加強師德師風建設是全面貫徹黨的教育方針的根本保證,是進一步提高育人質量、辦好人民滿意教育的迫切要求。為全面貫徹落實《xx市xx區加強教師隊伍建設實施意見》和《xx區中國小幼稚園“園丁工程”實施方案》,切實加強教師隊伍建設,全面提高教師職業道德素質,強化教育系統行風建設,增強師德師風建設的實效性。根據東教黨〔20XX〕7號《中共xx市xx區教育局委員會關於印發20XX年師德師風建設活動實施方案的通知》,特制定拖布卡鎮中心學校20XX年師德師風建設活動實施方案。

以科學發展觀為指導,以深入開展創先爭優活動為主題,以構建和諧師生關係為主線,以深入推進素質教育、全面加強青少年思想道德建設、促進教育科學發展、促進學生全面發展為目標,以“敬業愛生、教書育人”為核心,以“德為人先、學為人師、行為世范”為準則,以提高教師思想政治素質、職業理想和職業道德水平為重點,強化師德教育,履行師德規範,不斷提高師德水平,努力鑄就一支忠誠於教育事業,熱愛本職工作,讓學生尊重、家長信賴、社會滿意的教師隊伍。

進一步提高教師的思想政治素質
引導全校教師認真學習鄧小平理論和“三個代表”重要思想,深入學習XXX總書記在全國優秀教師代表座談會上的講話精神,貫徹落實科學發展觀,牢固樹立正確的世界觀、人生觀和價值觀,以優良的思想政治素質影響和引領學生。
進一步樹立正確的教師職業理想
增強教師的職業光榮感、歷史使命感和社會責任感,以培養優秀人才、發展先進文化和推動社會進步為己任,志存高遠、愛崗敬業,自覺履行教書育人的神聖職責。
進一步提高教師的職業道德水平
大力弘揚艱苦奮鬥、無私奉獻、務實求真精神,進一步增強教師主人翁責任感,熱愛教育,熱愛學校,熱愛學生,盡職盡責,教書育人,自覺抵制社會不良風氣影響,廉潔從教,依法執教。
進一步規範教師的育人行為
教師的高尚言行、完美品德,是學生直接模仿和接受感化的重要來源。全面貫徹黨的教育方針,嚴謹治學,為人師表,精心育人,牢固樹立“以學生為本”的理念,全面實施素質教育,促進學生全面發展。

加強“三觀”教育,提高教師思想政治教育
認真貫徹落實黨的教育方針,忠誠於人民的教育事業,學習貫徹胡錦濤總書記在全國優秀教師代表座談會上的講話精神,牢固樹立正確的世界觀、人生觀和價值觀、嚴格遵守職業道德規範,以良好的思想政治素質和崇高的人生追求影響和引領學生健康成長。
加強師德教育,提高教師職業道德水平
認真學習貫徹《教師法》、《中國小教師職業道德規範》,貫徹落實“xx市教師十不準”和“xx區教師十不準”,明確師德建設目標,把師德教育工作作為教師繼續教育的重要內容,提升教師素質,使教師隊伍具備優秀的道德品質、良好的心理素質和規範的職業素養。
營造良好氛圍,健全工作長效機制
積極探索新形式下師德師風建設的特點和規律,提高師德教育的針對性和實效性,做到依法治校、依法治教,建立以德育人、甘於奉獻,熱愛學生、誨人不倦,嚴謹治學、精業勤業,團結協作、攜手共進,尊重家長、共同育人,廉潔從教,為人師表,明德惟罄,愛崗敬業的良好氛圍。
開展主題活動,落實建設具體措施
實施“共產黨員亮牌示範”工程,積極開展“比修養、比學習、比奉獻、比業績,爭創職業道德優秀,教育教學優良,學生家長滿意”的師德主題教育活動和“師愛進萬家”的專題活動,讓廣大教師成為“勤奮學習的模範、師德修養的模範、教書育人的模範、服務學生的模範、遵紀守法的模範”,使師德師風建設任務落到實處。
關心教師心理健康,提高教師心理調節能力
樹立“尊師重教、科教興區”良好氣氛,切實提高教師地位,尊重教師勞動成果、理解教師苦衷、減輕教師過重的社會壓力和心理負荷,創設一個融洽、溫馨、積極進取的工作環境,將教師心理健康教育納入目前實施的中國小教師繼續教育培訓,提高教師的自我心理調節能力,減小心理症狀出現率。
完善考核辦法,實現師德“一票否決制”
完善師德師風考核辦法,與教師簽定師德師風建設目標責任書,嚴格執行“xx區教師十不準”:
1.不準宣揚封建迷信和歪理邪說,傳播有害學生身心健康的觀點和思想。
2.不準參與賭博、酗酒等違反社會公德和職業道德的不健康不文明活動。
3.不準從事有償家教,違規從事校外教學、培訓輔導。
4.不準體罰、變相體罰學生或者出現其他侮辱學生人格尊嚴、侵犯學生合法權益的行為。
5.不準向學生推銷或變相推銷輔助材料、書籍和各類商品。
6.不準向學生、家長索要錢物,托辦私事。
7.不準擅自停課、缺課、上無準備之課和不布置、不批改學生作業。
8.不準上課時間接聽私人電話或與課堂教學無關的事。
9.不準弄虛作假、欺上瞞下、玩忽職守。
10.不準參加法輪功等邪教組織。
對有違反以上教師職業道德不良行為之一的,即實行師德“一票否決制”,年終考核為不合格等次。
Fourth, the implementation steps
廣泛動員,全面啟動階段
1. Activity content
①學校制定師德師風建設實施方案,3月9日召開教師代表會議,統一思想,提高認識,明確活動目標、任務和具體方法步驟。進一步提高全校教職工,特別是青年教師對加強師德師風教育活動重要意義的認識,規範言行,樹立良好師表形象的自覺性。
②各校點要結合實際,通過櫥窗、宣傳欄、廣播等載體進行廣泛宣傳動員,充分發揮學生家長及社會輿論的作用,積極營造良好的活動氛圍。
③結合實際,擬定和簽定師德師風建設目標責任書。
④黨員教師掛牌上崗。
自查自糾、民主評議階段
1. Activity content
組織教職工從思想和行為上回顧自己的從教經歷,對照以下標準進行深刻剖析,寫出書面材料。
