I. Current status and general situation of vocational education in Fengxian District:

In 2004, there were 58 schools and training institutions of all levels of adult education and vocational education. Among them, there are 2 directly under the Education Bureau, 7 township schools, 1 Fengxian Branch of the Municipal Senior University, 3 departments and departments, and 45 social schools. The total number of undertakings reached 286,138, a net increase of 90,000 from the previous year. Moreover, the level of running a school is moving high and the focus is more prominent. At the same time, it has basically formed a diversified, multi-specified and diversified situation, which reflects the characteristics and direct effectiveness of the multi-functional education of vocational education, and the irreplaceable role of other education. Second, achievements and basic experience:

Adult education and vocational education have always combined the needs of Fengxian's economic and social development for talents, continuously deepening reform and development, pioneering and innovating, seeking truth and being pragmatic, and creating a new situation of Fengxian talent training and labor training. After active exploration in recent years, certain experience and characteristics have been formed in the vocational education work:

1. The school-running system presents a diversified good posture.

After years of hard work, we have consolidated and improved the three-level school-running network based on the district-educational center, the township-to-school school as the hub, and the community and village-run schools. The opportunity of the key construction projects of the vocational schools has seized the opportunity of the adjustment of the administrative divisions of townships and towns, and seized the opportunity of the "Private Education Promotion Law" and its "Regulations" successively introduced and implemented, and promoted the reform of the vocational education system. In 2004, it achieved a qualitative breakthrough, and formed a pattern of government-led, industry-independent, and socially-involved school-running systems.

First, the connotation construction and development of Fengxian Middle Professional School has a new improvement. As a modern and exemplary secondary vocational school in Shanghai, the school successfully passed the assessment of the key construction of Shanghai 100 schools and the re-evaluation of national key secondary schools, and actively carried out the establishment activities of the Shanghai Municipal Code of Conduct Model School. It has become a bright spot in the field of vocational education in our district and even in Shanghai. Grasping the industrial structure adjustment of Fengxian and the implementation of the "three concentration" strategy, adjusting the professional setting of secondary vocational schools, aiming at the rise of various industrial development zones, foreign-funded enterprises and private enterprises, and actively training a large number of intermediate-level professionals and laborers. At the same time, it has successfully cooperated with higher vocational colleges such as the Shanghai Trade Union Management Cadre College, laying the foundation for resources and management for the extension of higher vocational education, and the student has certified the professional construction, and has become a professional applicant for computer application. It is a key specialty in Shanghai. What is more worthy of attention is that the school pays attention to the quality of education and builds brand advantage. In 2004, it effectively controlled the participation and scale of the off-campus school, and the employment rate of graduates reached a record high of 98%.

Second, the functional construction of the district adult education center has been strengthened. The school has fully played a role in the demonstration and leading role of vocational education in the region. Among them, the status of TVU as a training base for higher education and shortage of talents in the district has been fully established, and the scale of the business has been expanding. The entire center is the leading government. The effective mechanism of regionalization has effectively promoted the improvement of the overall level of vocational education in the region.

Third, the layout adjustment and functional positioning of township adult schools are progressing smoothly. The resource combination has been optimized, the school strength has been enhanced, and the conventional management has been improved. Fourth, departments and industry-run institutions have stepped up efforts to promote socialization and standardization. The departments of agriculture and gynecology, engineering and technology schools, staff training schools, construction training centers, and other industries have broken all the limitations of departments and industries, and have taken advantage of their respective resources and professions. They are facing the society and carrying out various education and training activities for me. The district's employee job training, vocational skill reserve training and continuing education of agricultural service system personnel have made positive contributions, and also created a new situation for the construction of modern enterprise education system. At the same time, due to the active participation in the social training market competition, the students' awareness, quality awareness and brand awareness have been further enhanced, and standardized management has been further strengthened.

