進一步加強黨員隊伍建設。採取有效措施，加大對黨員學習教育培訓的力度，豐富教育內容，創新培訓形式，繼續辦好《模範學校黨員學習問答》，充分利用多媒體設備，觀看先進人物事跡專題片。定期開展以黨建基礎理論、基本知識和以黨性修養為主要內容的學習培訓，做到“三定、四結合、兩納入”，三定：定時間、定內容、定方法。四結合：集中學習與自學相結合、舉辦專題講座與討論相結合、身邊教育與遠程教育相結合、學習交流與學習評比相結合。兩納入：把學習培訓納入學校整體工作之中；把學習培訓納入教師的業務檔案，作為教師業務考評的依據。
進一步規範黨務工作程式。認真堅持和落實組織生活制度:一是“三會一課”制度。即每季度召開一次支部黨員大會，每月召開一次支部委員會，每周召開一次黨小組會，同時安排一次黨課。二是黨員幹部民主生活會。每年召開一次民主生活會，充分利用黨員幹部民主生活會這個平台，交流工作、查找問題、開展批評和自我批評。三是認真搞好每年一次民主評議黨員工作。把各項組織生活制度落到實處，做到準備充分、主題突出、形式靈活、效果明顯、記錄詳實。
進一步創新服務載體。大力推行一線工作法，不斷提高服務水平，增強服務實效，紮實做好以下工作。1.亮牌示範活動。一是亮身份：全體黨員佩戴黨徽，公開黨員身份。二是樹標牌：擺放黨員示範崗牌；三是作承諾：黨員教師結合自身崗位，提出目標，明確任務，理清思路，做出承諾；通過黨員主動“亮身份，亮職責”，增強黨員教師自覺為師生服務的責任意識。2.崗位奉獻活動。學校要圍繞教育教學中心工作，深入開展“黨員走進教師、走進學生手拉手活動”，結合學校“教改大課堂”活動，組織黨員教師開展崗位練兵、教學競賽等活動，努力提升工作水平。廣大黨員幹部要充分履行工作職責和義務，深入年級和班級、走進課堂了解和掌握師生思想動態，努力為師生解疑答惑、解難幫困。3.黨員包保活動。實行校長、主任包年級、黨員教師包學生的服務格局，確定服務內容、制定服務承諾、確保服務質量。 4.兩幫一帶活動。每名黨員要幫助兩名學困生、德困生或生活困難學生，同時做好身邊一名教師的思想政治工作，帶領他們積極上進。幫帶效果要作為考核黨員和評比優秀黨員的重要條件。5. 適時做好學生家訪、召開好家長會。
進一步細化服務措施。學校黨支部要根據“服務基層、服務黨員、服務師生民眾、服務社會、服務發展”的主要任務，採取有效措施，有針對性的解決存在的問題，提高服務質量。學校領導班子成員要經常深入民眾，了解民眾情緒，傾聽民眾呼聲，反映民眾的意願和訴求，切實解決各年級、班級的實際困難，每學期要對所包年級的老師普遍進行一次工作談話。學校要從教師專業成長的角度出發，幫助教師制定個人發展規劃，創造條件鼓勵教師參加各類培訓和學歷進修，並為每位教師免費訂購一份與專業相關的報刊。組織教師參加教學競賽、聽評課等活動，為教師成長搭建平台。教師要樹立“學生第一”的意識，為學生全面發展、和諧發展做好服務。要加強家校溝通，服務家長，確定具體服務項目。
進一步完善服務機制。1.堅持學校領導班子成員述職述廉制度。2.嚴格按民主集中制原則議事決策。健全組織生活會、黨員發展、黨員教育管理等常規性工作制度。3.規範學校黨務公開、政務公開工作，認真落實黨風廉政建設責任制。4.建立健全黨組織考核評價制度，拓寬民眾參與民主評議的渠道，形成組織評價和民眾評價有機統一的服務績效評價機制。5.完善黨內民主制度，暢通黨員民主監督的渠道，公布書記校長信箱，使黨員的意見、批評、檢舉、質疑、評議等能夠順暢上達和規範處理。6.完善監督約束機制。強化對黨員的黨內監督，特別是對領導班子成員的監督，加強黨外監督約束機制的建設，使民眾監督、輿論監督與黨內監督有機結合起來。
進一步強化理論研究。黨員幹部教師進一步加強理論學習，深入研究服務型黨組織建設的新理念、新機制和新舉措，努力提高理論水平。要緊緊圍繞局黨委提出的“11538”工作思路和學校發展目標，結合工作實際，積極探索加強基層黨建的有效途徑、活動載體和落實舉措，班子成員每學期至少完成一篇高質量的調研報告。
進一步培樹先進典型。要以建設服務型黨組織為抓手，進一步挖掘、培育一批過得硬、立得住、樹得久、影響大的優秀共產黨員，爭創20XX年先進基層黨組織。讓廣大黨員幹部自覺主動服務師生、服務教育教學，提升服務質量，在學校中營造學習先進，崇尚先進，爭當先進的濃厚氛圍。
