We will implement policies and measures for the reform of the national and provincial medical and health systems, strengthen the government's functions of ensuring public health services such as maternal and child health, and comprehensively promote the development of maternal and child health. Health administrative departments at all levels should actively coordinate various medical and health institutions, do a good job in maternal and child health work within the scope of their duties, and form a joint effort to implement women's and children's development plans.

Strengthen the publicity of governments at all levels and relevant departments, raise awareness of the importance of maternal and child health work in relevant departments, and improve the support of various departments for maternal and child health work.認真組織全市衛生系統學習宣傳省政府“十二五”婦女兒童發展規劃,充分認識實施“兩規”的重要性和完成目標任務的艱巨性,把“兩規”實施與婦幼衛生重點工作及醫改重點工作相結合,確保“兩規”的順利實施。加強對廣大民眾的宣傳,使全社會都認識到實施“兩規”是保障婦女兒童健康、維護社會和家庭穩定、促進未來生產力發展的重要舉措,形成婦女兒童積極配合、全社會支持和參與婦幼保健工作的良好社會環境。
加大婦幼衛生經費投入。
在加大衛生經費投入的基礎上,調整衛生經費投入結構,最佳化衛生資源配置,加大婦幼衛生經費投入,確保婦幼衛生經費隨著經濟發展同步增加,婦幼衛生經費增長幅度應高於同期醫療衛生總投入的增長幅度。建立科學、穩定的婦幼保健機構經費補償政策,加大政府對婦幼保健機構的財政投入力度,政府應根據婦幼保健事業發展需要,足額安排婦幼保健機構所需基本建設、設備購置等發展建設經費以及人員經費、公用經費和業務經費,堅持政府在提供婦幼保健服務中的主導地位,確保婦幼保健機構的專業公共衛生機構性質。縣應設立重大婦幼衛生服務專項資金,預算安排農村孕產婦住院分娩補助、待孕婦女補服葉酸預防出生缺陷、適齡婦女宮頸癌和乳腺癌檢查、預防愛滋病梅毒和B肝母嬰傳播等重大婦幼衛生服務項目所需資金及必要的工作經費,並為擴大項目實施覆蓋面及提高財政補助標準提供經費保障。建立婚前醫學檢查、產前診斷和新生兒疾病篩查的經費補償政策,推進出生缺陷綜合防治工作的開展。加大婦幼保健科研和人才培養的投入力度。探索流動婦女兒童公共衛生服務經費補償機制,促進流動婦女兒童與本地婦女兒童享有均等化的婦幼保健服務。
健全婦幼衛生服務網路。
建立以婦幼保健機構為主體,綜合醫院和兒童醫院的婦產科、兒科以及城鄉基層醫療衛生機構的婦幼保健門診為基礎,相關科研教學機構為補充的婦幼衛生服務體系。
按照政府舉辦、獨立建制和省、市、縣三級設定的要求,完善各級婦幼保健機構設定規劃和建設標準,加快婦幼保健機構建設步伐,健全省、市、縣三級婦幼保健機構網路,省、市設定婦幼保健院,縣設定婦幼保健院或婦幼保健所,推進婦幼保健所向婦幼保健院發展步伐,確保到2019年婦幼保健機構健全率以及設定婦產科和兒科的婦幼保健機構比例達到省定目標。各級婦幼保健機構必須堅持婦幼保健機構以保健為中心、保健與臨床相結合的發展方向,具有獨立法人地位,進行獨立核算,並以婦幼保健院名稱進行事業單位法人登記。開展婦幼保健機構等級評審和評價活動,推進婦幼保健機構服務內涵建設,完善科室設定,加強基礎管理,規範保健服務,依法提供兒童保健、婦女保健、產科服務、新生兒科服務、計畫生育技術服務、婦女兒童常見疾病篩查與干預、重大疾病防治等公共衛生服務,到2019年,100%的婦幼保健機構達到標準化建設要求,提高婦幼保健機構的服務能力和管理水平。
健全基層婦幼衛生服務網路,改善鄉衛生院/社區衛生服務中心婦幼保健門診建設,充分發揮基層醫療衛生機構在婦幼保健中的網底作用。到2019年,所有鄉鎮衛生院達到省定建設標準, 50%的鄉鎮衛生院達到省級示範衛生院建設標準;100%村衛生室達到省定建設標準;鄉鎮衛生院對村衛生室實行一體化管理。所有的街道由政府辦好一所城市社區衛生服務中心,房屋、設備和人員達到省定建設標準。
合理劃分和調整各級婦幼保健機構之間以及與城鄉基層醫療衛生機構的職責分工和服務範圍,建立分工合理、逐級指導的業務合作關係,促進結構最佳化和服務水平的提高。
