Introduction

The "Decision on Several Major Issues Concerning the Construction of a Harmonious Socialist Society" adopted by the Sixth Plenary Session of the 16th CPC Central Committee pointed out that China is in a critical period of reform and development. How to deeply understand the stage characteristics of social development, proactively explore new paths of building a harmonious society, and constantly promote urban harmony through community harmony, and thus promote the harmony of the whole society, has become an urgent practical problem facing the central and local governments. This project is based on the long-term study of urban community construction issues by project team members, guided by the scientific development concept, and carries out interdisciplinary, systematic and comprehensive investigations on the status quo, characteristics, problems and countermeasures of urban community development. the study.
From November 29th to December 1st, 2006, the Mianyang Community Construction Research Group of the School of Public Administration of Southwestern University of Finance and Economics went to Mianyang City for on-the-spot investigation. This research report summarizes the research situation and proposes some exploratory countermeasures and suggestions for the community construction in Mianyang City.
At present, the community construction in Mianyang City has achieved gratifying achievements. In Mianyang City, there are 396 community neighborhood committees in 19 sub-district offices. At this stage, there are one “National Community Construction Demonstration Zone” and “Provincial Community Construction Demonstration Zone”, and two municipal community construction model towns. The level community built 10 model towns and 52 demonstration communities. There are 5 “National Top 100 Learning Community”, “National Youth Civilized Community”, “National Civilized Demonstration Community”, 25 “civilized communities” and “advanced communities” at the municipal level, but there are still some problems.
With the help of relevant leaders and staff, we extracted three major groups from 131 community committees in the main city of Mianyang by listening to work reports and field research, random interviews and quantitative determination, qualitative analysis and quantitative analysis. There are 8 community neighborhood committees in the category, which are the subject of investigation and research.
During the field investigation of the research team, the Mianyang Municipal Party Committee and various functional departments of various districts of Mianyang City, various street offices and neighborhood committees received strong support and assistance. On the basis of fully mobilizing the participation of the people, the Mianyang Municipal Committee of the Communist Party of China has extensively solicited opinions from all walks of life and used the decision-making model of foreign governments to increase the intensity of attracting talents into politics. This reflects both its strategic forward-looking thinking and its full emphasis on science and democratic decision-making. The survey mainly adopted listening methods, field surveys, random interviews and quantitative surveys, qualitative analysis and quantitative analysis. From the community neighborhood committees of Mianyang City, 131 community committees were selected from three categories. As an object of investigation and research. At present, many problems in the construction of Mianyang community are closely related to it. On the basis of carefully summarizing, summarizing and analyzing the above problems, we tentatively put forward corresponding policy recommendations. I. Current Basic Situation and Characteristics of Community Construction in Mianyang City After the relevant documents of the Central Committee and the Provincial Party Committee on community construction were issued, the Mianyang Municipal Party Committee and the Municipal Government attached great importance to community construction. Under the correct leadership of the municipal party committee and the municipal government, governments at all levels have generally combined the reality of the localities and actively explored new ways of community construction, forming a working pattern of concerted efforts and joint management. The work of community construction has achieved remarkable results. In Mianyang City, there are 396 community neighborhood committees in 19 sub-district offices. At this stage, there are one “National Community Construction Demonstration Zone” and “Provincial Community Construction Demonstration Zone”, and two municipal community construction model towns. The level community built 10 model towns and 52 demonstration communities. Characteristics of community building
1. Different community categories. Although there are some common needs in various urban areas, depending on the type of community, the problems faced are different, and the social needs of residents are not uniform. Communities with severely lacking office and service facilities are now more concerned about the basic protection of basic office facilities; in communities with adequate protection, more attention is paid to how to carry out community services in depth; communities living in core urban areas need to expand. And deepen the community service function; the more concentrated communities of state-owned enterprises and laid-off workers are more focused on the reemployment resettlement of laid-off workers; the community located in the urban-rural integration department, the most needed is to provide minimum social security and social assistance services to land-losing farmers. The growth of economic strength and the increase of fiscal revenue have provided strong economic support for solving the current problem of serious shortage of community offices and public welfare facilities in Mianyang City, low staffing of community neighborhood committees and tight working expenses, which is conducive to alleviating the current system. Current challenges facing Mianyang community construction
1. The old model of community management is difficult to adapt to new changes in social structure. In recent years, with the continuous development and improvement of the market economy, the management system that has been fixedly affiliated with certain social organizations has been broken, and a large number of units of different levels and types have been converted into "social people." With the continuous deepening of the reform of state-owned enterprises, a large number of laid-off and unemployed people have emerged in Mianyang. The environment suitable for human settlements and the relatively developed economic conditions have led to the influx of residents in the surrounding rural areas into Mianyang City. The city's floating population is nearly 100,000, accounting for about 1/7 of the city's total population. Individual industrial and commercial households and private business owners, which are accompanied by the development of the market economy and the diversification of economic types, are free from the traditional unit system and pose great pressure on the existing social order in Mianyang. The community management model also poses a huge challenge.
