Before 1989, the official documents used by the party organs and administrative organs were not strictly distinguished and collectively referred to as official documents. The official documents of the party organs follow the style of administrative official documents. However, the individual official documents used by the administrative organs do not apply to the party's organs, such as "command", "announcement", and "announcement". First, the language and format of the party and government official documents have specific provisions on the types, formats, rules, procedures, files, files, and destruction of official documents. Party and government official documents all attach great importance to the format of the text. 1. Issuing authority identification

The "issuing agency logo" is what we usually call "red head". It is usually composed of the name of the issuing agency plus the word "archive".

The official document format of the state administrative organ: the logo of the issuing authority is printed in the upper part of the official document on the top of the official document. Generally, the word "small standard Song" should be used. The maximum size of the font cannot be 22mm × 15mm, and the upper edge is on the core. The edge is 25 mm.

2. Number of copies

The number of copies is the serial number of each document when several copies of the same document are printed. 3. Secret level

The administrative official document is called the secret level, and the party official document is called the "secret level." Urgency

For official documents that are of great importance and need to be urgently transmitted and processed, the urgency should be marked so as to distinguish them from the general official documents. The urgency is divided into two levels. The administrative documents are called "extraordinary" and "emergency", and the party's official documents are called "extraordinary" and "expedited". The urgency of administrative documents is also marked with the number 3 in bold on the first line in the upper right corner of the home page. 5. Send a text number

The text number is an important item of the official document. It is located directly below the head of the head. The line between the head and the main part is directly above the horizontal line. If there is an "issuer", move to the left.

The text number has a fixed pattern: it consists of three parts: the issuing authority, the year, and the serial number.

The agency word is the extreme simplification of the name of the issuing agency, but it can also identify which institution it is. For example, “Guo Fa” is the agency of the State Council; “State-run” is the agency of the General Office of the State Council, and “Zhongfa” is the agency of the Central Committee of the Communist Party of China. The year is the year of the year in which the article was issued. It is written in Arabic numerals and must not be abbreviated. If it is not allowed to reduce XX year to "03". The serial number is the serial number issued by the organ. The first official document issued in the current year is No. 1, and then it can be followed by the order. Except for the order, the number of other official documents does not need to be preceded by the word "first", and the number is not preceded by "0".

The text number is an important basis for quoting and searching for official documents. Generally, formal documents must have a text number, and the combination method should also be implemented in accordance with the provisions of the “Regulations on the Administration of Official Documents of the State Administration” and the “Regulations on the Handling of Official Documents of the Communist Party of China”.

6. Issuer

The Measures for the Handling of Official Documents of State Administrative Organs stipulates: "The letter of the issuer shall indicate the name of the issuer and the signatory." The Regulations on the Handling of Official Documents of the Communist Party of China stipulates: "The official document shall be marked with the 'issuer' on the right side of the text number, 'issued The person's name is the name of the issuer."

The specific location of the "issuer" is marked on the right side below the identity of the issuing authority, that is, the right side of the text number. The word "issuer" uses the No. 3 imitation of the Song, followed by the full-shaped colon; the name of the issuer uses the number 3, and the right is a word.

The issuance of official documents also has strict regulations. The "Measures for the Administration of Official Documents of State Administrations" requires: "Upstream documents issued in the name of the local government shall be issued by the principal responsible person or the person in charge of the work; the texts or parallel texts issued in the name of the local government shall be the principal responsible persons. Official document title

The title of the official document consists of the name of the issuing authority, the main contents of the official document, and the type of the text. The main content of the official document, the official document of the party is called the "public document theme." The State Council's "Measures for the Administration of Official Documents of State Administrative Organs" requires: "The official document title should summarize the main contents of the official document correctly and concisely." The main content of the summary is the key to drafting the official title, and it is also the most technical part of the title writing. The following three situations should try to prevent:

unclear. The description of the main content in the title is confusing and unintelligible. Not concise. The main content of the title is abstract, highly condensed, not all-inclusive, bloated and complex. irregular. The titles of individual official documents are not written in the current format, but are deliberately antique or innovative. For example, the title "Reporting the expansion of school buildings" is an antique way of writing. The language is the third component of the official title, and the title of each official document should be correctly marked with the official document type.

