The second is to develop and improve the management system of the organs and build an efficient mechanism for the operation of the organs. In strengthening work discipline, the establishment of a system of attendance and attendance, on-duty system; in the aspect of financial management, established a standardized management approach, and strictly control the "three fees" expenditure. In terms of standardizing work procedures, it emphasizes that cadres and workers use the market economy to guide the practice of economic and trade work, take the initiative to carry out high-quality and efficient services, and the responsibilities of cadres and workers are generally strengthened, and the work style of the cadres has been significantly improved. The third is to emphasize learning and improve the quality. The cadres and workers of the economic and trade department must be familiar with the relevant knowledge of economic management, and have a high level of comprehensive coordination and guidance of the production and operation of enterprises. In terms of study arrangements, I have always emphasized the characteristics of the work of the economic and trade department. I valued the study of business skills and did not neglect the study of political theory and achieved certain results. 2. Grasp the remaining problems and lay a stable foundation for development. After the establishment of the Scythe New Area, various contradictions left in the past developments have been constantly emerging. In particular, the remaining problems of several regional enterprises have been prominent, causing great concern of the district leaders. In order to resolve conflicts in a timely manner, lay a good foundation for future development. I invested a lot of time and energy to deal with these problems one by one. First, the workers' disputes arising from the restructuring of the original calcium carbonate plant were properly handled, and the restructuring of the plant was smoothly implemented. Second, the resettlement plan for the former steel bottle factory staff was formulated and implemented in a sound manner. After several rounds of negotiations, a compensation agreement was reached on the debt problems between the cylinder mill and WISCO Cinda Assets. The company is committed to the purchase of the land assets of the steel mill plant. The third is to supervise the problem of the arrears of wages of employees of Kanghua Company. The fourth is to properly handle the debt correction of the Tandian brick factory. Due to the limitations of objective conditions, Kanghua’s arrears of wages and fundraising for employees still cannot be completely resolved. At present, we are closely monitoring the various hidden dangers of Kanghua Company and actively seeking a sound solution.
Grasp the key points, focus on the difficult points, and fully promote the economic and trade work to achieve steady progress. 1. Grasp the operation and dispatch, and promote the steady improvement of the quality and efficiency of large-scale industrial enterprises. Focusing on the focus of large-scale enterprise dispatch management, we will conscientiously formulate a dispatch management plan, implement dynamic management for 33 large-scale enterprises, and adopt a method based on corporate policy and differentiated treatment to optimize key enterprises for key support. In order to improve the comprehensive benefits of enterprises, the proposal of cultivating large-scale taxpayers of large-scale industrial enterprises was put forward, and the enterprises such as Pu'an, Xinli, Qianlixiang and Guangbang Longyuan were initially identified as the key points for cultivation. At the same time, we must do a good job in the scheduling of major production factors, help enterprises standardize financial management, strict quality management, do a good job in the coordination of bank-enterprise relations, and actively apply for various technology-reward subsidy fund loans for enterprises. Promote the pace of technological innovation in enterprises. Through continuous efforts, the number of industrial scales in our district has increased from 16 at the end of 2001 to 33. The overall level of the company and the quality of its operations have increased significantly. The basic status of the three major industries of textile, machinery and gypsum has taken shape. The industrial tax source has become increasingly stable. In 2002, the industrial enterprise warehousing tax increased by 154.4% over the previous year.
