moved by Zhang’s unfortunate experience, I immediately accepted the case and rushed to the calcium carbide factory to understand the situation. However, the employer refused to pay a penny because of the agreement. I looked for the workers present at the time to collect the evidence. Some of them had already found a way out, but they were afraid that the factory would be difficult to testify. It is very difficult to investigate and collect evidence. My colleague and I went to Tailin, went to Taiyuan, visited more than 10 units, and visited more than 30 insiders. It took more than two months to get enough evidence to bring the employer calcium carbide factory. take to court. After more than a year of long lawsuits, when Zhang took the judgment for compensation, he was so excited that he could not speak. When Zhang passed my strong help and obtained the compensation of more than 42,000 yuan through enforcement means, it was even more exciting to spread the benefits of legal aid in the county.

Over the past two years, I have handled more than 50 types of assistance cases, including 8 cases of the above-mentioned difficult cases.

The legitimate rights and interests of legal aid recipients are not necessarily achieved through litigation. Through work practice, I found that sometimes mediation is also an important way to protect his or her legitimate rights and interests. At the same time, the resolution of disputes through mediation is not only quick and easy, but also can play a good role in reducing complaints. Therefore, for more than two years, I have fully utilized the mediation skills I have worked during the work of the notary office. I have presided over mediation to resolve disputes and produced 18 mediation agreements, and they have basically been fulfilled. Only one case was brought to court because the other party did not perform the agreement. Finally, the court heard that the mediation agreement was upheld by the court because it met the legal requirements.

Over the past two years, I have distributed nearly 8,000 legal aid flyers to vulnerable groups, including 5,000 copies distributed in the streets, 3,000 copies on weekends, and more than 200 consultations. More than 20 people answered the questions on the streets. More than 30 person-times; nearly 70 legal documents, such as agreements, complaints, and applications, including 20 on-site letters; 17 mediations of various civil and economic disputes, including 8 mediations; and more than 20 visits.

After hard work to win a good reputation of the people, it is the biggest motivation for me to work wholeheartedly. To this end, I graduated from the Law Department of Sun Yat-sen University in 1992. I left for 24 years in 2002. After I was awarded the Baode County Notary Office of the Civilization Notary Office by the Provincial Department, I took the initiative to ask for a waiver of economic income. Excellent social lawyers work, take up the legal aid work of revitalizing Baode, play the basic functions of the legal aid center, and complete the task of building the basic project of Baode Legal Aid Building on schedule.

After working at the Legal Aid Center, I was the first person to work in the county justice building almost every morning, and almost every night was the last person to leave the office building. Because I work more than ten hours a day, and I always go to work on weekends, I am often blamed by my wife. While sitting in the office to work, it is often the same person who comes to consult on the one hand, on the other hand, the legal advice hotline is ringing.

Because our county is located at the junction of Shanxi, Shaanxi and Inner Mongolia, the mineral resources are abundant, and the five consecutive trans-Yellow River Bridges with different functions provide very convenient traffic conditions. In the past, there were many people transiting and many migrant workers. The resulting traffic accident compensation case, factory and mine employee injury compensation case and marriage and family disputes are more prominent. The cases related to this center accounted for 80% of all cases. If the government does not have a department and no one has properly solved the problem, it will affect the security of Baode society and affect the image of the county government, and foreigners will have opinions. Therefore, actively engaging in legal aid is being able to make good use of my professional knowledge; providing services to the people who need help, can also guide the general public to solve problems in accordance with legal means.

After the Center accepted the legal aid case, my colleagues and I resolutely provided legal assistance to the parties with financial difficulties or special cases in accordance with the statutory procedures, and reduced the legal service fees. In combination with Baode's reality, I also advocated a series of systems such as Saturday and Sunday holiday duty and returning to the parties to maximize the convenience of the people and serve the people. Every visitor comes to the Legal Aid Center, I will personally give them a cup of tea; when they reflect the situation, I will listen carefully, patiently guide, and actively help them solve problems according to legal channels. In my work, I deeply felt that during the whole process of helping people to go to court and provide legal services, the people respected me very much and understood it very well. After many people helped me to finish the lawsuit, they came to talk to me before returning home. This has enabled me to further realize the importance of legal aid work and to strengthen my confidence in legal aid work while being moved and encouraged.

In order to make the legal aid work deeper in the community and facilitate the people, I have promoted the establishment of the legal aid station by the County Women's Federation, the Trade Union and the Disabled Persons' Federation, and then promoted the Chengguan Sub-district Office to set up a “community legal aid station”, which is specially designed for urban women and children, old and weak. Sick and family difficulties answer questions. Realized immediate assistance, nearby assistance, assistance in intervening cases, mediation to resolve conflicts, and better realization of the strong protection of the rights and interests of vulnerable groups, thus forming a county legal aid center as a hub, a law firm, a notary office, The network of legal aid organizations in Baode County based on grassroots legal services, associations and sub-district offices has promoted the depth and breadth of legal aid.

At present, the legal aid work I have worked hard for is not only recognized and welcomed by the people in need, especially the poor, the weak, the sick, the disabled, but also more and more popular among the people of the county, especially the vulnerable groups.

More than two years of legal aid work practice has enabled me to accumulate certain work experience and good working methods, and at the same time have achieved certain results, but compared with the needs of the society and the wishes of the people, my work gap is still relatively large. . I am determined to continue to innovate working methods and sum up work experience in the future work to achieve greater results. In particular, while helping colleagues improve their business level, combined with the actual situation of our county, the center will fully exercise the guidance, coordination, management and supervision functions of the entire legal aid work including social forces, and explore and develop a set of simple and easy Legal aid work measures and procedures for the convenience of the public. This is my biggest wish for work at the moment.
