3. Integrity education and inner-party supervision have been strengthened, but the supervisory functions of the party organizations have not been fully utilized.

There are even some abnormal phenomena in which some leading cadres of the organs do not participate in the party organization life of the party branch. The responsibility for supervision is unknown.