2. Grasp the service guidance and promote the upgrading of the management level of township enterprises. Through the bold exploration of the management methods of township enterprises, with the guidance and service as the two major points of focus, the initial transformation of the management functions of township enterprises was realized, mainly focusing on two things. The first is to grasp the restructuring of township enterprises. In accordance with the reforms of promoting development through reform, developing and maintaining stability, and taking into account the actual conditions of enterprises, we have adopted a one-pronged approach to make the reform of township enterprises in our district into a benign development track. There are 57 rural collective enterprises in the district, and 55 have been restructured, with a restructuring of 97%. The second is to grasp the guidance and support of township enterprises after the restructuring. Further increase the administrative law enforcement of township and village enterprises, establish administrative and law enforcement contact points in enterprises, so as to stop the three chaos work more timely and more thorough. Focusing on improving the quality of enterprise managers, organizing various forms of training, and the district CPPCC jointly conducted quality management knowledge training for enterprises in the region, and jointly organized tax law knowledge training with the Local Taxation Bureau and the State Administration of Taxation. The person in charge of the enterprise in the organization area participated in the enterprise management knowledge training activities organized by the Municipal Enterprise Bureau and the Municipal Economic and Trade Commission, which effectively improved the quality of the enterprise managers in our district.
3. Grasping the construction of investment projects and fostering the development of economic development. First, the district government has successfully completed the annual investment promotion task of the bureau. In 2002, the Economic and Trade Bureau was rated as an advanced unit for investment promotion in the whole district. The second is to track and supervise the construction of the entire project. Establish dynamic archives for each project, master the progress of project construction, do a good job in service, and promote the implementation of key projects for district leaders. Each key project in the district has leaders responsible for coordination and further creating a relaxed environment for project construction. The third is to seriously organize large-scale business activities. The preparations for the "two festivals" economic and trade activities in 2001 and the "one competition, one conference" economic and trade activities in 2002 were all successful. In the "two sections" economic and trade activities, there were 6 projects signed in our district, with an agreed fund of 385 million yuan, 1 contract for purchase and sales, and a contractual trade volume of 2 million US dollars. At the same time, it won the three gold medals of “Excellent Organization Award”, “Excellent Design and Production Award” and “Excellent Performance Award” issued by the organizing committee. It ranks among the best in the counties and cities, and fully demonstrates the new image after the construction of the sickle.
4. Grasp investigation and research and make suggestions for regional economic development. In line with the measures taken by the district committee and district government to implement economic transformation and vigorously develop industry, we carefully studied the development ideas of new industrialization in our district and drafted the Draft Opinion on Accelerating Industrial Economic Development. Organized a special class to conduct a comprehensive investigation and analysis of the development status of the sickle industry, and wrote the "Symbol Industry Economic Development Thoughts". Through the investigation and analysis of the development status of the private economy, the author wrote the "Problems and Countermeasures for the Private Economy of the Scythe". Carefully analyze the development status of large-scale industrial enterprises, put forward a large-scale industrial enterprise taxation plan for large-scale industrial enterprises, plan and compile a list of local products, and build up files for major industrial products in the region to actively help open up markets. Focusing on the construction of 100 million yuan projects proposed by the district committee and district government, and promoting the development of township industrial parks, a number of key enterprises that have developed 100 million yuan projects have been identified, and the "Opinions on Accelerating the Construction of "100 Million Projects" and "Accelerating Towns" have been drafted. The Opinions on the Construction and Development of Industrial Parks was put forward, and the draft Measures for the Management of Special Funds for Industrial Development was put forward. It was issued in the form of archives of the district committees and played an important guiding role in the development of industrial economy in our district.
4. Grasping industry management, structural adjustment, and promoting sustainable development First, we have grasped the management of the coal industry. On December 5, 2002, after the coal mine safety production management was exposed by the focus interview, the coal industry management and safety production supervision were separated. In order to effectively improve the safety of coal mines, the 14 coal mines in the zone were undocumented and affiliated. The seven small coal mines produced were unconditionally bombarded. The existing 7 coal mines were strictly rectified and passed the provincial and municipal inspection and acceptance, and four certificates were issued. The rectification work was highly evaluated by the provincial special rectification and acceptance team. In order to consolidate the results of small coal mine remediation, we further intensified daily supervision, organized a safety inspection every quarter, and urged the street office to conduct a check on the closed coal mine every three days in accordance with the requirements of the city to prevent the resumption of mine closure and take the opportunity. coal. The second is to grasp the management of the gypsum industry. Organized special classes to investigate the current status of gypsum mining and processing in our district, and formulated a medium- and long-term plan for the development of the gypsum industry. Proposed the establishment of the gypsum industry management office and the establishment of the gypsum industry association. In conjunction with the construction of Macheng Gypsum Industrial Park, in order to further integrate the gypsum market, improve resource utilization, and enlarge and strengthen the gypsum industry, a draft opinion on the consolidation of gypsum enterprises in our district has been prepared. After the implementation of this opinion, it will effectively promote the structure of gypsum industry in our district. Adjustment, increase the added value of gypsum products, and promote the development of gypsum deep processing industry.
