First, six tasks were completed on key tasks.

Second, it has withstood the severe test of SARS epidemic and achieved double victory in the prevention and treatment of atypical pneumonia and business. Since April this year, a sudden outbreak of SARS has caused serious disruption to people's work and life. In particular, Sanhe Library is located at the junction of Beijing and Hebei. It has a large floating population, frequent business contacts, and heavy grain and oil rotation tasks, facing the severe test of SARS epidemic. Under the strong leadership of the superior company, the Party Committee of the Library insisted on “hands on SARS prevention and prevention, and grasped business work in one hand”, and led all cadres and workers to uplift their spirits, strengthen their confidence, and overcome difficulties. The measures were firmly in place and the SARS prevention and control was achieved. Double victory in grain management and rotation work. All work was carried out efficiently and orderly, ensuring the storage safety of the central reserve grain and ensuring the urgent needs of the country. The third is to increase the intensity of government information work. In order to better summarize the work results, publicize the enterprise and establish the image of the company, in the past year, I have intensified the work of government affairs information, and drafted and wrote the four-fifth general law, grassroots party organization construction, ideological and political work, and treasury. There are many typical experiences and materials such as publicity and anti-SARS, and many publications have been published in newspapers such as China Food Economy, People's Daily Information Weekly, Contemporary Hebei, and Langfang Daily. From January to November in 2003, a total of 23 briefings were drafted, 16 of which were forwarded by the head office and branch companies. The volume of the manuscript was listed in the Beijing branch. In October, the comprehensive management work conference of the Beijing branch was held in Sanhe. The fourth is to strengthen the security of the entire library network. In 2003, the higher-level companies and relevant state departments issued several articles and repeatedly emphasized the responsibility of computer network security. The Sanhe Library attached great importance to this, and established a network security responsibility system in the work. The principle of “unified management and level-by-level responsibility” was adopted, and the library director---section chief---microcomputer special manager was responsible for the level. At the same time, the technical means and supporting inspection and supervision measures were implemented, and the management of “special personnel, special planes and special lines” was strictly implemented to ensure that the network was safe. The fifth is to actively carry out employee training. The development of talent in the enterprise is the key. In order to improve the comprehensive quality of the workforce, in the past year, I have clearly focused on the workforce and actively and effectively carried out employee training. First of all, we paid close attention to academic education, and cooperated with Zhengzhou Institute of Engineering to open a logistical professional college class. 50 employees actively enrolled in the study, and in November 2003, they participated in the National Adult Examination, and 90% of the students passed the examination. In the training of boiler workers, 90 people have obtained the certificate of completion or qualification certificate, and the business of the employees has been greatly improved. At the same time, in order to establish the corporate image of our library as a window library, we have hired lecturers from China Women's College to conduct etiquette training in a targeted manner, and trained 20 ceremonial staff in the whole library. Sixth is to improve the production of whole warehouse production and living facilities. Second, three breakthroughs have been achieved in the employment and distribution mechanism.

Establishing a scientific and efficient enterprise operation mechanism is the key to a company's vitality and vitality. In 2003, we made a lot of useful explorations on this work and increased the pace of reforming the operational mechanism.

1. Institutional reforms were carried out to achieve a step-by-step appointment system. 2. The wage reform of the enterprise was carried out, breaking the distribution egalitarianism. In 2003, according to the archival spirit and related requirements of the superior company for verifying the total salary of our library, in line with the overall principle of “efficiency first, fairness and consideration”, combined with the actual situation of our library, after full research, the wage distribution system was reformed. 3. Improve the assessment system and initially realize the reward and punishment link. Third, three items have been strengthened in warehousing management.

1. Increased the intensity of scientific food preservation. In addition to the popularization of four grain storage technologies, such as mechanical ventilation, electronic temperature measurement, grain cooling, and circulation fumigation, I have made full use of natural low-temperature conditions to seize the favorable opportunity to machine the grain piles. Ventilation, the average grain temperature is reduced to about -3 °C, forming a huge "cold heart" inside the grain pile, which not only reduces the grain temperature, inhibits the pest activity, but also slows down the grain aging rate, and avoids it. Drug fumigation effectively reduces the residue of the drug in the food. After ventilation, we also used a low-breathing nylon composite plastic film to seal the grain surface and covered the GR-type thermal insulation film for the grain pile, effectively maintaining the low-temperature, low-oxygen safe grain storage environment. The ideal effect is achieved. In addition, we proceeded from the reality, combined with the characteristics of the tall and spacious warehouse, actively explored and boldly tried on the green and environmentally-friendly grain storage technology, using the natural grain-preserving agent with the mineral “diatomite” as the main component. Puliangtai. Diatomaceous earth is a kind of inert powder. Its insecticidal mechanism is: adsorbing the lipids on the surface of insects, causing its epidermis to lose its function of retaining water in the body, losing water and dying. At the same time, the diatomaceous earth particles rub against the insect epidermis in the grain pile. Damage to the epidermis can also cause it to die of water loss. Experiments show that diatomaceous earth is a good pest control and insecticide for stored grain pests. It does not contain chemical residues harmful to human health and has no effect on human health. This year, my library's rotation of corn color, smell, moisture, bulk density and other indicators are good, has been favored by the market, customers competing to buy, so that we really tasted the sweetness of economic benefits from management.

