Article 2 The term "safety housing projects" as used in these Measures refers to low-rent housing, public rental housing, urban old residential area renovation, and rural dilapidated housing renovation.
Article 3 Sources of funds for affordable housing projects.
1. Funding for general budget arrangements;
2. Low-rent housing security funds accrued from land sales income;
3. Low-rent housing security funds accrued from the value-added income of housing provident fund;
4. Rental income from the rental of affordable housing and ancillary facilities;
5. The special funds issued by the higher-level financial department are used for the subsidy funds for the security housing project;
6. Funds raised by other channels.
Article 4 The scope of use of funds for affordable housing projects.
1. Expenditure for the purchase, construction, alteration, and lease of low-rent housing and the issuance of lease subsidies;
2. Expenditure for public rental housing security;
3. Expenditure for the renovation of old residential areas in the city;
4. Expenditure for the renovation of rural dilapidated buildings;
5. Expenditure on affordable housing in addition to the above items.
Article 5: Effectively solve the housing difficulties of urban middle-lower income families. Under the premise of ensuring the task of guaranteeing low-rent housing security in the current year, the current low-rent housing security funds accrued from the land transfer income can be used for the development of public leases. Housing, including purchase, new construction, alteration, lease of public rental housing, loan interest subsidies, low-rent housing security families renting public rental housing to provide rental subsidies.
Article 6 In accordance with the provisions of the Regulations on the Administration of Housing Provident Funds, the value-added income of the housing provident fund shall be used as supplementary funds for the construction of low-rent housing after deducting the management expenses of the housing provident fund loan risk reserve and the housing provident fund management center. Under the premise of completing the task of low-rent housing security in the current year, the low-rent housing security funds accrued in the value-added income of housing provident fund can be used for the development of public rental housing.
Article 7: Fully mobilize the enthusiasm of market entities and social institutions to purchase, build, rebuild, lease and operate public rental housing, reduce the financing cost of social capital investment in public rental housing, adopt a discount interest method, and support market entities and social institutions from commercial banks. Financing is used to develop public rental housing. The extent and duration of discounts on public rental housing loans shall be in accordance with provincial regulations.
Article 8 The rents of low-rent housing and public rental housing invested by the government shall be managed by “two lines of revenue and expenditure”. The income from rental income and compensation for demolition and relocation of low-rent housing and public rental housing invested by the government shall be paid into the state treasury in accordance with the provisions of the government's non-tax revenue management, and the “two lines of revenue and expenditure” shall be administered. The rental income is earmarked for repaying low-rent housing and public rental housing loans, as well as maintenance, management, and investment subsidies for low-rent housing and public rental housing.
Article 9 The funds for affordable housing projects shall be in accordance with the requirements of “special management, sub-accounting, special funds, tracking and effectiveness”. The project undertaker shall strengthen the management of funds to ensure the safe, standardized and effective use of funds, and shall not be used in the management department. Expenditure.
Article 10 The low-rent housing security funds are specially used for purchasing, newly building, rebuilding, leasing low-rent housing and granting rental subsidies. Under the premise of completing this task, they can be used for the purchase, construction, renovation, leasing, loan interest subsidy of public rental housing. Lease subsidies are issued.
Article 11 The public rental housing subsidy funds are specially used for purchasing, newly building, rebuilding, leasing public rental housing, loan interest subsidies and granting rental subsidies.
Article 12 The urban old residential area reconstruction subsidy funds shall be used exclusively to subsidize the government-led urban old residential area renovation projects, including demolition, resettlement, construction and related infrastructure construction expenses, and shall not be used for the relocation of urban old residential areas. Construction expenditures for business facilities such as housing development and supporting construction of commercial and service industries.
Article 13 The subsidy funds for the affordable housing projects issued by the financial department at the higher level shall be used strictly in accordance with the prescribed purposes of the archives.
Article 14 In the event of loss of state-owned assets due to poor work and mismanagement, as well as the interception, misappropriation or seizure of special funds, the relevant personnel shall be investigated for their responsibilities in accordance with the provisions and investigated and dealt with in accordance with relevant laws and regulations.
Article 15 These Measures shall be implemented as of the date of issuance.
