In April 2006, the Nanjing Military Region appointed me to serve as the Minister of the People's Armed Forces of the County. On July 1 this year, the Suqian Municipal Committee arranged me to serve as the Standing Committee of the County Party Committee, in charge of the overall work of the County People's Armed Forces. Over the past year or so, under the correct leadership of the Party Committee and the County Party Committee, I have earnestly fulfilled the duties of the Standing Committee of the County Party Committee and the Minister of the People's Armed Forces, and have completed the tasks assigned by the higher authorities. In 2006, military training, anti-aircraft shooting, military assessment, financial work, safety management and other work were reviewed by the provincial military region. In the first half of this year, the national defense mobilization work was rated as an advanced unit by the Nanjing Military Region.

One or four major work achievements

1. Service Center, attracting investment results. In the county committee, I am the Wu Standing Committee. The main task and core work is to prepare for the military struggle. Since the Party Central Committee and the Central Military Commission have made the decision that the military does not conduct business, the active military officers of the military may not directly participate in local economic activities. I strictly adhere to this decision. However, as a member of the Standing Committee of the Wu, I can give full play to the role of the Ministry of Human Resources and Military Affairs, launch the county militia reserve personnel, work around the county committee center, actively participate in local economic construction, and play a certain role, and achieved certain results. First, earnestly do a good job of "double belt and double support". In the county's people's military system, the "one group to help one group, one battalion to help one family" activity was carried out, and the work of "double belt and double support" formed a momentum in the county. Over the past year or so, I have also led the staff of the ministry. I have repeatedly visited the Hexi Village in the town and investigated the measures to get rid of poverty and get rich with the “one group” of the village party branch. The ministry assisted one poor village and one poor school. The cadres and workers each took out 400 yuan from their wages, donated clothes twice, and funded 13 poor students and 8 poor families. The second is to do a good job in fighting floods. Before the advent of the flood season this year, I led the relevant personnel to inspect the dangerous section of the county on foot, and the guiding organs carefully drawn up the distribution map of the flood-fighting and rescue forces, and took the initiative to undertake the flood control and flood control tasks of the Huaihe River. The third is to organize militia reserve personnel to participate in peacekeeping activities. In the large-scale activities organized by the county party committee and the county government, I have requested and organized the county's basic militia, assisted the public security department in maintaining public security, and made due diligence for the county's harmony and stability.

2. Innovative and excellent performance. The mobilization of the first batch of soldiers is the top priority of national defense mobilization. In view of the wide distribution of the first batch of mobilization objects, the large number of migrant workers, and the large amount of liquidity, I have guided the different methods of grouping rural and urban groups, and formulated the “Detailed Rules for the Management of the First Group of Personnel Mobilized in the County” and the implementation measures. At the three levels of the village, each mobilized person is responsible for contacting the recall. In the whole work of the militia, I led the working group to go deep into all the townships and towns of the county, and inspected one family, and earnestly understood the contradictions and problems in the first batch of military mobilization and the recall of the militia, and mobilized everyone to jointly study and solve the methods and measures. In the whole group inspection and acceptance of the militia organized by the provincial military region, our county quickly assembled and distributed the second artillery pre-editors in five provinces and one city, which was fully affirmed by the provincial military region.

3. Solve problems for the people and do practical results. As the main leader of the People’s Armed Forces, caring for the subordinates is my responsibility and obligation. There are no cadres in the county, and most of the existing cadres are separated into two places. In particular, the work arrangements of the family members of the army are difficult. In order to resettle the work of the People’s Armed Forces and the cadres of the troops stationed in the military, I asked the Political and Engineering Section to know in detail the situation of the families to be resettled, and to make arrangements for the report to the Standing Committee of the County Party Committee, which received the attention of the county party committee. . With the care and support of the county party committee, the county personnel department is coordinating the settlement of the five cadres of the troops stationed in the army.

