The General Office of the People's Government of each province, autonomous region, and municipality directly under the Central Government, the ministries and commissions of the State Council, and the offices of the directly affiliated institutions:
The "State Council Official Documentary Vocabulary", revised in December 1997, is hereby issued to you. Since February 1, 1998, the archives issued by the State Council and the General Office of the State Council and the archives submitted by the localities and departments to the State Council and the General Office of the State Council are indexed according to this vocabulary. The "State Council official document vocabulary" revised in April 1994 was also abolished at the same time.

In order to meet the requirements of office modernization, it is convenient for computer retrieval and management of official documents, and specially formulated the "State Council official document vocabulary". The vocabulary is mainly used to index the files issued by the State Council and the General Office of the State Council and the files submitted to the State Council and its general offices by various regions and departments.
First, the structure of the principle vocabulary is logically succinct, with a wide versatile surface and easy to use.
The vocabulary reflects the principle of document management integration, that is, the regional classification and category words of the subject words in the vocabulary can be used as the major categories and genera in the file classification.
Second, the system vocabulary consists of 15 categories of 1049 subject words, divided into two main parts of the main table and the schedule, the main table has 13 categories of 751 subject words, the schedule has 2 categories of 298 subject words. The vocabulary is divided into three levels. The first layer is the classification of the subject area such as “integrated economy”, “finance, finance” and so on. The second layer is the category word, which is the specific classification of the subject words, such as “industrial”, “traffic”, “energy” and “post and telecommunications” in the categories of “work, energy, post and telecommunications”. The third layer is a generic term. Such as "institutional", "function", "compilation" and so on. The second and third layers are collectively referred to as the subject terms and are used for indexing of files.
The vocabulary revised in December 1988 and April 1994 was included in the vocabulary and is no longer used as the subject of the index, and is listed in the last part of the regional classification in bold.
3. Indexing method The indexing of a file shall not exceed 5 subject words except the category words. The subject words are marked on the copy column of the file, and the top is written.
The indexing order is the first category category word, and then the class name. In the case of a generic genre, the word reflecting the content of the file is first marked, and the final standard reflects the word in the form of the file. For example, the "Notice of the State Council on Strengthening Soil and Water Conservation Work", the first category of the word "agriculture", and then the classification of the word "water and soil conservation", and finally marked "notice."
If there is more than two topics in a file, first focus on one topic and then index the second topic. For example, the “Notice on the Relevant Issues of the State Council on Trial Implementation of State-owned Enterprises' Mergers and Bankruptcies and Reemployment of Employed Workers in Certain Cities”, the first category reflects the category of the first subject “economic management”, and then the generic words “enterprise” and “bankruptcy” Then mark the category word "labor" that reflects the content of the second topic, and then classify the class name "employment"; the final mark "notice".
Different types of keywords can be grouped and indexed as needed. For example, the "Decision of the State Council on Deepening the Reform of the Science and Technology System during the Ninth Five-Year Plan" may be marked "Technology, System, Reform, Decision."
When a generic term that accurately reflects the subject matter of the file is not found in the vocabulary, an appropriate word index can be selected in the category word. At the same time, the word that can accurately reflect the content of the file is marked after the generic word, and "△" after the word to distinguish.
At the end of the regional classification, the keywords marked in bold are for retrieval only and are no longer used for indexing.
The subject headings in the attached table are equivalent to the subject headings in the main table, and the indexing methods are the same. The difference is that if the actual names of the countries and regions listed in the attached table have changed, the units using this table may First modify and use according to the changed standard name. The Secretariat of the General Office of the State Council will periodically revise the schedule.
4. The vocabulary management vocabulary is managed and interpreted by the Secretariat of the General Office of the State Council. The specific work is undertaken by the Archives Data Office.
The glossary was implemented on December 1, 1998, and the vocabulary revised in April 1994 was abolished at the same time.
