According to the characteristics of the project, the tight schedule, the arduous task, and the heavy responsibility, carrying out the labor competition activities is an important means to mobilize the construction workers' enthusiasm for construction and quality, and to complete the Olympic construction project of the National Convention Center. To this end, the General Contracting Project Department has specially formulated the management methods for the on-site labor competition of the National Convention Center:
First, the guiding ideology
In the whole construction process of the National Convention Center project, around the realization of the “one insurance, three creations, four outs, five realizations” project construction objectives, the overall advantages of the Group's general contracting project department will be brought into full play, and the full coverage and full-stage staff will be carried out in stages. Through the whole process of construction and production, and various forms of labor competitions, fully mobilize the enthusiasm and creativity of the participating units and the majority of participating workers, work hard, fight for the first, unite and cooperate, take care of the overall situation, and make new contributions to the Olympic construction. .

Third, participate in the scope of the labor competition
All the branches of the general contracting project department participate in the construction of employees, including self-employed workers and external teams.
One branch and two divisions are the main units. Before each battle, the military contract is signed with the general contracting project department. The evaluation contents are in accordance with all the items in the attached table.

Fourth, the content of the labor competition
In order to ensure the realization of the overall objectives of the National Convention Center project, the labor competition mainly includes five aspects: project quality, schedule of construction, safe and civilized construction, cost management, and logistics management.
1. Engineering quality competition: Quality management and engineering quality are the main contents, including: engineering quality, quality assurance data, quality assurance system, etc., to ensure the realization of the project quality objectives through competition.
2. Progress schedule competition: According to the overall requirements of the construction period plan, the progress plan of the main construction stage shall be formulated to carry out the competition. Each division shall, in combination with the actual project, formulate the progress plan of the project part by sub-site and sub-project, and carry out specific competitions. Ensure the progress of the project.
3. Safe and civilized construction competition: based on the safe production and civilized construction management system, including organizational leadership, system construction, data management, post responsibility system, labor protection, employee education, and implementation of green construction environmental protection programs.
4. Engineering cost management competition: Whether the implementation of the cost management system is implemented and implemented; whether the cost forecasting, pre-control, process analysis has records, whether to reduce consumption, reduce expenditure measures, and implementation; whether the budget items and work processes are clear and accurate Whether the contract management is timely and perfect; whether the various management systems of labor, machinery and materials are established and implemented, and the implementation is carried out, and whether the various fees and expenses are reasonable and clear is the main content of the competition.
5. Logistics support, comprehensive management, and on-site ideological and political work competition: based on the logistics management work plan, comprehensive management plan, and on-site ideological and political work plan, including: on-site staff canteen, medical care; office area health, office environment, office Supplies supply; management of dormitory, canteen, bathroom, toilet, sanitation, etc. in the living base; construction of workers' home; security and security of the site and living base, traffic safety, fire safety; ci image, labor competition, sunshine project, party group Trade union construction, youth commando construction, publicity and education, personnel training, creation of learning-type corporate activities, and communication reports.
In addition, as part of the labor competition, the annual year-end general contracting project department will organize the selection of advanced units, advanced collectives, advanced employees, outstanding party members, outstanding young intellectuals, post management experts, outstanding youth commandos and advanced external teams. V. Competition method
The labor competition leading group of the General Contracting Project Department, according to the five competition contents, according to the five-level progress plan, unifiedly launches, unified standards, unified requirements, unified inspection, unified evaluation, and unified rewards and punishments for the labor competition activities of the participating construction units. The participating units shall, according to the competition and deployment of the labor competition leading group, carry out the labor competition with specific objectives, clear indicators and various forms in accordance with the specific projects undertaken by the respective construction teams.
Sixth, the competition evaluation workflow:
According to the project progress plan and various economic and technical indicators deployed by the General Contracting Project, according to the five competition contents, the Leading Group of the Labor Contracting Work of the General Contractor will take the lead in conducting periodic inspections and assessments of the competitions of each branch. Note: The time spans of different campaigns are different. In general, the scoring period is month. According to the different campaigns, the number of times and the period of the score can be adjusted. The required period is ≤ 1 month.
Seven, competition evaluation qualification veto project
1. Engineering quality. Mainly controlled by the General Technical Quality Department, major quality accidents occurred within the quarter, and the qualifications for this quarter were cancelled.
2. Progress of the construction period. Controlled by the General Construction Management Department, the quarterly progress plan or image part plan was not completed, and the qualification for this quarter was cancelled.
3. Safe production and civilized construction. It is controlled by the General Contract Safety Supervision Department, the General Office, and the Business Accounting Department. In the event of a major safety accident within the quarter, the frequency of minor injuries exceeds 0.5‰; if the construction is not in accordance with environmental protection requirements, the government department will impose a fine; the material management and labor management will be violated. If the relevant regulations cause adverse effects to the enterprise or cause economic losses, the qualifications for this quarter will be cancelled.
4. Engineering cost management. Controlled by the General Accounting Business Accounting Department, there were cost losses, unrealistic accounts, unrealized cost responsibilities, and irregular management of labor machinery materials to cancel the qualifications for this quarter.
5. Logistical support for comprehensive management of ideological and political work. Controlled by the General Office of the General Contractor, all major food and gas poisoning incidents, major accidents or major malignant security cases, fire accidents, and major violations of law and discipline will be disqualified.
In the process of construction, serious quality accidents or project progress are not completed according to the progress plan issued by the superior, resulting in delay in construction period.
In the event of any other major accident that caused serious damage to the project and caused adverse effects to the company, all competition qualifications were cancelled.
In the process of construction management, if the individual evaluation criteria are not met, the general contracting department shall deduct points at the discretion of the package until the individual qualification is cancelled.
Eight, the assessment and reward of the competition
1. The examination of the labor competition adopts the combination of the campaign evaluation and the monthly assessment. The campaign is mainly based on the monthly supplement.
The time of each campaign will be determined separately in the military order based on the master plan and the specific construction conditions. The principle is not to break through the master plan. If a certain battle is delayed, punishment should be given, and in the next battle, the work will be returned to the master plan; if a battle is to be awarded in advance, the master plan will be adjusted according to the actual situation.
The campaign and time are initially determined as follows:
(1) The first battle is: based on the rooting campaign

Project: The foundation pile construction is completed, the earthwork is finished and the slope is finished.
(2) The second battle is: ground-based defense battle
Time: ~ June 1st - ~ July 1st.
Project: The root of the slope is finished, the troughing, snoring and cushioning are completed.
(3) The third battle is: the basic battle
Time: ~ July 2nd - ~ October 1st.
Project: Waterproof construction is completed, protective layer and bottom plate are completed, 60% of -2 layers are completed, and 2% of -1 layers are completed.
