According to the work arrangement of the park management committee at the beginning of the year, the bureau closely focused on the goal of realizing the “100 billion parks” and creating a “half-ton-ton” big port. According to the leadership of the park, “preempt the commanding heights, overcome the weak points, and create new ones. Highlights of the work requirements, further clarification of responsibilities, innovative service concepts. In the past year, we have taken various measures to carry out active and effective work. We now report on the work as follows:
First, the work situation in the first half of the year:
Ensuring port traffic, cargo port fees are levied smoothly This year, the park is expected to complete a cargo throughput of 7.5 million tons, of which foreign trade volume is 500,000 tons, up 25% and 28% respectively over the same period last year. There were 3,700 ships of various types in Hong Kong, including 160 outer ships and 26 new ships. In terms of cargo port charges, the Office is working hard to implement the XX Port Management Agreement with the relevant riverside enterprises, and has completed the signing of seven terminals. So far, the bureau has collected a total of 357,820 yuan for cargo port charges, and it is estimated that nearly 500,000 yuan will be collected in the first half of the year.
Refining job responsibilities and comprehensively improving port management capabilities At the beginning of the new year, the SIPO has carefully reviewed the port management issues based on the previous year's work management experience, and reorganized the department and functions. The five port law enforcement comrades sent by the Municipal Port Authority were assigned to various departments to implement their duties, clarify the division of labor, and established a set of effective management methods and working mechanisms. For newly-adjusted department staff, it is necessary to re-learn a lot of professional knowledge, including administrative law enforcement, engineering construction, port approval, port management, etc. To this end, we have made the improvement of business skills a learning focus, and targeted development of various departments. Regular business learning, and fully apply the learning content to the usual work. After half a year of running-in, the responsibilities of each department have been fully implemented.
Improve the port system, comprehensively improve the port management and control capabilities to improve the port management system, and do a good job in the port affairs of the park. On the one hand, our bureau has strengthened the external contact work, especially with the xx port bureau. We have actively carried out the work of seeking permission. At the same time, in order to obtain the understanding and support of the Jingjiang Port Authority, we have established regular joints with the Jingjiang Port Authority. Through the efforts of the conference system, we have established close business ties directly with the xx port bureau. In the other administrative approvals such as the application for the Port License, safety management, construction approval, etc., we realized The port bureau directly docked, greatly improved the speed and quality of administrative examination and approval, improved work efficiency, and was well received by the relevant port enterprises and construction units in the park. On the other hand, in the construction of the port management system, the bureau took the opportunity to renew the new version of the “port management permit” and conducted in-depth combing and integration of all port enterprises in the jurisdiction, and the terminal operations and port work of the enterprise. Further regulation established a set of contact mechanisms and port working mechanisms.
Supporting inspection facilities to ensure the smooth entry of port units Since the beginning of this year, the bureau has closely focused on the spirit of the sixth meeting of the joint development of “12.29” xx and Jingjiang last year, in accordance with the requirements of the park leaders for accelerating the implementation of port inspection facilities. First, we will closely contact the relevant port inspection units and cooperate with other departments of the park to jointly build the joint inspection building, the third squadron barracks and the maritime patrol boat base. Secondly, for the remote monitoring system of the park port, we have repeatedly checked the requirements of the river crossing cable, the joint inspection building monitoring center, the border defense third squadron sub-control center and the riverside enterprise terminal monitoring facilities, and the inspection department, xx bridge. Xx Radio and TV, Netcom, terminal enterprises and program design units have communicated and discussed, and organized relevant personnel to compare and screen the design, construction, maintenance and equipment quality, procurement and price of the project. After the approval of the leadership, the construction plan was finally selected. Next, the project is about to enter the construction phase. Thirdly, in the institutional efforts of the port inspection department, we took the initiative to contact the inspection units at various ports to obtain support from various departments, especially the Jiangsu Provincial Inspection Bureau. The provincial bureau Director Wang personally went to the park to conduct a special investigation on the establishment of the institution, and A positive attitude towards the establishment of branches in the park.
Do a good job in port coordination and fully protect the enterprise. This year's economic situation has stabilized compared with last year. This has brought new opportunities for the further development of the export-oriented economy of the park, especially the three shipyards. It has brought new challenges to the shipyard's export of new ships. The Yangzijiang Shipyard has only one open berth, and due to the lack of construction of its own inspection facilities, the system of one ship and one report has been used since the opening to the first quarter of this year. Ship procedures have brought great difficulty. In response to this situation, the bureau took the initiative to contact the port inspection department to help enterprises coordinate and resolve the contradictions and difficulties encountered in the new ship export. It has successively handled the export approval procedures for 29 new ships of three shipbuilding enterprises. In April this year, the formal procedures for the export of new ships were officially and explicitly handled, and through multi-party coordination and the gradual in place of the company's own inspection facilities, the Yangtze River shipbuilding finally got rid of the dilemma of the new ship exporting one ship and one report.
In addition, in the opening work of the terminal, we took the initiative to serve, and invited the joint inspection department of xx port to the site to work on the site, and assisted Changqiang, Changbo, Huacheng and other enterprises to handle the relevant terminal opening procedures.
Strengthening shoreline inspections to ensure safe and orderly port production this year is an important year for port security work, especially Shanghai Port. Adhere to the two daily inspections and holiday duty inspection system, rain or shine, and timely collect the relevant inspection accounts and related evidence to ensure that the key monitoring enterprises are not relaxed. After extensive inspections and rectification work, no new violations have occurred in various port enterprises since this year, and no major safety incidents have occurred on the terminal operations.