The third is to grasp the work management of new wall materials. Promoting the application of new wall materials and restricting the use of solid clay bricks will help protect land resources and achieve sustainable development. In order to advance the work of the wall leather work in our district, we have strengthened organizational leadership. Increased publicity efforts, and published a column in the development zone to introduce the significance and management methods of the wall leather work. Increase the investigation and punishment of the special fees for wall leather. It effectively promotes the promotion and application of new wall materials for soil conservation, energy conservation and waste.

5. Grasping special governance and further optimizing the economic development environment In order to promote the fundamental improvement of the economic development environment, we actively participated in the various economic and environmental research activities of the district committee and district government, and focused on three special governance. The first is to carry out special governance work for chaos and burden reduction. A work programme was prepared and related activities were organized. The second is to carry out special work on the financial quota environment. We will increase efforts to stop and combat malicious financial debts, vigorously implement corporate escape debts, reduce the proportion of non-performing loans, and increase the credit rate of bank loans. The financial management of the district's financial quotas ranks among the top six counties and cities in the city, with the highest scores, and was rated as the financial city of Jingmen City. The third is to carry out special work on enterprise quotas. The company organized large-scale enterprises to actively participate in the quota rating activities. Pu'an Company, Huaxin Color Printing and Packaging Company, Xinli Textile Company, Guangbang Longyuan Company and Qianlixiang Company of our district were rated as Jingmen A-level enterprises. Greatly promoted the standardized management of enterprises and improved the awareness of honesty and trustworthiness.
Strengthening the concept of the legal system, administering according to law, and accepting the supervision of the National People's Congress First, earnestly carry out legal publicity and education activities. Organize cadres and workers to carry out legal knowledge training. Comprehensive study of basic legal knowledge and economic management regulations, so that we can understand the law and understand the law and administration according to law.

In combination with the characteristics of economic and trade work, we have established a "two systems" leading group for administrative enforcement of the bureau, formulated the "Economic and Trade Bureau Administrative Law Enforcement Responsibility System", and "Administrative Law Enforcement Mistakes Accountability Implementation System", effectively promoting the administration according to law.
The third is to implement the resolution of the National People's Congress and accept the supervision of the NPC. Seriously implement the resolutions and decisions of the people's congress and its standing committee. Seriously handle the NPC motions and suggestions. All the problems that can be solved have been dealt with in a timely manner. If the objective conditions are temporarily unresolved, they will personally explain to the NPC deputies patiently and meticulously, and seek understanding and support. In the past two years, a total of 6 NPC motions and proposals have been submitted, all of which have been answered on time, and all have obtained the consent of the representatives.
Strictly disciplined, clean and honest, and do a good job of self-construction 1. Adhere to the purpose and serve the enterprise at the grassroots level. Since I worked in the Economic and Trade Bureau, I have been able to conscientiously study and work hard to implement the important thinking of the "Three Represents" and firmly establish the ideological concept of serving the enterprise at the grassroots level. Continuously improve the ideological style and working methods, closely contact the people, pay attention to investigation and research, deeply understand and reflect the company's situation and opinions, work hard, be diligent and conscientious.

