2019 Office Deputy Director's Report


In May 2001, the organization appointed me as the deputy director of the government, mainly responsible for government supervision, reception, research, material synthesis, legal system, ethnic, religious, and overseas Chinese affairs. During this period, I worked closely around the district government office, fully exerted the functions, boldly innovated, continuously improved working methods, improved work efficiency, and enhanced the systemic, predictive, and scientific work, and completed the work well. Task task. 1. Pioneering and innovating, clarifying work ideas. As the comprehensive coordination department of the government, the office serves the leaders, the departments, and the people directly. The tasks are complicated and arduous. To this end, I adhere to the practice of the first point of view, firmly establish innovative ideas, strengthen the sense of dedication, staff awareness, diligence, window awareness and enterprising, and constantly innovate the office work ideas. I propose to conduct research, supervision, and service as the central task of the office, and comprehensively promote the development of various tasks. The first is to investigate and provide decision-making reference. Investigation and research is an important basis for providing scientific decision-making for leaders. I insist on going to the grassroots level or by telephone, and actively taking the investigation and research work ahead, and grasping the factors that involve major problems in the whole region and restricting the development of the whole region. Respond to the "same frequency resonance" of the leadership, enhance the pertinence and effectiveness of participation in the administration of state affairs, and make suggestions for the leadership and fill in the gaps. In the past two years, it has organized 8 special investigations on community construction, urban agriculture development, animal husbandry development, regional economic integration development, and industrialization development, and has formed investigation reports respectively, and proposed more than 30 various rationalization proposals. It has provided a reliable basis for leading scientific decision-making. The draft "Report on the Urban and Rural Construction of the City" was drafted and awarded the third prize of the city's outstanding papers by the municipal government. At the same time, I also started from strengthening the leadership, established an information network under the responsibility of the secretaries, grasped the work hotspots in the district, broadened the information coverage, grasped the key points, difficulties, hot issues and guiding significance of the whole district. The major issues are effectively supervised to ensure the smooth flow of government orders and establish the authority of the government. According to the time limit and quality requirements of the supervision, through the supervision of the office, telephone calls, and the coordination meeting, the quality of the supervision has been improved, and the parts have been settled and everything has been echoed. In the past two years, 193 cases have been issued, including 62 work identified in the "Government Report", 39 NPC recommendations, 60 CPPCC proposals, and 32 municipal government approvals. After careful analysis of the current development of animal husbandry in our district, The five rationalization proposals, such as grasping production, life, and ecological functions, adhering to structural adjustment, science and education, and comprehensive service development strategy, have been highly valued by the district leaders and made positive contributions to the promotion of urban agriculture. Second, do a good job of coordination and serve the department to highlight initiative. 2. Seek truth and be pragmatic, and create a work situation. 3. Strengthen coordination and form a joint effort. The office is a special group of government agencies. For example, in the preparatory work for the opening ceremony of the Summer Culture Week this year, under the leadership of the head of the district governor, I actively participated in and coordinated the security department of the sub-bureau and the third squadron of the armed police for security. The coordination administrative office provided the conference tables and chairs, and coordinated the notice of the district committee. The leaders of the five major teams participated in the meeting, which ensured the smooth progress of the opening ceremony and was praised by the leaders.
4. Strengthen construction and establish a first-class image. To do a good job in the office, you must have a high-quality team. To bring a good team, leaders must set an example. Therefore, I insist on strictly demanding myself, paying attention to leading by example, giving dedication, being upright, not posing, treating people with sincerity, bringing people with team strength, and building a first-class image. First, pay attention to ideological construction and study. I have always placed ideological politics and business learning at the forefront of my own construction, led the way in politics, and worked hard to improve political acumen and political discernment. To this end, I pay special attention to the knowledge of the basic principles of Marxism-Leninism, Deng Xiaoping Theory and market economy, laws and regulations, and the business knowledge of secretarial work, and enhance the ability to control the overall situation. The fourth is to improve the efficiency of the system. “There is no rule, no way.” The special status and nature of the work of the office requires that the government office must be a combat group with sound systems, strict management, strict discipline, and smooth orders. Based on the principle of “strictness, precision and feasibility”, I have further revised and improved the office work rules, reception methods, information submission and assessment system, overtime and study system, performance evaluation and application on the basis of the original systems. Although the work in the past two years has achieved certain results, there are still some shortcomings, mainly because the level of ideological emancipation is not enough for political study; there is still a certain gap in service; further efforts need to be made to supervise the supervision.