In the title of the official document, except for the name of the regulations and regulations, plus the title of the book, punctuation is generally not used.

2. The main delivery agency

The main sending agency is the organ that accepts the official documents. The name of the main delivery agency shall be the full name or standardized abbreviation or the general name of the same type of agency, located under the head of the official document, above the main text, topped in the top. Both the main sending organ and the main text use the No. 3 imitation Song type.

There may be several main delivery organs for the following texts. When they are arranged, the same type and parallel organs are separated by a comma. The organs of different types and non-parallel relations are separated by commas, and finally a colon is used. Most of the official documents have a main delivery agency, but some of the down-to-date texts sent to the whole society are not clearly delivered to the organ, and there is no such thing.

3. Text

The text is the main body of the official document and is used to express the contents of the official document. It is located below the title or the main delivery agency.

The writing of the text is the key content of the book. The following is a detailed introduction of the text, which is omitted here.

4. Attached file labeling

If there is an attached file in the official document, the order and name of the attached file shall be indicated after the text, before the signature or written time of the institution. The attached file should be placed behind the file and bound with the file. The official document without the attached file is omitted.

The position of the mark is in the next line of the text, and the left space is 2 words with the 3rd imitation Song type.

Identifies the word "subsidiary file", followed by a full-length colon and name. If there are serial numbers in the attached files, add Arabic numerals and add dots, such as “Affiliated files: 1.××××××”, and no punctuation marks will be added to the attached file names.

5. Written time

The time of writing is generally based on the date the leader issues it; if it is a joint document, the date of issue by the leader of the last issuing authority shall prevail. The important official documents adopted at the meeting shall be subject to the date of the meeting.

The written date should be written next year, month, and day, and should not be abbreviated. The administrative official document must be written in Chinese characters, located under the text or the authority's signature, and the right space is 4 characters. 6. Seal

Official documents shall be stamped with the official seal, except for minutes of the meeting and by telegram. The official documents of the joint report shall be affixed with the official seal by the organizer. Jointly issued official documents, the joint issuing organs must be stamped with official seals.

When the vacancy on the last page of the official document is not allowed to accommodate the seal position, measures should be taken to adjust the line spacing and kerning, so that the seal and the text are on the same side, and the method of "no text on this page" may not be adopted. solve.

7. Notes

If there is a note in the official document, the parenthesis is marked on the next line of the written date, and the word on the left is marked with the number 3 imitation Song. This item can be omitted if no special instructions are required.

Edition section

Subject heading

The State Council's "Measures for the Administration of Official Documents of State Administrative Organs" stipulates that: "Public documents shall be marked with subject headings. 2. Copying authority

The CC authority refers to the superior, subordinate, and non-subordinate organs that need to read the contents of the official document other than the main delivery agency. The name of the CC is marked below the subject word and printed above the board. The word "left" is marked with the word "CC" on the 3rd imitation Song type, followed by the full-form colon; when it returns, it is aligned with the CC after the colon; after the last CC, the period is marked.

3. Printing and issuing time

The issuing authority and the time of issuance are located at the bottom of the last page of the official document. The No. 3 imitation Song type is used, and the word left by the authority is printed, and the word "right" is printed.

The issuing authority is generally the office of the issuing agency. The time of issuance is the date of actual printing, which is different from the written time of the official document.

There is a reverse line between the items in the edition, and the width is the same as the version.

In addition to the above format, the administrative documents and the party's official documents also specify the paper specifications for official documents: generally adopt the international standard a4 with a length of 297 mm and a width of 210 mm.
