Interim Scheme for Honorary Citizens
Article 1 In order to commend and encourage people outside the county to make outstanding contributions to the county's economic construction and social development, promote foreign exchanges and cooperation, and formulate these measures in accordance with the provisions of relevant laws and regulations and the actual conditions of the county.
Article 2 Any person outside the county who has complied with the laws of the People's Republic of China and has one of the following conditions may be awarded the title of “County Honorary Citizen”:
Contribute to the development of the county's industrial clusters and leading industries;
Contribute to the county's urban construction, environmental protection and rational use of resources, social management or promotion of social welfare undertakings;
The company or its sole proprietorship or holding company directly invests in the county, and the operation period is more than five years. The enterprise has been put into production, achieving significant economic and social benefits, and at the same time meeting one of the following conditions:
1. Investing in general projects, the actual investment is equivalent to more than 100 million yuan;
2. The annual tax payment of more than RMB 5 million or the accumulated tax payment of more than RMB 30 million;
3. Investing in the establishment of export-oriented products, the actual investment is equivalent to more than 70 million yuan, and the annual export value of the enterprise is more than 18 million US dollars;
4. Investing in advanced technology-based enterprises, the actual investment is equivalent to more than RMB 40 million.
It has made outstanding contributions to the introduction of foreign capital, talents, high-tech and advanced equipment, the teaching of new technologies, the provision of new information, the development of new products, and the training of professional talents in this county, or it has important theoretical value for the county's economic development and social progress. And practical suggestions have been adopted to achieve significant economic and social benefits;
He has made outstanding contributions to the development of the international market and the promotion of economic and trade activities in the county;
He has made outstanding contributions to promoting foreign exchanges and cooperation in science and technology, education, culture, health, sports, tourism, etc.
He has made outstanding contributions to promoting county-to-state exchanges and establishing friendly city relations;
For the county's science and technology, education, culture, health, sports and other social welfare welfare undertakings donated by more than 3 million yuan;
Migrant workers who work in the county and make outstanding contributions;
Other aspects of the county to contribute outstanding personnel.
Article 3 shall comply with the provisions of Article 2 of these Provisions and, with the consent of the person, be recommended by the relevant departments of the county government, township governments, social organizations and other relevant organizations, and report to the following competent authorities:
If the referees are overseas Chinese, Hong Kong compatriots, Macao compatriots and foreigners, they shall report to the County Foreign Affairs Office;
The referee is a Taiwan compatriot and declares to the county Taiwan office;
If the person being recommended is a person from outside the county, it shall report it to the relevant department of the county government.
The County Foreign Affairs Office is responsible for the overall coordination of the application.
Article 4 When applying for “County Honorary Citizens”, the following materials confirmed by the referee shall be provided:
County Honorary Citizens Declaration Form;
Proof of no criminal or bad credit records;
Non-infringement of the lawful rights and interests of workers and other evidence of serious violations;
Other materials requested by the competent authority.
Article 5: Establish a joint meeting of the county to honor the work of honorary citizens. The responsibilities are as follows:
Discuss and decide on a specific plan for the work of honorary citizens;
The list of recommended persons who were awarded the title of “County Honorary Citizen” in the first instance;
The preliminary review is intended to restore the list of “County Honorary Citizens”;
Study other major issues concerning the work of honorary citizens.
The joint meeting shall be held by the county party committee, the people's congress office, the government office, the CPPCC office, the foreign affairs office, the Taiwan office, the civil affairs bureau, the human resources and social security bureau, the environmental protection bureau, the commerce bureau, the industry and information bureau, the public security bureau, the industry and commerce bureau, and the state. The tax bureau, the local tax bureau, and the industry and commerce association are composed of departments. The joint meeting may invite the County Land and Resources Bureau, the Urban and Rural Planning and Construction Bureau, and the relevant departments such as the People's Court and the People's Procuratorate to attend the meeting.
The joint meeting was convened by the county government.
Article 6 The list of referees of “County Honorary Citizens” determined by the preliminary meeting of the Joint Meeting shall be publicized by the county government to the public for a period of not less than seven days.
If there is any protest after the public announcement, the County Foreign Affairs Office shall, together with the relevant departments, conduct an investigation and put forward handling opinions within 15 working days after the expiration of the public announcement period.
After the public notice, there is no protest and there is a protest after the public notice, but after investigation, it is considered that it meets the requirements, and the county foreign affairs office shall report to the county government for review.
Article 7 The county government shall submit the proposal of granting the title of “County Honorary Citizen” to the Standing Committee of the County People's Congress for deliberation and decision.
Article 8 After the Standing Committee of the County People's Congress has issued the decision to award the title of “Eligible Citizen of the County”, the county government shall issue the “Certificate of County Honorary Citizenship” and the badge.
Article 9 The honorary citizen certificate and badge shall be uniformly produced by the county government, and the certificate shall be signed by the county magistrate.
Article 10 "County Honorary Citizens" enjoy the following benefits and treatment while enjoying the same treatment as the citizens of the county:
Enjoy VIP privileges when you are invited to participate in major celebrations and other events held in the county;
Enjoy VIP privileges when importing and exporting shores;
The children attending the county school enjoy the same treatment as the citizens of the county;
Other courtesy and treatment prescribed by the county government.
Article 11 If any one of the following circumstances is awarded to the title of “Certificate of County Honorary Citizens”, the county government shall submit the proposal of renaming the title of “Honors of the County” to the Standing Committee of the County People's Congress for deliberation and decision:
Falsified in the declaration of the "County Honorary Citizen" title;
Damage to the public interest of the society, violation of social morality, and serious social impact;
Violation of laws, regulations, rules, etc., leading to major safety production accidents, environmental pollution, labor disputes, causing serious social impact;
Refusing to implement the legal documents in force for the people's courts and arbitration institutions;
Subject to criminal punishment;
There are other situations in which the title of "Honorary Citizen" should be restored.
Article 12 The unit where the honorary citizen is located has one of the circumstances listed in Article 11 of these Provisions. If he or she has direct responsibility, he shall restore his title of “Honors of County Honor” in accordance with these Provisions.
Article 13: State personnel who abuse their powers in the work of awarding the title of honorary citizen, falsify, neglect their duties, and engage in malpractices for personal gains shall be given administrative sanctions by their units or relevant departments; those suspected of committing crimes shall be transferred to the judicial organs for handling according to law.
Article 14 The awarding of the “County Honorary Citizen” title shall be no less than two years at a time.
Article 15: If the executive heads, parliamentary presidents, and international celebrities who visit the county's foreign friendship cities need to be awarded the title of “County Honorary Citizen”, Articles 4, 5 and 6 of these Provisions may not apply. And the provisions of Article 14.
Article 16 The County Foreign Affairs Office shall be responsible for the information management and daily liaison and service work of the honorary citizens, and organize honorary citizens to carry out investigations and research, special seminars, decision-making consultations and other activities.
Article 17 The relevant expenses for the honorary citizens shall be paid by the county finances and earmarked for special purposes.
Article 18 These Measures shall be implemented as of the date of promulgation.
Article 19 The county government authorizes the county foreign affairs office to be responsible for the interpretation of these Measures.