加強婦幼保健機構服務能力建設。
加強婦幼保健機構人才隊伍建設。按照國家有關每萬人口配備1名婦幼保健人員的編制標準,協調編制部門落實婦幼保健機構的保健人員編制,使保健人員的配備與婦幼保健院的功能任務相適應。原則上,市級機構保健人員要達到61-90人、縣級41-70人。各級婦幼保健機構的臨床醫務人員按照國家規定床位與醫務人員1:1.7的編制標準配備。加強婦幼保健重點專科建設和評審,引進和培養學科帶頭人。建立婦幼保健機構保健技術服務人員業務培訓和考核制度,通過高等教育、臨床進修、集中培訓、崗位培訓、繼續教育、遠程教育等方式培養婦幼衛生專業人才,提高各級婦幼保健機構人員的技術水平和管理水平。
加強基層婦幼衛生隊伍建設,確保每個社區衛生服務中心和鄉鎮衛生院按要求配備2名以上專職婦幼保健人員,採取激勵政策鼓勵和引導高校畢業生和優秀婦幼保健專業技術人員到基層工作。建立基層醫療衛生機構婦幼保健人員業務培訓和考核制度,將婦幼衛生知識與技能培訓納入基層衛生人員培訓規劃,開展以孕產婦、兒童健康管理以及出生缺陷三級防治措施等為主要內容的專項培訓。探索城市支援農村、大中型醫療衛生機構支援基層醫療衛生機構開展婦幼保健工作的機制,不斷提高基層醫療衛生機構婦幼保健服務能力。
充分發揮市級婦女保健、兒童保健、婦幼保健機構等級評審、基本公共衛生服務和重大婦幼衛生服務項目等專家技術指導組的作用,加強市級婦幼保健培訓工作,重點進行婦幼保健基礎知識、基本理論、基本技能、適宜技術、醫改政策和相關技術規範、托幼機構衛生保健、婦幼保健相關法律法規及管理技能等方面的培訓,提高各級婦幼保健從業人員的業務素質和管理能力。對各級各類助產技術服務機構尤其是基層醫療衛生機構有關人員進行助產技術、產科急救、新生兒窒息復甦等相關技術培訓,提高對孕產婦和新生兒危急重症的搶救能力。
強化婦幼衛生全行業管理
認真貫徹《母嬰保健法》及其實施辦法等法律法規。嚴格母嬰保健技術服務準入管理和日常監管,全面實行持證上崗制度,從事母嬰保健專項技術服務的醫療保健機構和人員持證執業率均達到100%,杜絕無證執業和超範圍執業現象,嚴厲打擊違法違規行為。依法加強婚前醫學檢查、產前診斷和遺傳病診斷、新生兒疾病篩查、助產技術、計畫生育技術、人類輔助生殖技術等母嬰保健專項技術服務監管,切實做到依法執業。加強對醫療保健機構B超和染色體篩查等技術服務的監管, 堅決制止非法鑑定胎兒性別和選擇性別人工終止妊娠行為,把治理出生人口性別比失調納入目標管理責任制,加大監管力度,努力控制出生人口性別比升高。強化對托幼機構衛生保健的日常監管和愛嬰醫院的長效管理,定期進行監督檢查,保障集體兒童和母嬰健康安全。依法規範《出生醫學證明》管理,進一步加強《出生醫學證明》的簽發、換髮、補發等證件管理工作。
實施婦幼衛生工作績效考核工作。按照《衛生部辦公廳關於印發全國縣級婦幼衛生工作績效考核實施方案通知》及《江蘇省婦幼衛生工作績效考核操作細則》要求,逐級進行婦幼衛生績效考核,提高政府對婦幼衛生工作的重視程度,推進婦幼衛生體系建設,規範實施婦幼衛生各項服務,促進婦幼衛生服務均等化。深入開展婦幼衛生先進縣創建工作,調動本地政府發展婦幼保健事業的積極性,推進相關政策落實、婦幼保健機構建設和各項婦幼保健工作的開展。
Fourth, the key work
1、婦幼保健機構能力建設工作。進一步完善婦幼保健機構設定規劃,按照省有關各級政府都有責任辦好一個婦幼保健機構的要求,督促廣陵區建有獨立建制婦幼保健機構,按照省要求完善婦幼保健機構設定規劃,落實政府責任,加快婦幼保健機構建設步伐。協商市財政局,設立婦幼保健機構建設市級專項資金。加強婦幼保健機構管理人員和專業技術人員的引進和培養,提高相關人員的技術水平和項目管理能力。
2、出生缺陷綜合防治工作。加強婚前保健、產前診斷和新生兒基本篩查工作,落實出生缺陷三級防治措施。廣泛開展出生缺陷防治健康教育和社會宣傳。採取免費婚檢以及“一條龍”、“一站式”婚檢服務模式推進婚前醫學檢查工作,到2019年以縣為單位實現免費婚檢全覆蓋。加強婚檢知識宣傳,規範婚檢服務項目,多部門合作,為提高婚檢質量和婚檢率提供便捷服務。實施農村育齡婦女孕前和孕早期免費增補葉酸項目,並逐步向城市適齡婦女推廣,擴大補服葉酸的覆蓋範圍,預防出生缺陷發生。健全產前診斷網路,規範產前診斷技術服務,提高篩查率和篩查質量,提高孕期出生缺陷發現率。完善新生兒疾病篩查網路,規範新生兒疾病篩查技術服務,提高篩查率和篩查質量,早發現、早干預缺陷兒童,提高確診病例治療率和康復率。
3、婦女病防治工作。以實施農村婦女宮頸癌和乳腺癌檢查項目為契機推進婦女常見疾病篩查和治療工作。加強婦女常見疾病篩查工作,規範檢查流程和技術操作規範,提高婦女常見疾病篩查質量和治療率。各級政府加大婦女“兩癌”檢查財政投入,設立“兩癌”檢查專項資金,在國家免費篩查試點地區的基礎上,進一步擴大“兩癌”檢查覆蓋面,逐步將城鎮適齡婦女尤其是未從業適齡婦女納入“兩癌”檢查範圍,力爭2019年全市實現全覆蓋,提高城鄉婦女“兩癌”早診率和早治率。同時,推進相關部門完善醫療保障制度,確保將參保婦女的婦科疾病診療費用納入城鎮居民基本醫療保險和新型農村合作醫療報銷範圍。
