Article 3 Scope of Competition Positions: All the party and government middle-level cadres except the department-level leadership positions appointed by the relevant departments at the higher level.
Chapter II Competitive Qualifications and Appointment Procedures Article 4: Basic Conditions for Competing Personnel:

Article 5 In addition to the basic conditions of Article 4, the qualifications for the position in which you are working must also have:

Article 7 Appointment Program
1. Steps: Adjustment of the department-level organization → Determine the number of positions in the middle-level cadres of each department → Publish the competitive positions → Competitors fill out the competitive bids → Qualification review → Determine the formal competitors 漾 Organize the department inspection → The party committee determines the hiring person to be publicized → Appointment


2. The contestant fills in the competition form. Within the specified time, the competitors themselves will post the job competition book to the ballot box, and each person will be limited to three volunteers.
3. Qualification review. The organization department conducts qualification examinations for the applicants and summarizes the candidates for each position. According to the announcement, the competitors can make an adjustment to their original positions. After the second round of qualification review, the school will summarize the final application status of each position and determine the formal application of the person.
4. The party committee decides the person who publicly pleads according to the number of positions and the specific conditions of the candidates.
5. When the school is appointed, if there are factors such as insufficient maturity, it will be based on the needs of the work and combined with individual volunteers. The corresponding hiring staff can be hired as the deputy to preside over the job, and those who apply for the deputy can be hired as agents. Deputy or assistant position.
Chapter III Employment Period and Treatment Article 8 The employment period of the middle-level cadres is 3 years. New jobs can be arranged according to the organization program, as needed for the job. The annual target responsibility system management is implemented during the employment period.
Article 9 During the term of employment, the employed persons shall enjoy the various treatments of the positions they are employed.
Article 10 The original identity of the employed person shall remain unchanged, and the original status shall be restored after the expiration of the appointment or dismissal.
Chapter IV Re-employment, Dismissal, and Re-employment Article 11 The expiration of the appointment period may be renewed upon passing the examination and the work needs.
Re-employment program: The cadres who are working in the department are advised by the organization department, and the party committee studies and decides; the deputy and assistant-level cadres are recommended by the department, and after the inspection and pre-trial of the organization, they report to the party committee for research and decision.
Article 12 Dismissal. Can be dismissed if one of the following conditions is met.
1. The annual responsibility target has not been completed during the employment period.
2. Dereliction of work causes the school or department to suffer large losses.

4. The assessment results during the employment period are below the basic professional titles.

Article 13 Resignation. I can submit a resignation to the school in one of the following circumstances:

Resignation Procedure: An individual submits an application for resignation to the Organization Department to clarify the reasons for resignation. The school will give a decision to agree or disapprove of the resignation within one month of receiving the application for resignation and will reply to me.
Chapter V Other Matters Article 14 Positions and Treatment of Unemployed Middle-Level Party Cadres: Anyone who has the qualifications of a teacher shall be transferred to a full-time teacher position to teach and enjoy the treatment of the corresponding full-time teachers.
