1. Party B's responsibilities and obligations

Strictly implement the provincial and municipal poverty alleviation and financial sector poverty alleviation fund project plans, and are not allowed to change and adjust at will. If it is necessary to adjust due to changes in circumstances, Party B shall report to Party A according to the procedure and explain the reasons, and shall be implemented after approval by Party A.

It is not allowed to arbitrarily adjust and expand the use of financial poverty alleviation funds. When Party B arranges financial poverty alleviation funds, its target audience and scope should be the poor people who have not yet solved the problem of adequate food and clothing, but need to consolidate poverty alleviation results and improve their sustainable development capacity. The poverty alleviation and development scope is the four poverty alleviation projects for new villages, health, immigration and labor services identified in the province. Party B shall not arbitrarily report project plans that are not subject to support and scope.

Arrange projects and use funds in strict accordance with the policy principles of financial poverty alleviation funds. The financial poverty alleviation fund first arranges projects to improve the production and living conditions of poor farmers in key poverty-stricken villages, develop production and improve the quality of life, and then improve the regional ecological environment. Poverty alleviation funds must be implemented in poor villages and poor households, and reduce all intermediate links that may consume poverty alleviation funds. When arranging the use of poverty alleviation funds, Party B must adhere to the principle of overall planning and centralized funds to handle major events, and integrate resources to ensure that all funds are matched, concentrated, and guaranteed. In accordance with the local conditions, in accordance with the requirements of the construction of poverty alleviation new villages in the “one road, two water, three industries, four people environment”, the village-level planning will be formulated to promote the whole village. In particular, we must focus on cultivating new economic growth points, improving the use efficiency of poverty alleviation funds, and working hard to increase farmers' income.

Effectively regulate the county-level financial reporting system. Party B shall strictly implement the regulations on the use and management of financial poverty alleviation funds, implement the county-level financial reporting system, and refuse to do everything possible, and engage in fund allocation systems and county-level department reporting systems. If the system is not smooth, it must be corrected within a time limit. Strengthen the audit of poverty alleviation funds. Party B must implement the fund publicity system for county, township and village projects and strengthen supervision over poverty alleviation funds. It is necessary to establish an auditing system for poverty alleviation funds, conduct regular and rigorous audits of poverty alleviation funds on a regular basis, and seriously investigate and punish violations of laws and regulations such as seizure, misappropriation, corruption and poverty alleviation funds, and investigate the responsibility of the responsible persons, and will not tolerate them.

Second, the assessment method: This responsibility book is included in the assessment of the annual agricultural and rural work objectives of the counties by the municipal party committee and the municipal government.
