Urban waste problem


With the development of the economy, the increase of population, the expansion of cities and the improvement of consumption standards, the amount of urban domestic waste is increasing, and the problem of urban garbage is becoming increasingly severe. According to statistics, China's urban solid waste pileup has reached more than 7 billion tons, and the land occupied is about 600 million square meters. In 2000, 668 cities nationwide cleared about 250 million tons of domestic garbage, and the annual growth rate of 8%-10% increased year by year. About 200 cities were in the middle of garbage pollution. The rapid growth of urban waste has become one of the four major environmental pollutions facing China.

According to statistics, in 2003, the population of Dezhou City was 530,000. In addition to the floating population, the total amount of daily garbage has reached 1,000 tons. The large amount of garbage has seriously affected the economic development of Dezhou City and the physical and mental health of residents, and it has become an urgent need to solve the problem. One of the problems. In recent years, the collection, transportation and disposal of garbage in our city have invested a lot of manpower, material resources and financial resources, and have achieved certain results. However, as a whole, it still cannot adapt to the needs of urban construction, urban management and urban environment. Solving garbage problems requires finding new ways.

First, comprehensive governance is fundamental. At present, the international trend of dealing with garbage is “integrated waste management”, which is to mobilize all the people to participate in the three R actions to reduce waste, make the best use, and recycle. When consumers in society as a whole do, the total amount of household waste will be greatly reduced. Comprehensive waste management should start from the source, so that thousands of households and every citizen can recognize that they are victims of pollution, producers of pollution, and should be the governors of pollution, thus minimizing the amount of garbage. The waste generated is scientifically processed by classification, sorting, incineration, and so on, making it resource-friendly and harmless.

Second, adjust the management system. In accordance with the principle of separation of government and enterprise, separation of main management and the overall requirements of “two-level government, three-level management, and four-level network”, we should choose countermeasures suitable for the situation and practice stage of our city, and establish scientific and reasonable, clear responsibilities and strong control. Management, operation, and supervision of the three-in-one sanitation management system, and strive to establish an operational mechanism that not only meets the requirements of the socialist market economic system, but also conforms to the law of environmental sanitation development, so as to ensure the coverage of the whole city, seamless management, and ensure urban environmental sanitation. Significantly changed.

Third, expand the funding channels. At present, the source of funds for the sanitation industry in our city mainly depends on the government's financial allocation, and part of the administrative fees. The basis for broadening the funding channels and introducing the enterprise competition mechanism is to implement an effective garbage charging system. Financial appropriations can no longer meet the needs of market economy development, and paid services and “polluter burden” are the inevitable result of market economy behavior. At the same time, we must cultivate an environmental protection market, develop an environmental protection industry, and guide enterprises and individuals to participate in environmental protection through market-oriented approaches to achieve diversification of investment. In this way, investment channels can be smoothed, financial difficulties can be solved, and the public can be environmentally friendly.
