Work report

First, the meaning, characteristics and types of the report

The meaning of the report

The report is an important essay widely used by both the executive and the party organs.

The expression of the reporting function in the “Measures for the Administration of Official Documents of State Administrative Organs” is:
Applicable to reporting to the higher authorities, reflecting the situation, and answering the inquiry from the higher authorities.

The Regulations on the Handling of Official Documents of the Communist Party of China is roughly the same for the reporting function:

It is used to report to the higher authorities, reflect the situation, make recommendations, and answer the inquiries from the higher authorities.

As a report of the official documents of the party and government organs, and some professional documents used in the professional work of the professional departments, the title also contains the "report", such as "audit report", "assessment report", "copy report", "Investigation report", etc., are not the same concept. These instruments are not part of the party and government official documents, so be careful not to confuse them.

Report characteristics

1. Unidirectional

The report is a one-way essay used by the lower-level organs to report work, reflect the situation, and make recommendations, and does not require approval from the higher authorities. In this regard, the report and the request are quite different. The request has a two-way nature, and there must be an approval corresponding to it. The report is a one-way text and does not require any corresponding files. To this end, we must specifically draw attention to the following: It is not appropriate to say "if the above report is no, please give instructions."

2. Declarative

When the report reports and reflects the situation, the content expressed and the language used are declarative. In accordance with the instructions of the higher authorities, the unit has done what work, how to do it, what achievements have been made, and what deficiencies exist, and it is necessary to make a statement to the superior. When reflecting the situation, the time, place, people, events, causes, and results should be clearly stated, and accurate and realistic information should be provided to the higher authorities. Even if the report is made, it is necessary to make a step-by-step proposal based on the report.

3. Post hoc

In the work of the agency, there is a statement of "pre-request, post-event report". Most reports are reported after a period of work, or after a certain situation has occurred. However, it is recommended that the report has no obvious post-event characteristics. It should be as advanced as possible. If the wood has already become a boat, it is meaningless to make recommendations.

Second, the type of report

work report

All reports used to report to the higher level are work reports.

The work report can be divided into two types: comprehensive work report and special work report.

The comprehensive report involves a wide range of aspects, and all aspects within the main scope of work should be involved. There can be a distinction between primary and secondary, but there can be no major omissions. The government work report provided by the State Council to the people's congress is as small as the annual, quarterly, and monthly work reports provided by a unit to a higher level.

The special report is narrow in scope and only reports on a certain aspect of work or a specific work, such as the report of the party's organs on the "three stresses" work, the report of the administrative agencies on technological innovation work, and so on.

Situation report

If the unit has a situation other than the normal working order, such as an accident, an unexpected problem, etc., which has a certain degree of impact on the work, the original situation of the situation should be reported to the superior in a timely manner.

Even if there is not much impact on the work, some new dynamics, new trends, and new things that have recently appeared, etc., should be reported to the superior if necessary.

All of these are “status reports”. As a lower-level organ, it is the responsibility to ensure that "the situation is up-to-date", to ensure that the higher-level organs are savvy, and that the following situations are always well-known. This is the meaning of the situation report. If it is not reported, it is a manifestation of dereliction of duty.

Suggested report

After having a well-thought-out and practical idea for a certain aspect of the work within its own powers, it is summarized into opinions, methods, and plans, and reported to the superiors, and it is hoped that the higher authorities will adopt them. This is the recommendation report. For example, the “Report on Further Strengthening Forest Fire Prevention Work” issued by the Ministry of Forestry.

For the proposed report, if the superior is adopted, it may be transferred to the relevant department for implementation. This is the final realization of the proposed report. However, the higher authorities may not accept it, which is normal. As a lower-level organ, there is a power of advice, but there is no power that is forced to be adopted by the higher authorities. In this regard, there must be a clear understanding.

Reply report

The report replied to by the higher authorities is called the reply report. This type of report is the most targeted, what the superior asks, what to answer, can not answer. When dealing with the inquiry of the higher authorities, we must be cautious. If we do not understand the truth, we must answer it after in-depth investigation and research.

Report

This is the report used when submitting files and objects to the higher level. The text is usually very brief. Just write "Now XXX", please correct me. The content that really makes sense is in the file that is submitted.

Third, the report is written

The title of the report and the main delivery agency

1. The title of the report

There are two ways to write the title of the report. One is the writing agency + main content + the type of writing, such as the "Report of the Central Committee of the Communist Party of China Commission on Disciplinary Affairs to clean up the illegal construction of private houses and the use of public funds to super-standard housing"; It is the main content + the writing of the language, such as the "Report on Further Strengthening the Fire Prevention Work in Public Places in Our City."

2. Reporting agency

The report of the administrative organ should be as small as possible, and generally only one higher authority should be sent. However, it is more common for an administrative agency to be subject to dual leadership. It is obviously inappropriate to report only one of the higher authorities. Therefore, sometimes the main delivery agency may have more than one. The report should be submitted to its own direct superior authority. Under normal circumstances, it is not necessary to go to the next level.

