Substitute teachers refer to temporary teachers who do not have a career in rural schools, and are also called "migrant workers in teachers."

There are three main reasons why they are so many:

Second, the school has given an appropriate proportion of the empty series for the use of substitute teachers, which is conducive to invigorating the employment mechanism within the school, and can also avoid the pressure of faculty and staff diversion caused by the shrinking of students in the future.
Third, the government violated the substitute teachers in order to save finances, evade responsibility, and even violate the Labor Law of the People's Republic of China in 1995.
Before the end of 1984, they were called private teachers, and the temporary teachers who had been taught before were basically turned positive or retired. Beginning in 1985, in order to improve the quality of teachers in basic education, the Ministry of Education is not allowed to have private teachers in the country. However, many remote and impoverished mountainous areas are unable to recruit public teachers or public teachers because of financial difficulties. These vacancies still need temporary teachers to fill them. They are instead called “substitute teachers”.
At present, the staff of the substitute teachers are raised by the schools they hire, rather than by the municipal and district finances. Therefore, there has been a problem of different pay and equal treatment for substitute teachers.
However, if all the substitute teachers are successfully exited from the historical stage, they must also consider the resettlement work after the retreat. Retirement work should try to avoid "one size fits all". Many substitute teachers have rich teaching experience and high teaching level. What is lacking is the qualification of coaching. The local may wish to strengthen the training work, implement the teacher qualification system according to law, and promote the appointment of rural teachers. In order to ensure the quality of education, the teacher of the substitute teacher is "legalized." This is especially important for maintaining the stability of teaching during the exit of the substitute teacher.
