Article 2 Competition for employment is one of the methods for the selection and appointment of middle-level cadres in party and government organs. The middle-level cadres refer to the share-level cadres of the institutions within the township and county direct units. This method is mainly applicable to the selection of middle-level cadres of the county party committee and county government work departments, the middle-level cadres of the county people's congresses, the CPPCC offices, the middle-level cadres of the county courts and procuratorates, the township party committees, and the middle-level cadres of the government. The selection and appointment of middle-level cadres should vigorously promote competition. Whether or not to implement competition for employment is decided by the party committee of the unit.
Article 3 The selection of middle-level cadres of party and government organs through competition for employment is generally carried out within the internal organs of the Party, and may also allow persons who meet the requirements of their respective organs and institutions to participate as needed.
Article 4 The competition for posts must adhere to the principles stipulated in the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, adhere to openness, fairness, and impartiality, adhere to the combination of examinations and inspections, and adhere to the combination of individual wishes and organizational arrangements.
Article 5 Competition for employment must be carried out within the approved establishment and share-level cadre quotas.

Article 7 The competition for post-employment work shall be organized and implemented by the cadre department of the unit under the leadership of the party committee of the unit.
Chapter II Formulation of the Program, Registration and Qualification Examination Article 8 The implementation plan shall be formulated for the competition. The implementation content includes guiding principles, competitive positions, qualifications, selection scope, method and procedure, scheduling, organizational leadership and disciplinary requirements. The implementation plan should seek the opinions of the cadres and the people, and the party committee will discuss and decide.
Article 9 After the implementation plan is determined, the main contents shall be announced in the organ and the relevant units.

Article 11 Those who sign up for competitive posts and voluntarily report to competitive positions may only report one volunteer or other volunteers. During the registration process, the applicants should be allowed to check the registration status of each position, and the registration personnel can adjust the positions they have reported within the specified time. Chapter III Written Examination and Interview Article 13 A competitive examination shall be conducted, and a written examination, an interview, and a quantitative scoring shall be conducted. Written examinations and interviews may be based on the "Outline of Open Selection and Competition for Party and Government Leading Cadres", combined with the actual and internal business characteristics of the institutions. The written test and the interview should be notified to the person after the interview.
Article 14 The written test mainly tests the basic knowledge necessary for competitors to perform their duties as a competitive position, as well as the ability to conduct research, synthesis, writing, and text expression. The written test is generally organized and implemented by the unit.
Article 15 The interview mainly tests the basic qualities and abilities necessary for competitors to perform their duties as competitive positions, and shall adopt appropriate evaluation methods as needed.
Article 16 The interview shall be conducted by the interview team. The interview team is generally composed of the leadership of the unit, the county party committee organization department, the county personnel bureau, the relevant unit leaders and experts, generally not less than 7 people. The interview team members should select those who are fair and decent, policy theory or highly qualified and familiar with the relevant business. Chapter V Appointment Article 24 The Party Committee shall collectively discuss and decide the candidate to be selected according to the results of the written test, interview, democratic evaluation of the competitors and the investigation. Determining the candidate's proposed position should respect the volunteers I have reported. If necessary, on the basis of listening to my opinion, the organization can be uniformly adjusted. For positions that do not have suitable candidates, the party committee may decide to temporarily vacancies.
Article 25 The proposed candidate shall be publicized in accordance with the relevant provisions of the public notice before the appointment. The publicity time is generally 7-10 days.
Chapter VI Discipline and Supervision Article 26 Competition for posts must strictly implement the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government and these Measures, and observe the following disciplines:

Those who participate in the competition must treat the competition correctly, do not allow fraud, and engage in unorganized activities such as canvassing.
Disciplinary actions in competition work shall be organized or disciplined in accordance with relevant regulations. If the circumstances are serious, it may be declared that the result of the competition is invalid, and the responsibility of the relevant personnel shall be investigated.
Article 27 The party and government organs must be supervised by the organization department of the county party committee, the county personnel bureau, and the county discipline inspection agency, and accept the supervision of the party organization and the discipline inspection agency of the unit, and accept the supervision of the cadres and the people. Cadres and the public have the right to report and appeal to the party organization or the organization department or the discipline inspection agency for violations of discipline in the work of competition. The receiving department shall conduct investigation and verification in a timely manner in accordance with relevant regulations.
Chapter VII Supplementary Provisions Article 28 Trade unions, the Communist Youth League, the Women's Federation and other people's organizations and institutions affiliated to the party and government organs shall implement the competition for employment, which may be implemented with reference to these Measures.
Article 29 These Measures shall be interpreted by the Organization Department of the County Party Committee.
Article 30 These Measures shall be implemented as of the date of promulgation.