2. Improve the level of grain and oil safety storage inspection. Since the library inspection center passed the measurement identification of the Hebei Provincial Bureau of Quality and Technical Supervision in 1998, Curry has continued to increase investment in science and technology and financial resources. The overall strength has grown year by year. This year, it successfully passed the measurement of the National Identification and Accreditation Administration. Identification and examination and approval, and obtained the People's Republic of China metrological identification certificate. The inspection center now has 10 functional operation rooms, with a test area of ​​360 square meters, 109 inspection instruments and more than 800,000 yuan in fixed assets. All inspectors hold a quality inspector qualification certificate. The approved inspection items include: inspection of five series of 42 indicators including conventional physical indicators, biochemical indicators of stored grain quality, health indicators, food microbial indicators and processing quality. The test results and test data can be used for trade certificate, product quality evaluation, and result appraisal, and can be used as notarized materials and have legal effect. When providing notarized information to the society, the test report issued by it allows the use of the measurement to identify the CMA mark. This indicates that our library has taken a big step in the deeper and broader fields in the grain and oil inspection work. The test results based on it are socially recognized, have legal effects, and will be used in the future central reserve grain. Better play the role of management and rotation.

3. Strengthen the supervision of the generation of storage. In recent years, in accordance with the spirit of the instructions of the superior company to expand the proportion of direct grain management and improve the vertical management system of grain reserves, I have actively and steadily carried out the work of direct storage of grain storage and grain storage, and constantly explore the management of grain reserves in the spirit of reform and innovation. The new approach has achieved the overall goal of “two guarantees” for the management of reserve grain and has achieved remarkable results.

In the selection of the external library, my library focused on the "four key". Namely: 1 the external renting point is closer to the direct library, and the transportation is convenient; 2 renting the local grain storage and storage warehouse with the experience of grain storage, and the local government and the grain bureau must come forward to guarantee; 3 preferentially rent the Sanheku within the scope of supervision General generation storage"; 4 external storage points must have good storage facilities. According to the above conditions, our library has selected a total of 6 externally rented warehouses, of which three of the externally leased warehouses have been identified as “general generation reservoirs” by the superior company.

In the management of the external rent library, we must adhere to the "five unifications." Namely: 1 Unified establishment of central reserve grain accounts, special cards, implementation of special personnel, special warehouse management; 2 unified inspection of grain conditions. In addition to the internal inspection of the grain inspection system formulated by the superior company; 3 uniform inspection of grain quality. The samples obtained during the inspection shall be uniformly identified by the Grain and Oil Quality Testing Center of the Library; 4 The Central Reserve Grain Management File shall be established by the Library Supervision Section; 5 Unified rotation. In the past few years, in the joint investigations organized by the higher-level companies, the quality control indicators of the rented stocks in the library were consistent with the quality of the library memory, ensuring the quantity, quality, storage safety and management practices. At the same time, it also explored and accumulated new experience for the next step of increasing the “general generation of storage”.

Fourth, do a good job in the six aspects of the rotation of purchases and sales. Whether or not the rotation task can be successfully completed is directly related to the survival and development of the enterprise itself. In the past year, according to the guiding ideology of “Management as the center and rotation as the focus” and the spirit of the relevant meeting of the Beijing branch, Mr. Lin actively explored and boldly practiced and overcome many difficulties and successfully completed the whole process. The rotation of 68,000 tons of wheat and 35,000 tons of corn will realize a rotation profit of 2.02 million yuan. In the actual business, my library has done a good job in the purchase and sales, focusing on six links.

The first is to gather information. Extensive use of Internet and electronic technology has broadened the information channels. High-tech means such as Internet electronics provide a broad space for the rapid dissemination of information. In order to be able to grasp useful business information in a timely manner, I have set up a special computer and a full-time information administrator, and joined the China Food Network, Food Network, Trade Network, etc., and established their own web pages to stabilize the information. The channel of communication, through the online release of purchase and sales information, looking for partners, effectively broaden the communication channels. Especially during the fight against SARS, we used the information collected on the Internet to contact customers, which not only avoided the danger of frequent contact with the salesman, but also ensured the smooth development of the rotation business. After seeing the purchase information released by our library from the Internet, a customer from Wenxian County, Henan Province, through self-understanding and other customer introductions, took the initiative to find the door, negotiated by telephone, faxed the contract, and took the initiative to ship first. After receiving the goods, I received the funds in time. During the whole process, the trade partners never met, but mutual trust has built a bridge of friendship through the waves.

The second is to engage in a discussion. In order to better complete the rotation task assigned by the superiors, Sanhe Library does not rely on it, and actively explores new ways to do a good job of reserve grain rotation under the new situation. Regularly invite large-scale trade groups, purchase and sale enterprises, large grain users, and representatives of the storage and supervision warehouses of the surrounding provinces, cities, and counties to Curry to organize a special “rotation forum” to analyze market trends and jointly predict the market. 5. Highlight three key points in the construction of spiritual civilization

1. Corporate culture construction.