As a report of the official documents of the party's organs, it shall be implemented in accordance with the provisions of Article 12 of the Regulations on the Handling of Official Documents of the Communist Party of China: "If a higher-level organ is competent, it shall be sent to an organ; if other relevant higher-level organs are required to read, they may copy give away".
Body of the report

1. Report lead

The lead refers to the beginning of the report, which plays the role of guiding the full text, so it is called a lead.

Different types of reports have different interpretations of their lead words. In summary, the report's lead has the following types:

Background lead.

It is to explain the realistic background generated by the report, for example:

Not long ago, the Central Commission for Discipline Inspection held a symposium on the clean-up of private party members of some provinces and municipalities, summed up and exchanged the situation and experience of the work of clearing houses in various places, and discussed some policy issues encountered in the Qing house. The practice and the issues raised in the symposium, the Standing Committee of the Central Commission for Discipline Inspection researched the following recommendations:

According to the lead.

It is the basis for the report, for example:

According to the instructions of the leading comrades of the provincial party committee and the provincial government, our office sent people to Fuling City and Quxian County to participate in the winter, and together with the comrades of the city and county, made some investigations on the situation of urban poor households. The Liling Municipal Party Committee, the Municipal Government and the Quxian County Party Committee and the County Government attached great importance to this. On the basis of investigation and research, they immediately took measures to solve this problem. The situation of the urban poor households in the two places and the measures taken are reported as follows:

Narrative lead

An overview of an incident is briefly described at the outset and is generally used to report on the situation. E.g:

At 9:40 am on February 20, 19××, a major fire accident occurred in the department store of XX City in our province. The city fire brigade dispatched 15 fire engines. After four hours of fighting, the fire was extinguished. In addition to firefighters and the public struggling to rescue some of the goods, the fire broke out in a three-story building in the department store and all the remaining goods. When the time was opened, the business was not open, and there were not many customers. In addition, the evacuation was timely, but no one was killed or injured. However, the fire has caused direct economic losses of more than 7.92 million yuan.

Purpose guide

The purpose of the publication is clearly stated as a lead. E.g:

In order to conscientiously implement the "Notice of the State Council's Approval of the Ministry of Forestry on Further Strengthening the Report on Forest Fire Prevention", we will do a good job in fire prevention work in our city, protect and develop forest resources, and better serve the reform, opening up, and economic construction, and combine the actual situation of the city. To put forward some suggestions on further strengthening forest fire prevention work:

The report leads are written in more than the above four types. They can be used in the same way, and they can be handled in a flexible manner.

2. Report body

The main body of the report also has a variety of ways to write, the following options to introduce several common forms.

Summary writing

This type of writing is mainly used for work reports. The content of the main part is based on achievements, practices, experience, experience, plans, and arrangements. While describing the basic situation, it analyzes and summarizes, and finds regular understanding, similar to the work summary.

The most important thing to note about summarizing is the design of the structure. It is the most common structural method to organize materials and arrange levels according to several regular understandings. For example, at the third meeting of the Ninth National People's Congress on March 5, XX, the report on the government work made by Premier Zhu Ji was divided into ten parts, namely: 1. Review of domestic work in 1999; Implement the policy of expanding domestic demand; 3. Vigorously promote the strategic adjustment of the economic structure; Fourth, continue to promote reforms and comprehensively strengthen management; 5. Accelerate the development of science and technology and education, and strengthen the building of spiritual civilization; 6. Further expand the opening up to the outside world; We will build a good social security system and maintain social stability. 8. Strictly manage the government and strengthen the government's own construction. 9. Promote the great cause of peaceful reunification of the motherland. 10. Regarding diplomatic work.

"The situation - the reason - the lesson - the measure" four-step writing

This structure is mostly used for situation reporting. The situation is clearly described first, then the reasons for the situation are analyzed, then lessons are learned, and the next steps are proposed. For example, "Report of the XX Provincial Department of Commerce on Major Fire Accidents in the XX City Department Store" is the use of such a method.

Guided writing

This structure is mostly used for suggestion reports. It is hoped that the higher authorities will adopt the recommendations and transfer them to the relevant departments for implementation and implementation. This is the basic purpose of the proposed report. To this end, it is recommended to propose systematic and complete methods, measures and requirements for a certain work, and to provide comprehensive guidance on the work. The form is expressed layer by layer by the method of the column item. For example, the “Report of the XX Provincial Planning and Fertility Committee on Further Strengthening the Project Birth and Birth of Plants and Enterprises”, proposed four suggestions to the provincial people's government on the issue of family planning: First, strengthen organizational leadership; Second, clarify responsibilities; Improve the quality of cadres; Fourth, implement funds.

3. Report conclusion

The conclusion of the report is relatively simple, it can restate the meaning, look to the future, and can also use the pattern of the phrase to complete the full text.
The mode of writing is roughly: "Special report"; "The above report, please review"; "If there is nothing wrong with the above report, please forward it to execute" and so on.
