2. Heavy polluting enterprises that actively adjust the industrial structure, upgrade the level of technology and equipment, implement clean production and promote circular economy, and achieve obvious environmental performance.

3. Promotion and application of new technologies, new processes and new equipment for pollution control. It mainly supports research and development of new technologies, new processes and new equipment for pollution prevention and treatment with high removal rate of pollutants and low treatment costs.

4. Water reuse projects for industrial enterprises.

5. Construction and operation of the Environmental Protection Platform Workstation and Environmental Protection Industry Association of the Municipal Science and Technology Center.

6. The assessment and evaluation of heavy pollution industry and the construction of a mandatory elimination management system for heavy pollution projects.

7. Other projects that meet the scope of use of provincial-level environmental protection special funds.

Article 5 Application Conditions

To apply for the special funds for phase-out and transformation, the following conditions must be met:

1. The reporting unit must be a project investment entity with legal person status and independent accounting. The construction projects invested by the municipal government are not included in the scope of subsidies;

2. The project to be declared must be confirmed by the Office of the Leading Group for Compulsory Elimination and Reconstruction of Municipal Heavy Pollution Projects;

3. The project has implemented construction funds;

4. Projects included in the mandatory annual plan for the elimination of renovation and industrial water reuse projects must be completed and passed the inspection within the prescribed time limit. Projects that are actively eliminated and rebuilt must be completed and passed the acceptance before the deadline for application for the current year.

5. The project of promotion and control of new technologies, new processes and new equipment for pollution control belongs to research and development. It must pass the pilot test and achieve good results, and it has the value of promotion and application. If it belongs to the promotion, it must be built and passed the acceptance.

Article 6 subsidy standards

Mandatory elimination and transformation subsidy standard

If the task of completing the mandatory elimination and transformation is completed according to the plan and the acceptance is qualified, the equipment investment amount of the equipment for the elimination of the renovation project shall be based on the subsidy of 5-8% of the equipment investment amount.

1. To promote the application of the project, and to complete and pass the acceptance test, based on the equipment investment amount of the promotion of the project, the subsidy of equipment investment is 5-8%.

2. Research and development projects, after passing the pilot test and achieving good results, and having the value of promoting the application, according to the actual pilot investment of the project, a subsidy of 20,000-50,000 yuan for each project will be given.

Water reuse project for industrial enterprises. For the water reuse facilities where the actual amount of reuse reaches the design scale, a one-time subsidy is given at 300 yuan per ton.

For advanced enterprises that have passed the municipal and above mandatory clean production audits and scored 90 points or above, they will be rewarded with 20,000 yuan.

Promotion and application of new technologies, new processes and new equipment for pollution control

1. Application form;

Article 8 Reporting Program

1. For projects that meet the scope of application and application conditions for the special funds for phase-out and transformation, the project implementation unit shall submit special fund application materials to the townships and towns where it is located. Townships and towns, and the two districts will be summarized and submitted to the municipal compulsory elimination and transformation office after the initial review.

2. The municipal compulsory elimination and transformation office will take the lead, and the municipal finance bureau and the municipal environmental protection bureau will be responsible for reviewing, assessing and accepting the declared projects. On this basis, determine the specific items and amount of rewards or subsidies, and report to the market. The leading group of the mandatory elimination and transformation of pollution projects was approved.

Article 9 Funds Disbursement

The municipal compulsory elimination and transformation office and the municipal finance bureau shall jointly issue an annual award or subsidy project and quota according to the opinions approved by the municipal heavy pollution project mandatory elimination and transformation leading group, and the award or subsidy fund shall be directly paid by the Municipal Finance Bureau. If there is a balance in the special funds for the elimination and reconstruction of the year, it will be carried over to the next year.

Article 10 Notification Acceptance Time

The time for filing the application is generally before the end of March of the following year. If the application is overdue, it will not be accepted. It will be deemed as automatic waiver.

Article 11 Use Management

1. Special funds for the elimination and reconstruction shall be earmarked for special purposes, and special funds shall not be defrauded, intercepted or misappropriated in any form or for any reason.

2. The project investment entity should use special funds in accordance with the relevant fiscal system, strengthen financial management and accounting, strictly control the scope of expenditure, and improve the efficiency of capital use.

3. Units that use special funds for phase-out and transformation shall report the implementation of the project to the Municipal Compulsory Elimination and Reform Office and the Municipal Finance Bureau during the implementation of the project.

4. The use of special funds for the elimination and transformation shall be consciously accepted by the Municipal Finance Bureau, the Municipal Environmental Protection Bureau and the Municipal Audit Bureau for supervision and inspection. In case of violation of the provisions on the use of special funds, the relevant departments shall urge them to rectify within a time limit. If the circumstances are serious, the special incentive funds shall be withdrawn and the responsible persons shall be investigated for responsibility in accordance with relevant laws and regulations.

5. If the same project of the same enterprise has already enjoyed other financial incentives such as the city's ecological construction financial incentives, no more rewards or subsidies will be repeated.

Article 12 These Measures shall be interpreted by the Municipal Compulsory Elimination and Reform Office, the Municipal Finance Bureau and the Municipal Environmental Protection Bureau.
