During the period of customs legal system construction and local economic development needs, pioneering and innovative, advancing with the times, through vigorously carrying out legal publicity and education, formed a harmonious internal and external customs enforcement environment, to provide a good guarantee for the coordinated development of local economic and social development.

First, the focus of work

Strengthen the use of academic methods by leading cadres. Through legal experts lectures and self-study discussions, the leading cadres will be carefully organized to take the lead in studying laws and regulations, and continuously improve the ability and level of scientific decision-making, democratic decision-making, and decision-making according to law.

Strengthen legal guidance on frontline law enforcement officers. Through in-depth "legal system at the grassroots level" activities, we provide simple, clear and unified legal guidance for frontline law enforcement officers, so that they can accurately and comprehensively grasp the law enforcement requirements, anticipate and prevent law enforcement risks. In-depth corporate publicity policies and regulations, counseling enterprises to become bigger and stronger. Implement “home-based counseling” to publicize the requirements of customs regulations to help enterprises find weak links in internal management and improve the level of internal control management. For “red-list” enterprises and high-tech enterprises, we will focus on promoting tax reduction and exemption policies and bonded policies to provide services for enterprises to become bigger and stronger.

Cultivate management's awareness of relative rights and guide them to express their interests in a legal and rational way. The contents of the legal propaganda of the relatives should be changed from the focus on prohibitive normative education and compulsory normative propaganda to the cultivation of the relative rights consciousness and democratic consciousness, so that they should know the rights and remedies.

Strengthen communication and contact with fraternal units and local law enforcement authorities. Learn from the brothers' customs to learn from the good law and good practices. Strengthen communication with the law-enforcement agencies in Zhuhai and Zhongshan, actively participate in the activities organized by local law-enforcement organizations, establish regular long-term work mechanisms, and seek guidance and support from local law-enforcement institutions.

With the Customs Internet portal as a position, we will strengthen the construction of the website, give full play to the functions of website policy and regulation, legislative proposals and online business questions and answers, striving for a first-class service-oriented website and raising awareness.

Customs legal publicity and education should focus on cultivating the awareness and habits of each customs officer in accordance with the law.
