Article 17 prohibits units and individuals from having the following acts:

Constructing buildings or structures within the safety protection scope of drainage ditch, pipe, pumping station, etc., stacking heavy objects and other dangerous urban drainage facilities for safe operation;

Damage, blockage, cover, landfill urban drainage facilities;

Dumping waste, dregs, manure and other wastes into drains, pipes, rivers, inspection wells, inlet wells or discharging toxic, harmful, flammable and explosive substances;

Theft or damage to urban drainage facilities;

Other acts that endanger urban drainage facilities.

Article 18 Units and individuals may not have the following acts without approval:

Demolition, relocation, and occupation of urban drainage facilities;

Add, rebuild, or expand urban drainage facilities or change drainage trends within urban roads;

Use urban drainage facilities for drainage.

Article 19 Any unit or individual that has made outstanding achievements in the maintenance, repair and management of urban drainage facilities and those who report violations of these Measures shall be commended and rewarded by the municipal municipal engineering department.

Article 25 Anyone who refuses or obstructs the administrative personnel of a municipal engineering facility to perform official duties according to law shall be dealt with by the public security organ in accordance with the provisions of the Regulations of the People's Republic of China on Public Security Administration Punishment; if a crime is constituted, criminal responsibility shall be investigated according to law.