Fifth, the private non-degree education institutions are developing healthily. In accordance with the 16-word policy of “active encouragement, strong support, correct guidance, and management according to law”, the support and management of private non-academic education institutions have been increased, including: “Implementing the Law on the Promotion of Private Education and Promoting the Health of Private Education” The series of activities such as the development of the theme of the show and the legal publicity week; organized the post training of the school dean and the archivist, established and improved the long-term management mechanism for the grade assessment of the school level and its social publicity. At present, there are 45 such schools in the district, including 8 A-level schools, and a number of advanced models have emerged. For example, last year we accepted the spot check of the A-level school by the Municipal Education Evaluation Institute, which was fully affirmed and highly evaluated, and was promoted by the Municipal Education Commission as a model in the city. 2. The construction of a learning community presents a good momentum of overall ascent.

Community education is booming. According to the overall goal and deployment of the construction-learning city proposed by the municipal party committee and the municipal government, combined with the adjustment of the township administrative divisions in our district, the adult schools in each town have added the community school brand and established a community school led by the town party committee and government leaders. The school council has implemented the functions and tasks of community education. At the same time, it actively fostered the community education points of the village, and actively cultivated learning enterprises, learning teams and learning families, thus initially forming a lifelong learning network based on various learning organizations and carriers, and continuously satisfied the residents. In vigorously promoting the construction of a learning-oriented community, the city government's old-age education practical project in our district was successfully completed, and the goal of setting up a district old-age university and improving the old schools of Nanqiao, Fengcheng and Zhuanghang three towns was realized. The learning environment has been greatly improved, and the district’s senior university as the leader, the town’s old school, and the village’s senior school’s three-level old-age education network have been formed, which has enabled the district’s elderly education coverage and participation rate for the elderly. We have always established a "learning" community and raised the overall quality of the citizens of the district as the highlight of the reform and development of vocational education. In the past three years, nearly 600,000 people in the region have participated in study, training, and training. Education for the elderly, women's education, peasant education, employee education, party member education, cadre education, and industry training are flourishing. The establishment of a learning society is developing in depth. .

At present, there are community schools in 7 towns in the district, which organize citizens of different ages and stages in the district to participate in various types of education that they need, and promote adult public welfare and recreational education and training. 3. Farmers' citizenship training presents a good trend of both project and career.

Based on the height of “agriculture, rural areas and farmers”, we will implement the strategy of developing the region through science and education. Focusing on the goals of agricultural development, rural stability, and peasant prosperity, we will use the specific projects as the starting point to implement the organic integration of the “Zhuyuan Project” and the “Wanjiafu” project. Planting, aquaculture, “name, special, excellent, rare” practical new technology training for agricultural and sideline industries, which is a major feature of our district's education and training for agricultural workers over the years. In recent years, according to the new situation and new requirements for realizing the peasant citizenization, education and training in this aspect of reform and development is a major subject that must be studied and explored. Therefore, while continuing to use 18 adult training schools as the carrier, 18 technical training and promotion projects were implemented, and relying on the district agricultural and peasant schools, the 10,000 farmers training practical projects of the district government were implemented, and the completion rate reached 143.1%. Its content has also shifted to focusing on green agriculture and efficient agriculture, and has won more than a thousand people a green certificate. 5. Deepening the teaching and scientific research reform presents a good trend with the focus on promoting the professional development of teachers.

What is even more gratifying is that we have focused on the professional development of vocational education teachers and actively carried out sub-project research on national education planning topics. After nearly a year of research and practice, the research on the countermeasures to support the development of teachers' diversified professional development has been basically completed, and the research on the regionalized management mechanism for the professional training of adult education teachers in the Adult Education Center, Fengxian The secondary school's "Strategy Research on the Professional Development of the Vocational School Teachers with the Scientific Outlook on Development" and the "Strategic Study of the Specialized Teachers of Adult Schools in Nanqiao Town".

Third, the difficulties and problems faced by vocational education:

At present, the vocational education in our district has achieved certain results, but compared with the actual needs of Fengxian's rapid economic development and profound social transformation, there is a considerable gap in terms of training concepts, organization and management, assessment and evaluation, and capital investment. There is still a big gap between Fengxian and the first to achieve education modernization. The specific performance is that the overall management at the regional level needs to be further strengthened. In particular, the establishment of a comprehensive organization for the overall management of adult education, vocational education and community education has become a top priority; The development level of township adult schools is not balanced, and the degree of modernization is not high; farmers' citizenship training and training of vulnerable groups lack support atmosphere and support; the level, professional and structural layout of private non-academic education institutions are not reasonable, and the social atmosphere of running schools is Not loose; wait.

