Article 5 The object of the hearing. Chapter III Villager Representative Meetings Article 8 The villager representative meeting is composed of villager representatives, members of the village “three sets of teams”, village group leaders and representatives of the people's congresses at all levels in the village. Industrial electricity can't be mixed with domestic electricity. Every household must pay 0.2 yuan per month for the social welfare fund. The village committee entrusts the town's power supply office to collect it.
Article 13: Male villagers aged 18 to 60 years old living in the village and female villagers aged 18 to 55 years old must bear the volunteers and labor accumulation workers. When the villagers cannot work for any reason, they can use the funds to do the work. The use of funds raised by the village committee for public affairs and public welfare undertakings and income and expenditure accounts are announced to the villagers.
Chapter VI Planning and Birth Management Article 14 The village planning and childbearing work shall be the overall responsibility of the village party branch secretary and the village committee director. Article 15 All the villagers living in the village, including the foreign temporary residents, must abide by the national plan and birth policy and obey the management of the village's planned births. Article 21 Strictly use electricity and water management, prohibit stealing electricity, stealing water, and not laying electricity and water pipelines privately. The villagers shall perform the various charging regulations issued by the village committee. The heads of the teams cooperate with the coordination work. Article 24 If a foreigner resides in the village, he shall register with the resident population management registration station outside the village. Villagers in this village are not allowed to stay in privately held persons. If the illegal personnel are provided with illegal criminal conditions or sheltered places, the case shall be handled by the village committee as appropriate or submitted to the judicial organ for treatment according to the provisions.
Chapter VIII Land Management Article 25 All the land in the village area is collectively owned and managed by the village committee. The land contractor and the legal user have the right to use and have no ownership.
Article 26 Enterprise units and individuals building land must comply with the following regulations:
1. According to the planning permission of the village and town, the villagers must build a house in accordance with the Land Administration Law.
2. It is necessary to meet the conditions for the construction of villages and towns and the land for examination and approval. The applicant shall apply to the village committee, and after the approval of the village committee, go to the town government land management department to handle the relevant formalities, and pay the public welfare fee to the village committee. 50 yuan per room.
3. After the construction of the house has been completed, all the land use procedures will be reported to the village committee 3 days before the construction. The village committee leader and the township landlord will go to the site to build the pile according to the approval location and area.
4. Article 28 Collectively owned agricultural land shall be contracted and used by village economic cooperatives to the villagers of the village, and shall be supervised by villagers' committees and villagers' groups.
Article 29 The contractor consciously pays the national agricultural tax and pays the land contracting fee in accordance with the provisions of the contract. The river and land are first handed over the land contract before the contract, otherwise the contract is terminated.
Chapter IX Administrative Affairs Management Article 30 While handling the autonomous affairs of the village, the village committee shall actively assist the people's government of the town to complete the tasks of conscription and superior distribution.
Article 31 The village committee shall regularly open all village affairs, not less than four times a year, and accept the supervision of the people.
Chapter X Maintenance and Management of Public Facilities Article 32 In order to protect the environmental sanitation and the management of public facilities, and consciously abide by and protect the public facilities of the image engineering facilities of the village, no debris or buildings are allowed on the village road. Chapter XI Financial Management Article 34 The financial work of the village shall be managed by the economic cooperatives.

Article 40: Establish a village financial auditing system. Article 41 The collective lending to the assets and cash of enterprises and individuals, the two parties sign a good contract, and at the same time, the asset mortgage procedures are completed.
Article 42 The village-level financial management shall implement the town accounting agency system, and the village-level finance shall accept the supervision and management of the town accounting agency.
Chapter XII Supplementary Provisions Article 43 In order to strengthen the transparency of village affairs management work, extensively listen to the opinions and suggestions of the villagers and establish a village affairs public column. The contents of the village affairs disclosure column include the relevant villagers’ representative meeting in the implementation of the Articles of Association. Article 44 The "three committees" of the village may, in accordance with the relevant rules and regulations of the relevant provisions of the Articles of Association, but may not be inconsistent with the provisions of the Articles of Association.
Article 45 These Articles of Association are inconsistent with national laws, regulations and policies and are implemented in accordance with state regulations.
Article 46 The Articles of Association shall be implemented as of the date of adoption on the day of XX, and any changes shall be approved by the villagers' representative meeting.