4. Basic performance with potential and long-term effects. Because I used to work in Changzhou in the past, I felt more deeply about the backwardness of the county's grassroots armed forces' standardization construction. After the standardization construction meeting of the grassroots armed forces in the city, I immediately convened the party committee of the ministry to discuss and study, and gave a special report to the main leaders of the county party committee and the county government, and convened a meeting on the standardization construction of the county grassroots armed forces. For the new round of grassroots armed forces hardware reform, I demand that we must adhere to high standards, but also proceed from the specific reality of each unit, and do not make a "one size fits all" policy. According to the specific conditions of towns and villages, Zhongxing, Aiyuan, Zhangjiatun, Luji and Gaodu, whose office buildings have been completed and put into use, are the first batch of construction units. The task of building soft and hard bodies will be completed by the end of September this year. Units such as Zhuangwei, Liren, Wangji, etc., which are under construction in the office building, should reserve no less than three office buildings for the construction of “four rooms”, in accordance with the clear standards issued by the Office of the Office [2007] No. 71. Complete the construction of software materials by the end of the year and complete the construction tasks next year. Linhe, Sanzhuang, Nanliuji, Baji, Yi, Xinyuan, Likou, Chuancheng, farm, original seed farm, reserved construction houses in the next step of construction planning, software construction completed before the end of this year, hardware The facility is retrofitted and repaired on an existing basis. The construction of the “four rooms” of the units in the county directly focuses on the construction of software materials. The hardware facilities are designed and constructed in accordance with the principle of “adapting to local conditions, practical use and meeting the needs”, and completed before the end of the year. At present, the standardization of grassroots armed forces in the county is being promoted as scheduled. Grasping the standardization of grassroots armed forces will further consolidate the foundation of armed work in the county.

Second, theoretical performance and the construction of clean government

Theoretical learning

Since last year, I personally have been serious in learning and progress. He has participated in the theoretical training organized by the district party committee and a series of learning activities organized by the county committee, which deepened the understanding and memory of scientific theories and basic viewpoints. While doing a good job of self-learning, support the political commissars to do a good job in the study and education of the central committee of the party committee. For each topic of education, we participate in the validation of the plan, organize the implementation, and implement the theoretical learning system. Last year, I participated in the training of the new chief of the provincial military region, Taizhou Training and Nanjing Army Command College. In the previous training sessions, I cherish the learning opportunities provided by the organization, study hard, think deeply, successfully complete the study subjects, and have a new improvement in theoretical literacy, further solidifying the business foundation for armed work. In the practice of work, I insisted on independent innovation, combined with the tasks assigned by the superiors, and constantly broadened my ideas and methods. In the military training, conscription, daily management, etc., I was sensitive to discovering problems, researching countermeasures, and put forward some countermeasures. Some achievements have been made in linking theory with practice and learning.

The situation of building a clean government

After serving as the chief officer of the People's Armed Forces, I consciously abide by the relevant provisions of the party's work style and clean government, and always seek self-examination, self-policing, cautiousness and cautiousness, and maintain the image of a leading cadre. The first is to strictly enforce the separate provisions of the department. The opening of the ministry is a major measure for the implementation of the clean government of the armed forces in the military and military subdivisions. In this regard, I am able to strictly abide by and consciously implement. All major expenditures, adhere to the study, collective approval; external coordination, in accordance with the collective research, adhere to the responsibility of the logistics department and the staff of the agency, try to spend less, do more. Second, the in charge is not arbitrary, and does not engage in power for personal gain. For the work of the in charge, no personal decision is made. In the construction of the militia training base reconstruction project, it is open and transparent, standardizes bidding, and the party committees discuss collectively, and implement the responsibility according to their duties. In the cadre appointment, pay attention to performance, adhere to collective research, and not engage in cronyism. The third is to do a good job in recruiting troops. In recent years, although the military has been "cooled down", it is still easy to cause unhealthy trends in the direction of the soldiers. In this regard, I insisted on taking the lead and not taking power to seek personal gains. Regardless of which level of greetings, the recruitment regulations prevail. In addition, we must always pay full attention to the education supervision of all recruited personnel. The issuance of a clean recruitment supervision card, widely accepted supervision from all walks of life, effectively protecting the enthusiasm of young people. The fourth is to regulate foreign exchanges. In coordinating work and foreign exchanges, I consciously demanded that I be a leader of the military. I never accepted gifts, gifts, and did not use my authority to seek personal gain.

Third, one of his most dissatisfied work

In recent years, although the county's conscription work has achieved good results, it has been rated as an advanced unit of conscription work by the provincial military region and military region. However, there are still many problems in conscription work. One of the problems is that it has not been completed according to the requirements of the higher authorities. % of high school students collect tasks. This is one of my most dissatisfied jobs.

As a group cadre who has worked in the army for more than 20 years, I am deeply aware of the importance of recruiting high school cadres to build an informationized army and win an informationized war. In order to complete the task of collecting 50% of high school students, we have adopted the steps of decomposing tasks step by step, improving the standard of care for high school students, and preferentially approving the admission of qualified high school students. Although there are certain results, they still do not meet the requirements. To the request. The reasons are as follows: First, the expansion of colleges and universities, the reduction of high school students, and the increase in the standards for high school students. Second, some of the physical conditions such as the entrance examinations and the students’ eyesight did not meet the requirements for recruitment. Third, there are still problems such as in-depth and inconsistency in the recruitment work. For existing problems, we will try to overcome them in our future work.
