1. Rationalize the system and insist on the "two concentration, two in place" as the important foundation for the construction of the center

The administrative service center is an innovative product of the government to improve its functions and realize scientific development. At present, there are already 21 accredited service departments in the central departments with more functions. In accordance with the principle of authorization window and equal rights and responsibilities, we have reorganized, divested and merged the items in the center, and effectively solved the problem of “avoiding the weight” in the entry of the matter, “staying big and letting small” in the authorization of the window, and performing duties in the window. Since the beginning of this year, we have consistently integrated the study and practice of the scientific development concept and the “Year of Cadre Construction” activities with the construction of the center, focusing on the implementation of the “1233” innovation development project, and promoting the standardization and efficient service level. Achieve one full process, that is, build a general monitoring room to supervise the working status and approval efficiency of the window. Build two networks, namely online approval and electronic monitoring systems. Under the unified organization and strong promotion of the Municipal Commission for Discipline Inspection, the company invested funds, developed software, cleaned up projects, streamlined processes, and relied on the government's official regional network to realize online approval and electronic monitoring of the three links of the center, department and the supervision bureau. . On June 11, two network systems were officially launched. Three new platforms were added, namely, a new advisory service guide, a government information inquiry desk, and a complaint review supervisory station to make the service function of the center more perfect. Create 3 special lines, one is to build a high-speed line for the approval of real estate development projects. Formulate the “Regulations” and refine the approval process, from 18 working days determined by the province to 15 working days, including the land use planning permit, project planning permission, construction permit, and pre-sale permit for commercial housing. The business has all achieved the "satisfaction" and the completion of the business; the second is to build a high-speed line for enterprise registration and parallel approval. Specialized research and development of parallel approval software, the establishment of a comprehensive service, implementation of a window consultation, acceptance of applications and delivery. At present, the registration business of new enterprises without pre-approval has been reduced from the original 17 working days to 2 working days; the third is to build a high-speed line for parallel approval of fixed assets investment projects. On the basis of the implementation of joint counseling before the start of the project and the parallel approval of the project nuclear preparation phase, the project will be actively promoted to the stage of planning land use and the start of construction permit.

Third, establish a system of establishment, adhere to the full supervision, active prevention and control as an effective guarantee for the construction of the center

The Administrative Service Center is a special institution with centralized examination authority and heavy responsibility. To ensure its standardization and efficient operation, one depends on the mechanism. We have established and improved a series of rules and regulations such as business operations, service standards, assessment and review, and accountability. Fourth, strengthen management, adhere to the internal strength and external image as the main content of the center construction
