Community Owners Committee Duties


Part 1: Community Owners Committee Responsibilities

Convene and host the owners' meeting;
Selecting and appointing property management companies to enter into, change or cancel property management service contracts with property management companies;
Responsible for the renewal of relevant public maintenance funds and supervise their use and management in accordance with laws, regulations and regulations;
Review the budget and final accounts of the annual work plan and property management service fees proposed by the property management enterprise;
Listen to the opinions and suggestions of the owners and property users, and supervise the management service activities of the property management enterprises;
Implement resolutions and decisions of the owners' meeting;
Perform property management service contracts;
Supervise the implementation of the owners' conventions and property management systems;
Support the management service activities of property management companies;
Other powers conferred by the owners' meeting.
The matters stipulated in Items 2, 3 and 4 of the preceding paragraph shall be approved by the owners' meeting. The owners' committee may not engage in business activities.
The owners' committee shall accept the supervision, guidance and management of the property management administrative department. The administrative department of property management shall formulate the management rules of the owners' meeting and the owners' committee.
Therefore, when the owner has opinions on the property management company, he must first report to the owners' committee, and the owner's committee will take the initiative to act as the owner. They must not make self-assertion and take "unsanctionary measures" against the property management company.


Part 2: Community Owners Committee Responsibilities

1. Hold the owners' meeting or the owners' congress to report on the implementation of property management;
2. Selecting or appointing a property management enterprise to enter into, change or cancel a property management service contract with a property management enterprise;
3. The establishment of a property maintenance fund shall be responsible for the raising, use and management of the fund;
4. To verify the annual plan, financial budget and final accounts of the property management services proposed by the property management enterprise;
5. Listen to the opinions and suggestions of the owners and users, and supervise the management service activities of the property management enterprises;
6. Supervise the rational use of public buildings and public facilities;
7. Other duties assigned by the owners' meeting or the owners' congress.


Chapter 3: Community Owners Committee Responsibilities

Convene and host the owners' meeting to report on the implementation of property management;
Representing the owner and the property service company selected by the owners' meeting to sign the property service contract;
Implement resolutions and decisions of the owners' meeting;
Keep abreast of the opinions and suggestions of the owners and property users, urge the owners to pay the property service fees on time, supervise and assist the property service enterprises to fulfill the property service contract;
Supervise the implementation of the management statute;
Other duties assigned by the owners' meeting.


Part 4: Community Owners Committee Responsibilities

1. Convene and host the owners' meeting;
2. Implement the resolutions of the owners' meeting;
3. To propose to the owners' general meeting the amendments to the Owners' Convention and the Owners' Committee Constitution or other proposals;
4. Occupy, use and dispose of public property, and receive the proceeds of public property;
5. Occupy, use and dispose of public maintenance funds, and receive the proceeds from public maintenance funds;
6. Charge and control the property management fee;
7. Sign suppliers with water, electricity, gas, heating, etc., or with telephone, property management, cable TV, Internet, etc., or with social agencies such as law firms, accounting firms, notaries, etc. Exercise contractual rights, perform contractual obligations and assume possible legal liabilities;
