At the beginning of last year, in response to some enterprises' problems in the economic development environment of Jingzhou City, I organized a special class to conduct in-depth research on 30 enterprises. The leadership team listened specifically to the report and seriously analyzed the administrative awareness of some administrative law enforcement departments. Indiscriminate charges, arbitrary fines, random apportionment, and problems in ten aspects such as eating, taking, card, wanting, and reporting, and through centralized arrest, investigation, and exposure, concentrated on rectifying existing problems and receiving a good society. repercussions. As the supervisor, I am soberly aware that investigating cases and punishing corruption are the basic duties of the supervisory authority. Since 2000, the city's supervisory organs have accepted 21,692 reports from the public, investigated 4,614 cases and investigated 4,286 people, including 65 county-level cadres and 547 department-level cadres, and transferred them to the judicial organs to handle 116 people, recovering economic losses for the state and the collective. 80.25 million yuan. By investigating and handling major cases, it not only effectively punishes corrupt behavior, but also shocks corrupt elements, and educates the broad masses of cadres and enhances the people's confidence in fighting corruption. In order to make the case-handling work effective, I clearly require the supervisory organs at all levels to understand and grasp the case-handling work in the overall situation of reform, development and stability, and comprehensively consider the political, economic and social effects of investigating cases. Seriously investigate and deal with cases that affect the economic development environment and hinder the smooth implementation of the “industrial revitalization” strategy. Adhere to strict discipline and lawful handling of cases, conscientiously implement policies, and establish a good image of administrative supervision cadres. Actively strive for the attention and support of the "four people" leaders of the city, establish and improve the coordination and coordination mechanism between the supervisory organs and the judicial organs and relevant departments, and form a joint force for handling cases.
Strengthening efficiency monitoring and promoting the diligence and efficiency of administrative agencies
In recent years, we have focused on the issue of bureaucracy, formalism, and inefficiency in the executive organs, focusing on administrative efficiency monitoring, striving to improve the style of the government and enhance the image of the government. The first is to conduct a well-researched activity. Practice has proved that the deeper the anti-corruption struggle, the more it involves education, management and deep-seated issues such as institutions, mechanisms and systems. The first is to strengthen ideological education. As a leading cadre of the supervisory organ, he is at the forefront of the anti-corruption struggle and is facing a severe test of corrosion and anti-corrosion. While summarizing the results of the municipal administrative supervision work, we are also clearly aware that there are still many problems and deficiencies in the work, mainly in the following aspects:
First, the intensity of anti-corruption work needs to be further increased. Although these years have investigated and handled a number of typical cases, severely punished a group of corrupt elements and solved some hot issues that have been strongly reflected by the people. However, fundamentally speaking, the anti-corruption work in our city still faces a very serious situation: corruption is easy to occur. The soil and conditions still exist; major violations of law and discipline have occurred from time to time; arbitrary charges such as arbitrary charges, arbitrary fines, unreasonable apportionment, and chaotic law enforcement have repeatedly been banned; extravagance and waste are more common; the problem of poor economic environment has not yet been solved. Get a good solution. The people's people are still not satisfied with the effectiveness of the anti-corruption struggle. Second, the implementation of the work is not enough. At present, the administrative supervision work involves a wide range of work, many work tips, and very heavy tasks. In recent years, although anti-corruption work has been deeper than one year and the results have been remarkable year after year, the implementation of the work is not enough and the focus is not enough. It is still a common problem. For example, the clean and self-discipline special clean-up projects of leading cadres are too many, the clean-up is not deep and the handling is not thorough; the law enforcement monitoring points are wide-ranging and the results are not satisfactory. There are also other aspects of work such as ruining the source, and most of them have problems of more layout, less implementation, more mobilization, and less inspection. Third, the self-construction of the supervisory organs needs to be further strengthened. On the whole, at present, the mainstream of the cadre team in the city is good and reliable, but the overall quality can not fully adapt to the needs of new situations and new tasks. Because I have not grasped the education management of cadres myself, causing a small number of cadres to have problems such as inadvertent behavior, careless conversation, inadvertent confidentiality, and carelessness in contact, and very few people have placed their ambitions and attitudes at work, and they are arrogant; Individual grassroots supervisory cadres even used their positions to facilitate the misappropriation of public money gambling and embarked on the road of illegal crimes, seriously damaging the image of the supervisory organs and cadres.
The above problems exist. Although there are various reasons, I am the supervisory director and my main responsibility lies with me. The theoretical study of oneself is not deep enough. It does not combine the strengthening of learning, the emancipation of the mind, and the promotion of work. In particular, it is in-depth investigation and research on the new situation and new problems of the anti-corruption struggle, systematic thinking is not enough, and there are not many measures and methods. Advancing with the times, pioneering and innovative spirit is not strong; facing the new situation of reform, opening up, system transition, economic transformation, and social change, there is fear in the mind, and it is believed that corruption is more common, and some problems are difficult to return, and it is very difficult to solve. Coupled with the interference of "relationship network" and "speaking the sentiment", the problem of "missing the loss and being lost to the soft" is also there; although some work has been arrested, the measures are not effective, and the inspection is not in place. Work style is not solid enough, and so on.
Through this summary and reflection, I have identified my problems and deficiencies and clarified the direction of my efforts. In the future work, I will adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thinking of the "Three Represents" as a guide to further enhance the sense of responsibility and mission, strengthen study, fulfill due diligence, seek truth and be pragmatic, overcome difficulties and strive for progress.