1. The government-administered and multi-participating vocational education management system is not perfect. 2. The construction of adult schools in the town is obviously weak and the development level is not balanced. The town government should assume that its duties and obligations are not in place. After the adjustment of the administrative divisions at the town level, there is still one adult school that has not solved the problem of independent establishment. The problem of the establishment of adult schools has not yet been implemented. Four adult schools are located in the community, which brings inconvenience to the normal development of the work.

3. Insufficient investment in education and training. The training facilities and equipment are seriously lacking, and they are old and obsolete. It is difficult to adapt to the high-level adult continuing education and the cultivation of middle and senior vocational and technical talents.

4. The personnel training and training planning of the relevant functional departments are not perfect. All towns, committees, offices, and bureaus should plan for personnel training and cadre training in this department. However, many departments lack talent awareness and training measures, and even have no plans. The concept of talents and human resources development is extremely weak.

5. Vocational skills education, employment and reemployment training and the existing enterprise employment system are not suitable. In order to reduce costs, enterprises are not standardized in employment, and they are not certified to work, which significantly reduces the quality of employees, but lacks effective labor supervision. Many enterprises neglect the training of on-the-job employees. According to the state's regulations, employee training funds are not retained in the cost. Even if they are used for other purposes, the company's staff training will not be put in place, and the relevant functional departments will not audit the enterprise's vocational education funds. Supervision. The "labor access system" has been slow to advance.

8. The study of the whole people has not yet received the repercussions of the society. The overall improvement of the public has not received the attention of some leaders and departments. The concept of lifelong education lacks the direction of public opinion.

Fourth, countermeasures and measures:

1. Correctly establish the strategic concept of “revitalizing the region through science and education” and “strong areas for talents”. Developing vocational education is an important factor in implementing the scientific development concept. It is also an important practice for a learning society that forms a nation-wide learning and lifelong learning. It is also an important measure to build a socialist harmonious society. The district government shall include the education and training work of the town governments and functional departments as one of the content assessment contents of the year-end cadres. The functional departments of the town governments, committees, offices, and bureaus must formulate personnel training plans and implement training and training measures. All departments must have full-time education leaders and school cadres to increase the guidance and supervision of enterprise, industry employee education and new farmers training, and solidly promote the cultivation of talents and the improvement of cadres and workers.

2. Establish and improve the management system for all employees in government planning, multi-participation, and district-level management. 3. Effectively increase the investment in vocational education funds. According to the funding channels set by the state, it is necessary to ensure that:

1.5-2.5% of the total salary of the employees shall be allocated to the adult schools in full use by the authoritative and legal departments, and must be audited at the end of the year;

4. Further integrate educational resources in the region. Focus on building national and municipal key secondary schools, actively promote the innovation of vocational education, school-running mode and school-running mechanism, adjust the professional establishment of professional posts, and continuously meet the needs of Fengxian emerging industries and pillar industries for talent shortages. The university's teachers, equipment, humanities environment, school-running philosophy and other high-quality resources will play a unique advantage in promoting vocational education in the region. Expanding foreign cooperation in running schools will enable the development of vocational education in our district to develop in the direction of scale, intensification and chain.

5. Strive to change the weak situation in the construction of adult schools in the town. We will conscientiously implement the "Opinions of the Ministry of Education on Further Strengthening Adult Education in Rural Areas" and the "Opinions of the Shanghai Municipal People's Government Office of the Municipal Education Commission and the Municipal Agriculture Commission on Further Strengthening the Education Work in the Suburbs of the City", and forward it as soon as possible. 6. Do a good job in rural labor transfer training and actively promote employment and reemployment training. Increase the skills and technical training for socialized post-employed personnel. 7. We must pay full attention to the basic education of migrant workers. Strengthen the comprehensive management of relevant functional departments from the entrance, and organize the vocational schools to increase the training according to the principle of who is responsible for the training. We will conscientiously run community schools in various towns, clarify the substantive development goals, and establish a community college in Fengxian District.
