2. Activity background

At present, the international financial crisis continues to spread, and the negative impact on China's economy is deepening. The impact on the development of agriculture and rural areas is also constantly emerging. A few days ago, in 2019, the Central No. 1 Archives, "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Stable Growth of Farmers in Agricultural Development in 2019" was announced. This is the sixth time that the Central No. 1 archive has focused on agricultural development and rural reform since XX. The archives closely focused on stabilizing grain, increasing income, strengthening foundation, and enriching people's livelihood, and introduced a series of policy measures. Under the background of the current decline in world economic growth, how to deal with the impact of the financial crisis on the development of agriculture and rural areas is not only related to the "three rural" cause, but also to whether the entire national economy can maintain steady and rapid development.

As a large agricultural province, agriculture accounts for a large proportion of its economic share. So far, how much harm has Yunnan’s agriculture suffered? Which key agricultural support projects have been hit? What impact does this have on the future development of agriculture? What are the preferential measures for agriculture in the local government departments in the current crisis? What is the effect of these measures? These questions require a field investigation and evidence to draw conclusions. Therefore, in this practice, we take the current financial crisis as an opportunity to explore the current status of agriculture in Yunnan and the future development path.

3. Purpose of the event

1) Through the exploration of the impact of Yunnan's agriculture in the financial crisis, changes in farmers' income and welfare, so that the students living in the ivory tower can understand the status of agriculture in the current situation of the financial crisis;

2) Exploring the response and measures of local farmers in the face of the financial crisis, understanding the implementation of agricultural policies by the central and local governments on the crisis, learning ways to solve the crisis, and strengthening the confidence of college students in overcoming the financial crisis.

3) Through the serious investigation of Yunnan agriculture, combined with our own theoretical knowledge and understanding of the society, reflecting local problems, and the development of local agriculture, "Suggestions to promote the stable development of agriculture, farmers continue to increase income" proposed our college students Suggest;

5. Activity significance

1) For the students in our ivory tower, this activity brings us closer to the countryside, close to the peasants, approaching the society, approaching the real financial crisis, and understanding the national agricultural policies in practice. And from this we have improved our practical ability and cultivated our compassionate concern for the peasant problem.

2) For local farmers and the government, through our sincere and earnest, in-depth social and in-depth rural surveys, we have deepened our understanding of university talents and established a good image of Huazhong University of Science and Technology students caring for the society and working hard;

3) For the society, through our serious and in-depth investigation and analysis, we truly reflect the development status of agriculture under the financial crisis, the countermeasures adopted by the state and farmers, and the results achieved, and give our contemporary college students Combine theoretical and practical policy recommendations;

6. Preparation for the preliminary work

Get in touch with local league committees and government departments;

Get in touch with the Red River State and other Communist Youth League committees, agricultural bureaus, township governments, and ask them to connect and provide assistance to farmers and practice teams;

Promote our activities with local newspapers and TV stations.

Set specific guidelines and safety rules for the team as follows:

Safety guidelines
1. This Code applies to all 8 detachment members, including the team leader.

2. The guidelines are formulated by Zhang Hao. At the regular meeting, everyone will discuss and make necessary modifications. The final version must be discussed at the regular meeting.

3. The validity period of the guidelines will be from the date of official release to the end of the practice journey, and all team members will return to their homes or schools.

4. If there are problems in the itinerary that are not mentioned in the guidelines, then according to the actual situation, we will discuss and decide the specific solutions and make a random response. In principle, this Code cannot be violated. Team discipline

Team safety
1. Since the location of this practice is in rural Yunnan, we are not very familiar with the environment and culture there, so there are security risks. In order to ensure safety as much as possible, the actions of the players cannot violate this Code. Special circumstances must be approved by Captain Chen Zechuan.

2. All actions of the team members shall not violate the Constitution, laws, regulations, university student rules and the University Student Rules of Huazhong University of Science and Technology.

3. When grouping actions, the team leader shall designate the person in charge of each group and exercise part of the decision.

4. Team members can express their opinions at any time and have the right to participate in decision-making. Major decisions follow the principle of democratic centralism and collective discussion decisions. When the team members have suggestions and opinions in the discussion, they should be raised in time. Don't talk about it. Once a major decision has been made, it should be implemented unconditionally.

5. The resolutions of the whole discussion shall be approved by the team leader before the resolution of the group discussion is approved by the team leader.

6. Due to the tight schedule, the team members must strictly abide by the time. If there is no special situation, they should not be more than 2 minutes late. If the special circumstances cannot be arrived on time, they must be explained in advance.

7. Do not use any insulting language and insulting actions in any public place and in contact with any locals. Do not quarrel and talk back with strangers, and try not to have physical contact with strangers. This is the most important one to protect your personal safety and prevent it from happening!

8. After the general day's investigation, the team members return to the residence to organize the discussion or rest. The temporary outing needs to be approved by the captain.

9. Individual actions are not allowed unless approved by the team leader.

Personal safety
1. Team members should establish a strong sense of responsibility and safety concept of self-defense. Put personal safety at the forefront whenever and wherever you want, and learn to care for others. Boys have an obligation to protect girls.

2. Pay attention to your physical condition every day. If you feel uncomfortable, please inform the person in charge of the safety, Liang Jianfeng, and he will immediately come up with a solution. If there is no solution, he will immediately send it to the nearest municipal hospital.

3. Try to unify the actions. If you need to group, see Team Discipline 3, but do not act alone, and the group should be as many as 3 or more. Each group must include a male student.

4. Do not allow you to eat, it is best to find a healthy restaurant to eat, really can not find to buy something to eat.

5. When you are in the car, you can't sleep. Make sure that 1-2 people are in case.

6. Do not publicize in any public place, pay attention to controlling emotions, and do not allow loud noises.

7. When grouping actions, each group must contact the designated contact once every 2 hours to confirm security. In case the phone has no signal, contact the nearest public phone.

8. Night operations must be approved by the team leader, and the team members should try not to act at night. 10. In the event of an emergency, first dial 110, 120, 119, 122, etc. according to the situation, and take action according to the emergency plan, and contact the team leader in time.

9. Everyone reports at least one peace to the family every day, so as not to let the family worry.

Property security
1. Do not carry large amounts of cash with you. Valuables are scattered and carried, and valuables that are not carried with you are temporarily stored in the temporary storage. Try not to take out any valuables in public.

2. Invoices for bulk consumption. See if the caps are covered by their chapters. If not, you have the right to ask for replacement, which will facilitate subsequent rights protection.

3. Don't trust strangers during the trip, and keep an eye on yourself and other team members' bags, beware of theft.

4. Must be accompanied when withdrawing money. After taking the money, the person should be low-key.

5. It is best not to put your ID card in your pocket and keep it separate from other cards.
