In order to effectively improve the safety management level of our factory and continuously consolidate the safety production base, in accordance with the requirements of Guodian Daduhe Company's "Notice on Carrying out the Safety Inspection of Autumn in XX", combined with the actual situation and seasonal characteristics of our factory, we have vigorously carried out investigations. Leading, checking ideas, checking management, checking rules and regulations, and checking hidden dangers as the main content of the autumn safety inspection activities. The activities are summarized as follows:
I. Organizational situation
1. The general factory set up a leading group for the autumn safety inspection with the head of the factory as the team leader, and made a comprehensive deployment of the autumn safety inspection. Responsible for the attention of the responsible persons of all units, personally in charge, meticulous organization, full participation, in strict accordance with the "Notice on the implementation of the XX autumn security inspection" file, combined with power production equipment, technology, security and management activities, checklist The project will carry out all-round inspection from October 12 to November 5, leaving no dead ends, carefully searching for hidden dangers, formulating measures, and checking and rectifying. On November 7 and 9, the leading group inspected the self-examination and rectification of the various departments of Gongtong.
Second, check the content
1. Inspecting the leadership: Inspected the implementation of safety production instructions, archives and notifications of the group companies, Daduhe Company and the general factory by various departments, with particular emphasis on the Interim Measures for the Coordinated Management of Electric Power Maintenance and Safety , and Gong Gong The learning and discussion of the XX~XX annual equipment maintenance safety management agreement and other documents and the unsafe situation of our factory's “8.29” accident and the implementation of preventive measures. Check whether the leaders of each production department hold monthly safety analysis meetings, analyze the safety production situation of the department, and arrange safety work; regularly participate in the safety activities of the team, and urge the steering team to improve the quality and effectiveness of safety activities.
2. Checking and managing: Checking the implementation of the safety responsibility system and the accountability system at all levels and whether the violation of the rules and regulations is strictly in accordance with the “ Safety Production and Punishment Rules” of the General Plant has played a role in taking the precautions . The safety activities of each production team and the pre-class shift will be checked to check whether the planning, layout, inspection, summary and assessment of safety work are carried out in production. The implementation of the rectification plan for the safety evaluation of each production department and the completion of the implementation of the double-plan plan were examined.
3. Checking the management system: It mainly checks the construction of the safety management system after the “three reforms”, checks whether the content of the safety production responsibility system meets the institutional setting, whether it meets the characteristics of each production post, and whether it meets the requirements of the occupational health and safety management system file. Operation, preparation of necessary laws and regulations for employees to learn and inquire; inspection of the implementation of the safety management procedures, "two votes and three systems" and other management systems.
4. Checking hidden dangers: The following four aspects of inspections were carried out: First, the safety tools management of each production team was examined. Whether the insulating tools, ladders, safety ropes, and safety helmets have been inspected and tested on time, whether the power tools, lifting tools, and temporary power supply plates meet the requirements for use, whether the instruments such as megohm meters and clamp-type ammeters are inspected as scheduled, and there are hidden dangers. And the unqualified tools were properly handled; the second was to check the safety facilities at the two stations. Focus on the implementation of personal protection, such as: whether the lighting in the workplace is safe , whether the light is sufficient, whether the safety fence is irregular or damaged, whether the cable is damaged, aging, whether the hole is properly sealed and whether the fire prevention measures are perfect. Whether the power distribution board enclosure is grounded, whether there are unsafe hidden dangers in the maintenance team warehouse, etc.; the third is to check the configuration of the inflammable and explosive materials management and fire protection facilities, the implementation of the fire and flame retardant measures of the cables and oil depots; Checked. In particular, in the case of repeated defects and some old defects, the relevant units have made reasonable emergency measures to conduct a major inspection.
Third, check the situation
On November 7th and 9th, the production deputy director Ren Zemin led the production technology department, the safety supervision department and the heads of various production departments to inspect the copper station and Gong station self-inspection and rectification. The overall situation is good. Some unsafe hidden dangers, such as improper sealing of cable holes and sealing off fire mud, insufficient lighting in individual places, safety hazards in a few safety tools and electric tools, no safe and reliable grounding of individual power distribution panels, and a few trench covers For problems such as damage, timely notice of rectification and rectification will be issued for these problems that can be dealt with in a timely manner. For projects that require large amounts of funds and long remediation time, such as the aging of some lighting corridors in the dam body corridor and the safety hazards of fire and explosion protection at the two stations of Gong and Tong, it has been included in the “Gongtong two stations and Shawan ladder maintenance, Remediation and equipment elimination project" special rectification.
Fourth, the inspection results:
This time, 15 items that need to be rectified have been checked, 12 items have been rectified, and 3 items have not been rectified, that is, the cable trench cover on the side of the communication station of the copper station is damaged and needs to be re-doed; the lighting of the dam body corridor of Gong Station is aging, and the control box , switches, lamps and other damage, there are safety hazards; Gong copper two station oil depot outdoor no fire box, no static board, electrical equipment, switches in the oil depot does not meet the requirements of explosion prevention. The three projects were rectified before December XX.
Through this autumn safety inspection, some unsafe hidden dangers have been eliminated in time, which provides guarantee for equipment maintenance and on-site safety of employees in winter and spring, laying the foundation for winter peak load and next year's work.