2. Integrity in politics, maintaining the political qualities of Communist Party members and the public servants of the people. In the clean and honest political situation, the police bell rang. First, take the lead in strictly implementing the integrity system, and do not exceed the standard reimbursement of communication fees and hospitality. Don't eat and get cards, treat gifts, and enjoy. In the deepening of the special rectification work of coal mines, I have never accepted the coal mine boss to eat. Although the official vehicles of the bureaus are very worn out, they cannot be compared with other departments. They have never thought of changing cars. As long as they do not affect the work, they can save money. Due to the strict control of the amount of expenses, the debt burden of the bureau is very heavy, and without any source of charges, the wages of the cadres and workers are guaranteed to be paid on time, and the pension, medical insurance, and housing provident fund are paid in time. It also repaid the remaining debt of 140,000 yuan over the years. During this period, the bureau did not add any new debts and did not add new legacy issues to its post. The second is to conscientiously implement the responsibility system for party style and clean government construction. Not only manages themselves, but also manages a group of people. When I first arrived at the Economic and Trade Bureau, in order to mobilize everyone's enthusiasm, I took the approach of eating food in the bureau, and retained the financial independence of several departments that were merged together, and I was not specifically responsible for the signature. After a period of operation, I found that some hospitality expenses were too large, and I cleaned up and stopped in time, and I was responsible for my comrades and the team.
II. Problems and Corrective Measures In the past two years, although I have made efforts in doing my own job, there are still many shortcomings. First, it is not enough to study the giant economic theory. In the past, I have been engaged in business management and management, and are familiar with the internal operation rules of enterprises. It should be said that they have certain ability to guide the production and operation of enterprises. After the work of the Economic and Trade Bureau, in addition to providing specific guidance for directly serving enterprises, it is necessary to do more research on regional economic development and be a good staff member for the district committee and district government. Due to the large number of ordinary transactional work, the research on the giant economic theory is less, and the depth and breadth of the in-depth investigation and research needs to be expanded. The staff is not enough to solve the practical problems of industrial economic development in our region.
Second, work development and innovation are not enough. The performance is to look forward to the future, seeking stability and fear. Under the circumstances that the current examination and approval power of the economic and trade departments is gradually abolished and the control measures are continuously weakened, how to better play the role of the function is not much. I believe that it is not enough to coordinate the relevant departments now, and there is not enough confidence in the creative work. Regarding the development of 100 million yuan of engineering construction, industrial parks and export-oriented economy that the district committee and district government attaches great importance to, the measures are not much, and the relevant measures are not obvious, and the promotion is not strong.
Third, there are more general calls for team building and cadre education, and less elaborate ideological and political work. Too much to believe in system management, I believe that cadres are self-disciplined, work is not comprehensive, and is not meticulous. There is a lack of vigilance against some of the signs, and no critical education has been made in time. For example, last year, small coal mines in our district were exposed by “focus interviews”, which caused adverse social impacts. Although they did not engage in specific supervision work due to institutional problems, they still have unshirkable leadership responsibilities.

In response to the above problems, I will proceed from the following aspects and rectify them. 1, continue to learn, improve the quality. Through the study of Deng Xiaoping Theory, market economy theory, national laws and regulations, and related policies, the ability to analyze and solve problems is enhanced. Enhance the initiative of the work by learning the spirit of the 16th Party Congress and related business expertise. At the same time, it is necessary to further contact the actual situation and do a good job in promoting the industrialization of our district. Seriously study how to cultivate and strengthen key enterprises under the new situation, so that a group of enterprises with good market prospects and great development potential will expand rapidly and realize zero breakthrough in 100 million enterprises in our district. Second, actively explore new ways and new ways to serve private enterprises. Provide comprehensive services such as policy, information management and investment consulting for the development of private enterprises. The third is to grasp the main line of investment and project construction, which runs through the economic work, continuously innovate investment methods, expand the scope of investment attraction, and promote the development of industrial parks.
3. Strengthen the sense of innovation and boldly overcome difficulties. We must further enhance confidence, seize opportunities and meet challenges. Understand the importance and particularity of economic and trade work, and enhance the sense of historical responsibility and realistic mission of doing a good job in economic and trade work.
