Second, face the reality, conduct a deep investigation and seriously analyze the problems existing in the construction of the "two winds".

In the clean-up of the remaining cases, we found that a considerable number of cases were caused by the delay in the work of the police. In terms of law enforcement, some civilian police officers do not follow legal procedures, and the level of law enforcement is not high. They handle relationship cases and personal circumstances. In terms of services, we will seize the hot issues reflected by the people and investigate them. Some of the police's objectives are not well established, and the service style is not good. Re-management, light service, to manage people to live, treat the people cold, horizontal hard, push. Li Yongming, the police chief of the former station, dispatched the police to the police, and pushed the work, causing the parties to petition and was disciplined by the branch. In the area of ​​clean government, we will seize the problems in the sense of integrity and discipline. Investigating the individual police's own requirements is not strict, the discipline is not rigorous, and some civilian police and local bosses, large money contacts. When the former Hongying police station received the temporary accommodation fee, it did not pay the financial affairs of the branch office. The original director Song Jianhua and the instructor Zhang Zhenghong were subject to disciplinary action. The grassroots units that existed in the past violated the financial and economic disciplines, and they were investigated and dealt with as a negative textbook, and they learned the lesson and learned the lesson. In terms of the style of study, the issue of seizing the police is not high. Some police officers do not have a strong sense of learning, neglecting theoretical study, and the political quality and business are not high. Some civilian police are not qualified for their jobs. In the institutional reform in 2002, seven of the former cadres lost their qualifications for competitive leadership because they failed the theoretical test. In the process of investigation and analysis, we thoroughly analyzed each problem, found the cause, checked the root cause, and carefully combed it, providing a strong basis for the next step of rectification.

In the work of rectifying the problem, we are moving, real, not engaging in form, not going through the game, and really solving some real problems.
First, the leadership takes the lead and implements responsibility. The sub-bureau carefully sorted out the problems posed by the investigation, classified them into categories, formulated rectification measures, clarified the time limit for rectification, and implemented the lead department and responsible leaders. In the process of rectification, the branch party committee first started from itself, took the lead in rectification, and took the lead in promoting implementation. In order to solve the problem of insufficient grassroots under the leadership of the branch, the staff of the team has been implemented in the team, and will continue to do so for a long time. In view of the problem of unscientific learning and education, the branch has formulated a three-year plan for education and training in combination with the construction of “three-type” organs. In response to the problems existing in the discipline style of the police, the sub-bureau issued the “Ten Provisions on the Strict and Serious Handling of Civil Police Violations”, targeting the grassroots. The unit did not implement enough problems, and the sub-bureau further improved the supervision system and feedback system, and formulated the monthly notification system for work indicators and the interim regulations for key work supervision. The third is to rely on the typical approach. There are many common problems in the investigation, and there are few individual problems. Some units are not deeply unaware; the rectification is not strong, and some The problem of requiring long-term rectification lacks operability in measures.
In the future work, under the leadership of the district committee, we must conscientiously implement the spirit of the 20th National Public Security Work Conference of the Central Committee of the Communist Party of China, and correct the idea of ​​"establishing the police for the public and law enforcement for the people" and continue to implement the "implementation of the public security organs." At the 16th National Congress of the Communist Party of China, how can we do a good job in building a well-off society?"
